unstar this property answer text <p>The Government publishes statistics on deaths in custody quarterly, and updated detailed tables annually. These figures cover only England and Wales. They can be viewed at:</p><p><a href="https://www.gov.uk/government/uploads/system/uploads/attachment_data/file/632625/safety-in-custody-quarterly-bulletin-mar-2017.pdf" target="_blank">https://www.gov.uk/government/uploads/system/uploads/attachment_data/file/632625/safety-in-custody-quarterly-bulletin-mar-2017.pdf</a></p><p> </p><p>In the twelve months to June 2017, there were 97 apparent self-inflicted deaths in custody.</p><p> </p><p>Improving safety is a priority for this Government. We are investing £100m a year to strengthen the frontline by recruiting around 2,500 more prison officers by the end of 2018. We are rolling out improved training across the estate for staff on suicide and self-harm reduction and have put in place specialist roles - regional safer custody leads - in every region to provide advice to prisons and to spread good practice on identifying and supporting prisoners at risk. We are providing grant funding to the Samaritans to support the prisoner Listener scheme and are providing an additional funding in 2017-18 to fund a number of other projects, including a learning tool for staff and emotional resilience training for prisoners.</p>

unstar this property answer text <p>On 9 July the Government announced the action it is taking to tackle the apparent increase in claims for gastric illness by holidaymakers.</p><p> </p><p>It is for individual regulators including the Solicitors Regulation Authority and the Claims Management Regulation Unit to take disciplinary action where rules of conduct have been broken. Regulators can and do refer cases to the police for investigation where they believe that a criminal offence may have been committed.</p> more like this

unstar this property answer text <p>Our reforms will make it easier for vulnerable users to access justice including victims and witnesses. Our modernisation and digitisation of the courts system will streamline and simplify many complex court processes.</p><p>We are building digital services which are accessible to all. In doing so, HMCTS is researching and testing with a wide range of user groups – including the elderly, the young, vulnerable groups, geographically remote users and users with low literacy and/or low IT literacy. We are using the insights and research findings from these groups to help us redesign our services to be easier to understand and navigate for all.</p><p>We recognise that some people will need support to use digital services, and HMCTS is designing a range of assisted digital support channels to be available for this purpose. Our assisted digital support services will cover a range of channels, from web chat or telephone assistance through to more intensive face to face support. Access to paper channels will be maintained in some services for those who need them. Plans for future assisted digital support services formed part of the consultation ‘<a href="https://www.gov.uk/government/consultations/transforming-our-courts-and-tribunals" target="_blank">Transforming our Justice System’</a>, published in September 2016.</p>

unstar this property answer text <p>The Fundamental Rights Agency (FRA) provides assistance and advice on fundamental rights issues to the EU institutions and to Member States when implementing Union law. The FRA is also tasked with promoting fundamental rights within the EU, which it does through the collation, analysis and dissemination of data on fundamental rights across the Member States. As the Balance of Competencies Review in 2014 showed, a small number of UK NGOs have used FRA data to support their work.</p><p> </p><p>The UK contributes to the FRA budget through its contribution to the overall EU budget. The FRA’s budget for 2017 is 22.7 million euro. While civil service time is spent dealing with FRA reports and activities, time costs are not logged on this basis. A UK official attends National Liaison Officer network meetings at the FRA; travel and accommodation expenses for these meetings are covered by the FRA.</p> more like this

unstar this property answer text <p>The Electronic Monitoring Programme has an Authority Programme Board, chaired by the Senior Responsible Owner and reports regularly to HM Prison and Probation Service Agency’s Executive Committee and to the Department’s Investment Committee.</p><p> </p><p>The Senior Responsible Owner of the electronic monitoring programme has successfully completed the Major Projects Leadership Programme and the Programme Director who reports to him has completed the Project Leadership Programme.</p><p> </p><p>The Department’s Portfolio team attend the Authority Programme Board and provide oversight of the Departmental Change Portfolio to ensure it is aligned to strategy, is achievable and affordable; assesses the effectiveness of project governance and controls, and; provides assurance that the portfolio remains on track for effective delivery.</p> more like this

unstar this property answer text <p>Electronic Monitoring is an important tool to improve supervision in the community and support offenders to change their lives; the restrictions and structure imposed can help to break habits and limit opportunities to offend, which can reinforce positive behaviour when used alongside other interventions or requirements. The Electronic Monitoring service has always been delivered using a contracted infrastructure, so it is not possible to make any assessment against another delivery model.</p> more like this

unstar this property answer text <p>Where an application for legal aid is made, this will be assessed against the existing means and merits tests, as appropriate. The Government has changed the law so that payments made to victims of the fire to support them, including from the Government’s discretionary fund, can be disregarded in assessments of financial eligibility for legal aid.</p><p> </p><p>The Government has worked collaboratively with the Law Society to design and issue guidance to legal aid providers so that they are best able to assist the residents.</p><p> </p><p>The Legal Aid Agency also continues to liaise directly with key partners on the ground at Grenfell, including the North Kensington Legal Centre who are offering advice through legal help.</p><p> </p> more like this
