unstar this property answer text <p> </p><p> </p><p>The National Offender Management Service (NOMS) does not hold records of employees found guilty of all types of criminal activity.</p><p> </p><p>Whilst the vast majority of its staff are honest and hard working, NOMS is committed to detecting, deterring and disrupting all corrupt behaviour by individuals working in prisons. A dedicated NOMS Corruption Prevention Unit was set up to ensure staff corruption is identified and tackled. As part of this work NOMS has compiled a central record of staff convicted of criminal offences which meet the NOMS definition of corruption.</p><p> </p><p>This definition is that corruption occurs when a person in a position of authority or trust abuses their position for their or another person's benefit or gain. This would include the misuse of their role in order to plan or commit a criminal act, or a deliberate failure to act to prevent criminal behaviour.</p><p> </p><p> </p><p> </p><p> </p><p> </p><p> </p><p> </p><p> </p><p> </p><p> </p><p> </p><p>There were <strong>23</strong> convictions for corruption-related offences during 2013. The NOMS Conduct and Discipline Policy sets out the standards of behaviour that all staff are expected to maintain. Prisoners are also able to raise concerns through other channels such as the IMB, their MP or the Prison and Probation Ombudsman. Any member of staff who has such concerns can submit an intelligence report or speak to a colleague, manager, their security department or specialist staff.</p><p> </p><p>Prison staff are required to report on a wide range of behaviours linked to extremist motivated activities some of which could represent radicalisation. Such reports are considered by a prison-based multi agency panel to help access the motivation for the reported behaviour and to direct further action to develop the information or to intervene with the prisoner. Where appropriate these reports are escalated to regional or national level.</p><p> </p><p>To establish the number of reports submitted would therefore require examining the records of all prisoners in the system which could only be done at significant disproportionate cost.</p>

In mid December 2013, the bidders who passed the first stage of the competition to win the regional rehabilitation contracts were announced. The list includes a mix of private and voluntary sector partnerships with more than 50 organisations represented – from charities experienced in tackling a range of issues affecting offenders, to small and large British businesses and experienced multinationals. All of these Tier one bidders have experience in working with offenders or across the wider Criminal Justice System. Approximately one third of the bidders included a potential mutual organisation within their consortium. A list of the bidders who have been successful at this stage can be found at:</p><p> </p><p><a href="https://www.justice.gov.uk/transforming-rehabilitation/competition" target="_blank">https://www.justice.gov.uk/transforming-rehabilitation/competition</a></p><p> </p><p>The process to award Community Rehabilitation Company contracts is ongoing and the details of which bidders are interested in bidding for each Contract Package Area (CPA) is commercially sensitive information, which it would not be right to make public at this stage as this would affect the bidding process for the overall competition. Additionally, for similar commercial reasons it is not general practice to release information on those organisations which have withdrawn from the competition.</p><p> </p><p>As requested by the Authority, all bidders updated their CPA preferences on 22<sup>nd</sup> January. The current lot preferences are an initial indication of the bidders for each region. This is not finalised and we will be conducting another refresh of lot preferences before final bids are submitted.</p><p> </p>

unstar this property answer text <p>The offences of using a TV receiver without a valid licence and of failure to hold a valid vehicle excise duty licence (tax disc) are not punishable by imprisonment, so offenders cannot be sentenced to custody for these offences. Failing to pay council tax is not a criminal offence.</p><p> </p><p>Offenders found guilty of TV licence or vehicle excise evasion may be sentenced to a fine. Failure to pay a fine can lead, following enforcement action and as a last resort, to committal to prison for fine default. Failing to pay council tax is not a criminal offence.</p><p> </p><p>Offenders found guilty of TV licence or vehicle excise evasion may be sentenced to a fine. Failure to pay a fine can lead, following enforcement action and as a last resort, to committal to prison for fine default.
