We have completed public consultations on potential future free trade agreement (FTA) negotiations with the United States, Australia and New Zealand, and on the UK’s potential accession to the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP). We plan to publish Government responses for each of the four consultations before any formal negotiations begin.</p><p>Trade agreements vary in shape, scope and form, and there is no “average” timeframe for completion. For example, the Comprehensive Economic and Trade Agreement (CETA) between the EU and Canada took seven years to negotiate, the China-Switzerland FTA took two, but the USA-Jordan FTA negotiations only four months. The Government is clear that its objective is to negotiate the best possible FTAs for the whole of the UK, in the interests of business and consumers.</p><p>While we are looking to forge new agreements, the Government is also seeking continuity for our existing EU trade agreements as we leave the EU. These cover issues such as mutual recognition of conformity assessment in certain sectors. The UK has now completed work to transition these agreements to bilateral UK-US agreements. They are ready to come into effect when the UK leaves the EU.</p><p> </p><p>On 14 February 2019, the UK and US signed a Mutual Recognition Agreement (MRA) on Conformity Assessment to ensure continuity of mutual recognition in the following three sectors: good manufacturing practice for pharmaceuticals, telecommunications equipment, and electromagnetic compatibility. Other agreements, including on wine, spirits and marine equipment have been signed between the UK and US to ensure continuity as the UK leaves the EU.</p><p> </p><p>These agreements do not cover all of UK trade with the US. The US continues to be our single largest bilateral trading partner. We welcome the publication by the US Administration of their negotiating objectives for a free trade agreement with the UK as well as the President’s positive public comments during the recent state visit.</p><p> </p><p>Although we cannot enter into negotiations with the US until we leave the EU, there is still much that we can do to lay the groundwork for an ambitious deal. This includes:</p><p> </p><p>Completing our domestic UK processes so that we are ready to start negotiations;</p><p> </p><p>Continuing our conversations with the Office of the US Trade Representative to prepare for live negotiations. These conversations are well advanced, including through the UK/US Trade and Investment Working Group, which has now met five times since it was established in July 2017. 	answer	answer is ministerial correction date of answer 29/10/2019 answer text <p>Languages are an important element of this Department’s capability needs and the Department continues to encourage its civil servants in the development of their language skills. We draw on the Foreign and Commonwealth Office’s in-country diplomatic staff and their language expertise. We expect future Free Trade Agreements being considered at this time will be negotiated in English, including with the US, Australia and New Zealand. Where they are not, it is normal practice to make use of professional interpreters.</p><p>We currently have 33 posts which require language skills.</p><p>DIT also promotes opportunities for UK based staff posted overseas (non speaker slots) to learn the language of the country. If a DIT staff member is posted overseas as a non-speaker they can take optional beginners language courses. This extends to the spouse or partner. If they already have a basic level of competency in a foreign language they can also take development classes.
