star this property answer text <p>As part of our humanitarian response to the Syrian conflict, the Department for International Development is funding UN and NGO partners to provide vital humanitarian assistance to people in need in Idlib, including healthcare. Our support in Idlib governorate alone has meant that approximately 500,000 people received medical consultations between January and June 2018.</p><p> </p><p>The government gives the utmost priority to protecting UK citizens, and safeguarding our national security. As yet, the powers at section 4 of the Counter-Terrorism and Border Security Act 2019 have not been used, and there are currently no designated areas. If, in future, any area within Syria or elsewhere is designated, the Act provides clear exemptions from the offence of entering or remaining in a designated area for any person who does so for the purpose of providing aid of a humanitarian nature, or who is acting on behalf of or holding office under the Crown. This means that, even in areas where a designated area offence might be in place, the UK will continue to be able to deliver the highest standards of lifesaving humanitarian support.</p>

star this property answer text <p>COVID-19 lockdown measures have disrupted routine immunisation services in the poorest countries with the weakest health systems, reducing access to vaccines for vulnerable children. The World Health Organisation estimates that coverage of the third dose of diphtheria, tetanus, and pertussis may have declined by 25-50% in May 2020 in Gavi-supported countries as compared to baseline levels.</p><p>Routine immunisation is the strongest shield against outbreaks of vaccine preventable diseases. The UK is Gavi, the Vaccine Alliance's largest donor. Through UK support, Gavi, UNICEF and the World Health Organisation are working closely with countries to maintain and restore coverage levels, through catch up immunisation campaigns and strengthened routine immunisation programmes.</p><p>Through our support to Gavi and DFID’s bilateral health programmes, we are advocating for the importance of immunisation within countries’ COVID-19 primary health care recovery plans, with an unrelenting focus on equity at the sub-national level and reaching zero-dose children. The $8.8 billion raised by the UK at the Global Vaccine Summit on 4<sup>th</sup> June, will enable Gavi to immunise 300 million more children and save up to 8 million lives.</p>

star this property answer text <p>In the past two weeks the UN Security Council has held four sessions focused on Syria, where the UK has joined with other countries in calling on the Syrian regime and its backers, Russia and Iran, to uphold the de-escalation arrangements they have previously agreed in Idlib, and to respect international humanitarian law. We have expressed our support for the UN’s contingency planning, including ensuring it is fully funded: the UK has committed £42 million in new funding, and is urgently considering how further funding could be mobilised. We have also made clear that we will respond swiftly and appropriately if the Asad regime repeats its appalling use of chemical weapons.</p><p> </p><p>In January, we supported and lobbied for UNSCR 2393, which provides for humanitarian aid to be delivered cross-border into Syria. This has enabled our partners to provide approximately 572,000 people with access to clean drinking water, immunise 95,000 children under five, provide 500,000 medical consultations, provide safe spaces for over 29,000 women and girls, distribute over 23,000 food rations and support over 2,300 health facilities across Idlib governorate in 2018 so far. The UK also joined our close partners in mobilising the Security Council to demand a ceasefire across the whole of Syria and the immediate delivery of emergency aid to all those in need through UN Security Council Resolution 2401, which was unanimously adopted on 24 February.</p><p> </p><p>The UK continues to play an active role in the International Syria Support Group, where we routinely push issues of protection and access. Together with other countries, the UK has strongly advocated to focus targeting aid on those most in need, which led to a review of the prioritisation of the UN response plan for Syria. As a result, the $1.8 billion plan is now more focused on immediate humanitarian needs and the most vulnerable, including within Idilib.</p>

star this property answer text <p>On 4 February, the Prime Minister co-hosted the “Supporting Syria &amp; the Region London 2016”, which brought together over 60 countries, international organisations, business, civil society, Syrians and people affected by the conflict to agree a comprehensive new approach on how we respond to this protracted crisis. Donors announced over $11 billion in funding for the Syria crisis response, of which almost $5.9 billion is for 2016. A further $5.4 billion has been committed for 2017-2020 to enable partners to plan ahead. Never has the international community raised so much for a single humanitarian crisis in a single day. The United Nations will track pledges made towards the 2016 UN-coordinated inter-agency appeals for Syria and the region, and we will work alongside the UN to ensure these pledges are disbursed quickly and maintain the momentum on fundraising over the longer-term. This information is being updated on UN Office for the Coordination of Humanitarian Affairs’ Financial Tracking System.</p>

The UK remains at the forefront of the response to the crisis in Syria and the region. We have doubled our commitment and have now pledged a total of over £2.3 billion, our largest ever response to a single humanitarian crisis. star this property answer text <p>The Department for International Development has not directly commissioned studies on the impact of water shortages on migration patterns from the southern hemisphere to northern Europe.</p><p>We recognise climate change and increasing water shortages can combine with other factors to influence migration decisions and therefore fund analytical work to improve the understanding of the impacts of climate change in developing countries. Examples include our work with the Natural Environment Research Council on the Future Climate for Africa Programme and our support to the World Bank’s Water Global Practice, which has produced analyses on the effects of water shortages, including migration. We are also building the evidence base to better understand why people migrate as part of our efforts set out in the 2015 UK Aid Strategy to tackle the root causes of migration.</p><p>In 2011, the Government Office for Science commissioned the Foresight Report on <em>Migration and Global Environmental Change</em> which analysed how human population movements across the world could be affected by global environmental changes.</p>
