GPE supports the Government of Kenya to develop national education sector plans, improve early grade mathematics and strengthen school management systems. Through UK support to the Girls’ Education Challenge, we are also improving learning opportunities and outcomes for Kenya’s most marginalised girls.</p><p> </p><p>In partnership with the Kenyan Ministry of Education in 2015, DFID provided funding to rigorously test a new structured approach to early grade teaching. The approach helped teachers better meet the needs of all students, provided continual coaching and monitoring, and improved teaching materials. The Kenyan Government scaled the approach nationwide. Working alongside the Bahamas Government’s National Emergency Management Association, the Caribbean Disaster Emergency Management Agency and international partners, they helped assess the scale of needs, coordinate the emergency response and ensure aid quickly reached those affected.</p><p> </p><p>Through the Royal Fleet Auxiliary ship Mounts Bay the UK were able to rapidly distribute emergency supplies, assist communities who were cut off, and clear debris to enable additional support to arrive. Mounts Bay has been in the Caribbean, loaded with relief supplies, since June to prepare for and provide life-saving emergency assistance in emergencies like Dorian.</p><p> </p><p>The UK committed up to £1.5 million towards the immediate humanitarian response. DFID’s current energy suppliers for both offices are EDF Energy for electricity and Corona for gas. DFID’s energy providers are selected through Crown Commercial Service (CCS) central Government frameworks, ensuring value for money and sustainability.</p><p> </p><p>In 2018-19, DFID’s UK estate produced 1,396 tonnes CO<sub>2</sub> equivalent (tCO<sub>2</sub>e) from energy consumption, as detailed in DFID’s 2018-19 Annual Report and Accounts. DFID’s greenhouse gas emissions in the UK estate have fallen by 63% since 2009-10. DFID is on track to exceed the Greening Government Commitment (GGC) target to reduce greenhouse gas emissions by 50% by end of financial year 2019-20, compared to our 2009-10 baseline.</p><p> </p><p>Reductions in energy consumption have been achieved through various initiatives including; introducing a green roof and biomass boiler in Abercrombie House, improving the insulation in Abercrombie House, installing Automated Meter Reading equipment to help identify energy saving opportunities and increasing staff awareness and engagement through campaigns. DFID participates in the Government’s mandatory CRC Energy Efficiency Scheme to offset greenhouse gas emissions produced by our UK estate.</p><p> </p><p>DFID is committed to the Government’s 25 Year Environmental Plan. The UK strongly supports the commitments in the United Nations Political Declaration on Universal Health Coverage. This calls on countries to increase public spending, with an emphasis on primary health care, noting World Health Organisation recommendations of an additional 1% of GDP or more. We provide technical assistance to countries as part of our health system strengthening programmes through our country offices and through funding to the World Health Organisation. Women and girls’ health and education are a top priority for DFID. At the UN General Assembly the Secretary of State announced £600 million in new funding for family planning supplies for women and girls in the world’s poorest countries. This week the UK announced a £515 million package of support for education. DFID is committed to generational transformation for the world’s poorest and already spends 57% of its bilateral budget on fragile and conflict affected states. The UK will host the Vaccine Alliance pledging conference next year to help create a healthier world. I welcome the report acknowledging DFID’s high standards of transparency and effectiveness. 	answer	answer is ministerial correction date of answer 03/10/2019 answer text <p>Good development takes account of climate change and environmental sustainability, and DFID is increasingly putting climate and environment at the heart of the UK aid agenda in line with the Sustainable Development Goals.</p><p> </p><p>The department’s rules for designing and implementing programmes charge staff with considering sustainability and resilience, including climate change and environmental shocks. As well as informing the appraisal of new projects, staff are expected to manage environmental risks throughout implementation, in line with DFID’s environmental and social safeguards. DFID has a cadre of specialist climate and environment advisers who support teams to meet these requirements.</p><p> </p><p>In July this year, the Government committed in the Green Finance Strategy to align our Official Development Assistance with the Paris Agreement, that is to support low-carbon and climate resilient development. The Prime Minister also recently announced that the UK would be doubling the quantity of International Climate Finance we provide to support developing countries from 2021.</p><p> </p><p>Since 2011, UK aid has provided 26 million people with improved access to clean energy, and helped 57 million people to cope with the effects of climate change. The UK’s Voluntary National Review of progress towards the Goals, published in July, was an important step to showcase the UK’s work and raise public awareness.</p><p>The Government undertook awareness raising activities including a nationwide youth art competition and press and social media support for the #MyGlobalGoal campaign which encouraged the public to think about their New Year’s resolutions in relation to the Goals.</p><p>We include the Goals in our key public engagement work. Every charity donation we double through the UK Aid Match scheme goes towards the delivery of a Goal. And our Connecting Classrooms programme, run with the British Council, includes free resources for schools, allowing children across the UK to learn about the Goals.</p><p>During the recent UN General Assembly, the Government highlighted its commitment to girls’ education, raising awareness of Goal 4 on Quality Education. We provide funding to support the installation of more off-grid solar power such as through mini-grid projects (e.g. in Kenya and Rwanda). We are helping to establish markets in a number of African countries for household solar power so poor people have access to affordable clean energy. We are also supporting private sector solar projects through the Green Climate Fund (GCF) and development finance interventions such as CDC, the Private Infrastructure Development Group, and the Multilateral Development Banks.</p><p> </p><p>Over the last seven years the UK has provided 26 million people with improved access to clean energy and installed 1,600 MW of clean energy capacity.</p><p> </p><p>At the G7, the Prime Minister announced the UK would double its support to the GCF, the principal climate multilateral, to £1.44bn over the next four years, to help developing countries adapt to the impacts of climate change and shift away from fossil fuels to renewable energy such as solar power. A range of existing GCF projects are supporting solar power in Africa. For example a GCF project is helping 50 poor, rural communities in Mali to switch from fossil fuel-powered diesel generators and kerosene lamps to green energy by installing solar mini-grids.</p><p> </p><p>The Prime Minister announced at the UN Climate Action Summit funding of up to £1 billion for research, development and demonstration of new technologies and business models to unlock opportunities in developing countries for cleaner growth and better access to clean energy.
