Through a multi-donor trust fund called ZIMFUND, DFID has, since 2010, supported the rehabilitation of water supply infrastructure to improve waste water treatment capacity and water supply to some areas. I also had a telephone call with David Beasley on Thursday 6 June to discuss the issue, and UK officials have engaged closely with WFP throughout recent months, including through the WFP Executive Board. These discussions are ongoing.</p><p> </p><p>For the sake of Yemenis in desperate need, we call on the Houthis to immediately end all restrictions on aid agencies and comply with UN Security Council Resolution 2451 by allowing safe, rapid, and unhindered access for the humanitarian response and commercial supplies. This includes the entry of relevant humanitarian equipment as well as the swift issuing of visas to humanitarian workers. 	answer	answer is ministerial correction date of answer 26/06/2019 answer text <p>The UK continues to actively call on all parties to the conflict to comply with UN Security Resolution 2451 (which was drafted and coordinated by the UK) by facilitating safe, rapid, and unhindered access for humanitarian actors across the country.</p><p> </p><p>We also continue to support access through our funding to the UN Verification and Inspection Mechanism (UNVIM). We provided £1.3 million in funding to UNVIM last financial year (2018/19) and expect to provide similar levels of support this financial year (2019/20). Last financial year (2018/19), for example, we <del class="ministerial">provided</del> <ins class="ministerial">contributed to the provision of </ins>food assistance to over 490,000 internally displaced people (IDPs) and since June 2017 we have helped over 40,000 IDPs receive psychosocial support and provided over 35,000 with life-saving health care.</p><p> </p><p>The UK has also supported the International Organisation for Migration (IOM) and United Nations High Commissioner for Refugees (UNHCR) to provide primary healthcare and mental health services, legal assistance, child protection and support to survivors of gender-based violence. The UN’s 2019 humanitarian appeal for Yemen is the largest in the world at $4.2 billion. The Geneva Pledging Conference in February of this year saw $2.6 billion pledged, approximately 20% of which has been disbursed to date.</p><p> </p><p>The UK is actively engaging with other large donors to encourage the rapid disbursement of funding to the UN to enable it to cover urgent needs.</p><p> </p><p>The UK has also brought forward funding and we will have disbursed over half of our £200 million pledge for this financial year (2019/2020) by the beginning of June. This included funds for UNICEF to respond rapidly to a spike in cholera. This was the third largest amount pledged at the UN 2019 Yemen Pledging conference and brings the total UK commitment to Yemen to £770 million since the conflict began in 2015.</p><p> </p><p>We are encouraging other large donors to disburse promptly and are confident that if this happens the UN and NGOs will be able to deliver a strong humanitarian response. The Geneva Pledging Conference in February of this year saw $2.6 billion pledged, approximately 20% of which has been disbursed to date.</p><p> </p><p>The UK has brought forward funding to cover urgent UN funding gaps and will have disbursed over half of our £200 million funding by the beginning of June. The UK condemns Houthi interference in the operations of local banks in north Yemen, including the arrest of banking staff in February 2019.</p><p> </p><p>Effective economic regulations, alongside appropriate economic policies, will have critical humanitarian benefits in Yemen. Whilst the latest total food import levels into Yemen have exceeded pre-conflict requirements, high prices continue to drive the risk of famine.</p><p> </p><p>The need for effective economic regulation was demonstrated last year, when the Yemeni Riyal lost more than half of its value between January and October 2018. This caused prices to rise steeply and risked making food unaffordable for millions of vulnerable Yemenis.
