We have stated publicly that we agree with the UN Refugee Agency (UNHCR) that the conditions for safe and dignified returns do not yet exist. The access required for necessary independent monitoring by UN agencies is also not in place.</p><p> </p><p>Minister Field has raised our concerns with the Bangladesh Foreign Minister and Burmese Minister for International Cooperation Kyaw Tin on 1 November. He stressed the UK's assessment that conditions in Rakhine State were not currently conducive to refugee returns. Since the report was published, access to reliable information has improved according to the latest GroundTruth Solutions survey with Rohingya in Cox’s Bazar. As a follow-up to the report, DFID has supported Translators Without Borders to undertake an innovative Myanmar/Bangladesh cross-border study to examine the Rohingya language in-depth and analyse how language barriers impact access to services and intercommunal relations in Rakhine State and Cox’s Bazar.</p><p> </p><p>DFID will consider with relevant implementing partners how the findings can inform future programme and policy development. DFID has funded Translators Without Borders to engage with humanitarian actors to raise understanding of the language barriers to address needs of Rohingya. We agree with the UN Refugee Agency that conditions for such repatriation do not yet exist in Rakhine State, Myanmar. We have pressed and continue to press the Government of Myanmar for full implementation of the Kofi Annan Rakhine Advisory Commission recommendations to create the conditions for the safe and voluntary returns of Rohingya refugees to Myanmar.</p><p> </p><p>A recent escalation of violence in Rakhine State between the Arakan Army, an ethnic Rakhine separatist group, and the Myanmar military is a further barrier to returns. An end to the fighting will be important to de-escalate tensions and create space for progress on the conditions for returns. The UK has recently announced further funding to the crisis, bringing our total commitment to the response in Bangladesh since August 2017 to £256 million, and making us the second largest donor to the 2019 international Joint Response Plan. This includes comprehensive sexual and reproductive health and rights services, such as a variety of family planning choices, midwifery services, and post-abortion care. I wrote to the Co-Chair of the Group, Anne Main MP, on 27 September in response to the report. The UK has recently announced further funding to the crisis, bringing our total commitment to the response in Bangladesh since August 2017 to £256 million, and making us the second largest donor to the 2019 international Joint Response Plan.</p><p> </p><p>DFID’s latest funding to the crisis will maintain and improve protection and humanitarian assistance provided to refugees, including through the provision of food, healthcare, water, sanitation, care and counselling for sexual violence survivors, and protection of vulnerable groups. Over 75,000 children and adolescents from the refugee and host communities will have access to education and skills training and over £20 million of new support will be provided to the thousands of already vulnerable Bangladeshi families in Cox’s Bazar district. The UK is also one of the largest donors in Rakhine State, Myanmar, where over 600,000 Rohingya remain in need of assistance. This is for overall humanitarian assistance including, but not limited to, the camps. The UK’s bilateral humanitarian funding to Rakhine is £18 million since 2012 including needs identified in the UN humanitarian response plan. DFID visits displaced persons camps in Rakhine regularly and assesses the UN response plan and budget to be realistic. We are also the largest donors to a major $44m rural livelihoods programme in Rakhine. Addressing the political challenges is equally important and we are pushing for improved humanitarian access, greater protection and accountability and sustainable solutions to displacement, intercommunal relations and citizenship.</p><p> </p><p> </p><p>A range of donors including the UK, Australia, the European Commission and the US have committed approximately £19 million for 2014 – 2017 towards humanitarian activities for Rohingyas living in camps and host communities in Bangladesh. Most recently, the Minister of State for Foreign and Commonwealth Affairs, my right hon. Friend the Member for East Devon (Mr Swire), did so with the Burmese Foreign Minister in New York on 29 September. During his visit to Burma in July, Mr Swire travelled to Rakhine State to see the situation there at first hand, and raised the situation of the Rohingya at a senior level both in Rakhine and with Burmese central government ministers. The UK Government has repeatedly engaged the Government of Burma to urge a restrained security response, an independent investigation into allegations of human rights abuses, and for the immediate resumption of access for humanitarian aid. The Minister of State Rory Stewart raised the issue personally with Burmese ministers in recent meetings in Burma and the UK.</p><p>The Government of Burma has now committed to restoring humanitarian access and investigating allegations of human rights abuses. We will continue to monitor and support the delivery of these commitments. The UK Government has also called on the Government of Bangladesh not to return the people seeking refuge back into danger and we continue to offer support through our work with IOM and the World Food Programme.
