On this basis, our partners do work in regime-controlled areas. However, DFID does not work directly with the Assad regime, and our programmes have a range of safeguards in place to mitigate the risks of regime interference and aid diversion.

These measures include independent third-party monitoring of programmes and tight financial controls, which include requiring our partners to record and provide detailed information and evidence about the use of funds. We have a high degree of confidence in these measures, but will continue to keep this position under review.
more like this

star this property answer text
Aid delivered by road by trusted humanitarian partners (including the UN) is by far the most effective way to meet needs in Syria and to ensure that it reaches those most in need. Airdrops are high risk and not capable of delivering many of the types of aid on a scale that could meet key needs (e.g. safe drinking water, shelter, health support). Crucially, the consent is needed of those who control the airspace and those on the ground that could threaten aircraft. There is nothing to suggest that the Assad regime would provide such consent if it remained intent on blocking land access.

The UK continues to demand full and sustained humanitarian access to besieged locations across Syria at the UN and at every opportunity, and we have called on all parties to take all feasible measures to protect civilians, as required under international humanitarian law.
more like this

star this property answer text
The UK is at the forefront of the humanitarian response to the Syria crisis. We have committed £2.3 billion, of which £436 million supports UN agencies delivering aid inside Syria. We are using all our diplomatic tools to press the Syrian regime and its backers to allow the UN immediate and unhindered access to all those in need across Syria. As part of this, the UK co-sponsored and lobbied hard to secure UN Security Council Resolutions 2165, 2191, 2258 and 2332 which enable the UN and its partners to deliver aid across borders into Syria without the consent of the Syrian regime. Between July 2014 and December 2016, 467 aid convoys had reached people in dire need through these routes.
more like this
