The recent race disparity audit has shown only 41 per cent of ethnic minority households are homeowners, compared to 68 per cent of White British households. star this property answer text <p>There is no requirement on local authorities to measure small business access to local authority procurement. As independent contracting authorities, local authorities are responsible for taking their own procurement decisions. While authorities are subject to the requirements of legislation and should have regard to a combination of economy, efficiency and effectiveness, I would strongly encourage councils to consider how the can use their procurement activity to support the local economy and small businesses.</p> more like this

This requires that councils publish a range of data, including that on procurement and contracts. Here councils are required to publish data on invitations to tender for contracts over £5000 and contracts awarded over £5000 are published on a quarterly basis. star this property answer text <p>The Government does not want to impose excessive central reporting burdens on local government and has sought to reduce pressure on local authorities through the <em>‘new burdens doctrine’. </em>This requires departments to justify why new duties are being placed on local authorities. Therefore, any new statutory duties would be subject to the new burdens doctrine.</p><p>Many local authorities already work very closely on wellbeing issues and are keen to develop effective approaches. Best practice models are shared by the Local Government Association, which is a member of the <em>‘Parks Action Group’ </em>and a pivotal partner in the group’s work in reviewing a range of issues relating to parks and green spaces in England. On 24 May, the Association hosted the <em>‘Action on Parks’</em> conference sharing learning and best practice with local authorities.</p><p>The Government has committed £500,000 to support the <em>Parks Action Group’</em> and the work to safeguard and enhance parks and green spaces. The Government will report back to Parliament on the group’s progress later this year.</p>

star this property answer text <p>It is for local authorities to determine if any building or land nominated by the local community meets the test of being an asset of community value. The scheme allows groups to nominate buildings or land for listing by their local authority if its principal use furthers their community’s social well-being. This can include cultural, sporting or recreational interests. Since the scheme was introduced in 2012, over 4,000 assets of community value have been listed across England. This includes over 30 football stadiums from across the football pyramid including St James Park.</p><p>The scheme seeks to balance the rights of private property owners with the interests of the community where the local authority agrees that the asset in question is an asset of community value.</p> more like this

star this property answer text <p>We are reviewing local authorities’ relative needs and resources to take a fresh look at how to fund services, including fire and rescue services, at future funding settlements.</p><p>As part of this, the Government believes that it remains important to continue to take account of local authorities’ relative ability to raise resources, including council tax, when allocating funding.</p><p>Our December 2018 consultation sets out proposals for measuring local authority need, options for a resources adjustment and principles for potential transition arrangements.</p> more like this

star this property answer text <p>Part E of Schedule 1 of the Building Regulations 2010 sets requirements for protection against sound from other parts of the building and adjoining premises. Building Regulations apply that when building work which can involve the construction of a new dwellings and when there is a change of use to a residential purpose. They apply irrespective of whether there is a permitted development right in place under planning legislation.</p><p>Building control bodies, which can be either a local authority or a private sector Approved Inspector, are responsible for checking compliance with Building Regulations’ requirements.
