star this property answer text <p>We expect local authorities to work closely with the voluntary sector to provide basic emergency accommodation to minimise the risk of harm to individuals when the temperature drops, in line with Severe Weather Emergency Protocol guidance. Our new Homelessness Advice and Support Team, drawn from local authorities and the homelessness sector, are providing targeted challenge and support to help local authorities to improve their response to homelessness, which includes their cold weather provision for rough sleepers.</p><p>However, no one should ever have to sleep rough. That is why the Government has committed to halving rough sleeping by 2022 and eliminating it altogether by 2027. We have announced a new Rough Sleeping and Homelessness Reduction Taskforce, chaired by the Housing Secretary, which will drive forward the implementation of a cross-Government strategy to tackle this issue.</p><p>We have allocated over £1 billion through to 2020, following the 2015 Spending Review, to prevent and reduce all forms of homelessness. This includes £28 million announced at Budget to pilot a Housing First approach for rough sleepers with the most complex needs.</p><p> </p><p> </p>

star this property answer text <p>The Government is committed to increasing the supply of houses and that requires a modern construction industry. Building more homes using modern methods of construction, including offsite and smart techniques, is a key part of this.</p><p>New technology has improved productivity, quality and choice in a range of sectors and we want to see the same happen in housing.</p><p>That is why the Housing White Paper talks about specific measures to stimulate the growth of modern methods of construction, including how we will help to create a pipeline of opportunities to give confidence to the sector and investors.</p><p>For instance, the Home Building Fund provides support to builders using modern methods of construction, in addition to custom builders and new entrants to the market. The Autumn Budget added a further £1.5 billion to the fund, specifically targeted at supporting small and medium-sized builders who cannot access the finance they need to build.</p><p>We are also delivering on our commitment to create a working group to look at the assurance, insurance and mortgages for modern methods of construction. The group, chaired by industry expert Mark Farmer, met for the first time in December.</p>

star this property answer text <p>The Government is dedicated to building strong, integrated communities.</p><p>We are committed to ensuring that for all those granted refugee status the transition from government supported accommodation into mainstream services is as smooth as possible. In 2018/19 my department will be funding around 20 local authorities with the highest numbers of asylum seekers to support new refugees into housing, employment and English language learning.</p><p>Since its launch in November 2016 my department has awarded £9 million from the Controlling Migration Fund to 32 English local authorities for projects developing the capacity of local authorities to support unaccompanied asylum seeking children within their communities. This includes projects that help the wider community develop innovative approaches to welcoming and supporting these vulnerable young people.</p><p>My department will shortly be announcing which local authorities areas are being supported to take this work forward.</p> more like this

star this property answer text <p>The recently established Rough Sleeping and Homelessness Reduction Taskforce will design and drive forward the implementation of our cross-government strategy to achieve our commitment of halving rough sleeping by 2022 and eliminating it altogether by 2027. This strategy will include a timeline and action plan for meeting this commitment. We have also brought together a panel of external experts through the Rough Sleeping Advisory Panel, who will be working closely with the Taskforce in developing the strategy to achieve our manifesto commitments.</p><p>The Government has already taken important steps to prevent and reduce homelessness and rough sleeping. This includes, allocating over £1 billion in funding through to 2020 and taking forward the most ambitious legislative reform in this area in decades, the Homelessness Reduction Act, which will mean people will get the help they need sooner.</p> more like this

star this property answer text <p>In October 2017, we announced plans to set a longer term rent deal for local authorities, which will provide a stable financial environment for them to support the delivery of new homes. This gives local authorities the security and certainty they need to plan investment, and provides greater confidence about their future rental income to underpin their future house building plans.</p><p>At Autumn Budget 2017 the Chancellor of the Exchequer announced that we will raise the Housing Revenue Account borrowing cap by a total of up to £1 billion in areas of high affordability pressure for local authorities that are ready to start building new homes. Local authorities will be able to bid for increases in their caps from 2019/20, up to a total of £1 billion by the end of 2021/22.</p><p>Local authorities, as well as housing associations, will also be able to bid for funding from the £9 billion Affordable Homes Programme to deliver more affordable homes, including at a social rent. Funding for social rent will be targeted at areas with acute affordability pressures.</p><p> </p>

star this property answer text <p>In line with standard practice where funding cannot be spent, within a financial year, it is returned to the Treasury. This is part of good budget management within the Department, and in line with established processes. Underspends are not unusual. For comparison, in 2009-10, the Department underspent by £504 million in total.</p><p>Overall, funding for housing has been substantially increased, with an additional £15.3 billion of investment in housing over the next 5 years. This includes an extra £2 billion for Affordable Housing, taking the programme to £9 billion. In 2017/18, we have also invested an additional £1.5 billion in our Help to Buy scheme, supporting thousands of first time buyers to move into their first home. We will be investing over £10 billion in that programme in the next 3 years.</p> more like this
