star this property answer text <p>On the 27th July, the industry-led Future Homes Task Force published a Delivery Plan that sets out the action needed from industry to deliver new homes in line with government’s climate, environmental and sustainability targets by 2050. Relevant government departments (MHCLG, BEIS and Defra) were consulted on the development of the Delivery Plan, which aligns with upcoming regulation such as the Future Homes Standard and with wider environmental policies and priorities such as those on bio-diversity net gain and water efficiency.</p><p>The Task Force also announced the creation of the industry-led Future Homes Hub to oversee implementation of the Delivery Plan. The Future Homes Hub will help industry by coordinating pilot developments and prototypes, identifying operational solutions, carrying out research and analysis into delivery challenges and producing technical guidance. The knowledge and outputs from the Hub’s work will be freely shared with industry to help minimise costs and support effective delivery, which will be particularly helpful for SMEs.</p><p>It is right that industry leads this work and steps up where necessary to ensure it can meet the challenges associated with the country’s net zero ambitions. Government is pleased to support the work of the Future Homes Hub and senior officials from MHCLG, BEIS, Defra and Homes England sit on the Hub’s board in non-executive roles, helping advise on its programme of work and offering strategic guidance.</p>

star this property answer text <p>The Government welcomes the National Housing Federation discussion paper for its members on defining net zero for social housing and we look forward to seeing the outcome of the Federation's decarbonisation project.</p><p>The Social Housing White Paper committed to a review of the Decent Homes Standard, which will consider how the standard can work to support better energy efficiency and the decarbonisation of social homes. Part One of the review is underway and is due to conclude this Autumn.</p><p>The Social Housing Decarbonisation Fund (SHDF), for which the manifesto committed £3.8 billion over 10 years, will support local authorities and housing associations to improve the energy performance of social rented homes. Following the launch of the SHDF Demonstrator in October 2020, £62 million has been awarded so far, covering over 2,300 social homes, to test innovative approaches to retrofitting at scale. Bidding for the first wave of the fund opened in August 2021.</p> more like this

star this property answer text <p>From 2025, the Future Homes Standard will ensure that new homes produce at least 75 per cent lower CO2 emissions compared to those built to current standards. This represents a considerable improvement in energy efficiency standards for new homes. These homes will be future-proofed with low carbon heating and high levels of energy efficiency. No further energy efficiency retrofit work will be necessary to enable them to become zero-carbon over time as the electricity grid continues to decarbonise. Our work on a full technical specification for the Future Homes Standard has been accelerated and we will consult on this in 2023. We also intend to introduce the necessary legislation in 2024, ahead of implementation in 2025.</p><p>Decarbonising existing housing stock is also vital to achieving net zero. The Government set out its ambition in the Energy White Paper that all homes should reach Energy Performance Certificate (EPC) band C by 2035, where practical, cost-effective and affordable. Alongside this, the Prime Minister's Ten Point Plan for a Green Industrial Revolution set a target of installing 600,000 heat pumps every year by 2028. The Heat and Buildings Strategy will set out how we intend to meet our commitments and set us on a path to decarbonising homes and buildings by 2050, while continuing to deliver greater numbers of safe and affordable new homes.</p><p>The Government has committed to consult on measures to improve the energy performance of owner-occupied homes, and we recently ran a consultation on how mortgage lenders can support homeowners to improve the energy performance of their homes. We are also considering further options and will be publishing a call for evidence to seek views on these.</p><p>For the private rental sector, homes are currently required to have an energy efficiency rating EPC E or above unless a valid exemption applies. The regulations applied to new tenancies only from April 2018, and then to all tenancies in scope from 1 April 2020. BEIS recently consulted on raising this minimum standard to EPC C for new tenancies from 2025 and all tenancies from 2028. These responses are being analysed and a response will follow.</p><p>Finally, we are currently reviewing the Decent Homes Standard, and we will ensure the review considers how the standard can work to support better energy efficiency and the decarbonisation of social homes.</p>

star this property answer text <p>The Government remains committed to meeting its target of net zero emissions by 2050 and recognises the important contribution that the energy efficiency of buildings has to make in meeting it. We must ensure that the energy efficiency standards we set through the Building Regulations for new homes put us on track to meet the 2050 target. From 2021, new homes will be expected to produce 31% less CO<sub>2</sub> emissions compared to current standards, and from 2025, the Future Homes Standard (FHS) will ensure that new homes produce at least 75% lower CO<sub>2</sub> emissions compared to those built to current standards. Homes built under the FHS will be ‘zero carbon ready’, which means that in the longer term, no further retrofit work for energy efficiency will be necessary to enable them to become zero-carbon homes as the electricity grid continues to decarbonise.</p><p>We must ensure that all parts of industry are ready to meet the FHS from 2025, which will be challenging to deliver in practice, by supporting industry to take a first step towards the new standard. The interim uplift in 2021 will deliver a meaningful reduction in carbon emissions and provide a stepping stone to the FHS in 2025. Our work on a full technical specification for the FHS, which will provide proposals for the technical detail and associated draft guidance of the FHS, has been accelerated and we will consult on this in 2023. We also intend to introduce the necessary legislation in 2024, ahead of implementation in 2025.</p>

We therefore intend to consult on this in 2023 and introduce the necessary legislation in 2024, ahead of full implementation of the Future Homes Standard in 2025.</p><p>The Building Regulations will continue to set a performance-based standard rather than mandating or banning the use of any technologies. However, to make sure that new homes are zero carbon ready we plan to set the performance standard of the Future Homes Standard at a level which means that new homes will not be built with fossil fuel heating. To ensure the Gas Act is in line with the Future Homes Standard, the Energy White Paper also confirmed that we will seek views on the feasibility of ending the connection of new build homes to the natural gas grid.</p>
