	answer	answer is ministerial correction date of answer 16/07/2021 answer text <p>The Government recognises the impact the pandemic has had on the finances of our places of worship and religious groups.</p><p>As part of the response to the impact of Covid-19, the Government made available a package of support specifically for charities and businesses. Places of worship that are registered charities have been able to apply to a number of these schemes on the basis of being impacted organisations themselves, and for their work delivering community services in response to the pandemic. The Government has consulted on options to raise accessible housing standards, including options to review and potentially tighten the regulatory framework to deliver accessible new homes. <br> <br> Since 2010 the Government has invested over £4 billion into the Disabled Facilities Grant, including £573 million paid to local authorities in May for 2021-22, funding adaptations to almost 450,000 homes. 	answer	answer is ministerial correction date of answer 16/09/2021 answer text <p>The Government will improve security of tenure for renters with Assured Shorthold Tenancies by removing Section 21 of the Housing Act 1988, putting an end to evictions where the landlord does not have to provide a reason. At the same time, we will ensure landlords have the tools they need to gain possession of their property when they have a valid reason to do so. We have rightly been focused on responding to the COVID-19 pandemic but will publish a White Paper detailing these reforms.</p><p>This Government is committed to reducing overcrowding, by increasing the supply of affordable housing and enabling councils and other social landlords to make better use of their existing stock. As such we are investing over £12 billion in affordable housing over 5 years, the largest investment in affordable housing in a decade. This includes the new £11.5 billion Affordable Homes Programme, which will provide up to 180,000 new homes across the country, should economic conditions allow.</p><p>The Localism Act 2011 has also maintained the statutory 'reasonable preference' requirements which ensure that social housing is prioritised for those who need it most, including people who are in overcrowded housing. Building on this, statutory guidance recommends local authorities consider giving 'additional preference' (high priority') to families in severe overcrowding which poses a serious health hazard.</p><p>The development of policy changes and local differences across England in terms of housing pressures has meant that the national picture of allocations is a complex one. We’re increasing the supply of affordable housing and investing over £12 billion in affordable housing over 5 years, the largest investment in affordable housing in a decade. This includes the new £11.5 billion Affordable Homes Programme, should economic conditions allow. <br> <br> Since April 2010, over 190,000 affordable homes have been provided in rural local authorities in England. And between April 2015 and March 2020, 11% of new build additional Affordable Homes have been delivered in villages with a population of fewer than 3000, and we recognise the importance of these settlements for both economic and housing growth. <br> <br> The Government has given councils a comprehensive range of tools to deliver a new generation of council housing and have a key role in the delivery of affordable housing:</p><ul><li>A package of reforms that give local authorities increased flexibility over how they can spend their Right to Buy receipts on replacement homes. This package will make it easier for authorities to fund homes using Right to Buy receipts including homes for social rent; allow authorities greater flexibility over the types of homes they provide to reflect the needs of their communities; give authorities more time to use receipts and to develop ambitious build programmes; and make sure more new build replacements are delivered instead of acquisitions, contributing to net supply.</li><li>Government abolished the Housing Revenue Account borrowing cap in 2018, enabling local authorities to borrow for building.</li><li>In terms of planning, national policy is clear that affordable housing contributions should not be sought for developments of fewer than 10 units. This is to ensure that a disproportionate burden of developer contributions is not placed on Small and Medium-sized builders. Local authorities are responsible for allotment provision in their area.</p><p>The Government recognises through our National Planning Policy Framework the important role that allotments can provide in enabling and supporting healthy lifestyles within our communities.
