unstar this property answer text <p>Viability assessments play an important role in making sure that both plans and individual proposals are deliverable.</p><p>However the use of viability assessments to inform the negotiation of section 106 planning obligations can add complexity and uncertainty to the planning process, leading to delays.</p><p>In September the Government consulted on proposals to simplify the viability assessment process and create more certainty about the contributions developers are expected to make.</p><p>The consultation asked what factors should be taking into account in updating national planning guidance, to encourage viability assessments to be simpler, quicker and more transparent, for example through a standardised report.</p><p>The consultation has now closed and we are currently analysing the responses. A further announcement will be made in due course.</p><p> </p> more like this

It defines a broad category of essential local workers for this purpose, as public sector employees who provide frontline services such as health and education.</p><p>This change will help ensure that the needs of key public sector workers are reflected in planning policies and development decisions, including schemes involving the sale or development of public sector land.</p> more like this

unstar this property answer text <p>On 5 March we published a draft revised National Planning Policy Framework which included a revised definition of affordable housing. This built on the consultation undertaken as part of the Housing White Paper last year. The consultation is open until 10 May.</p><p>Since 2010, we have delivered over 357,000 new affordable homes, including over 257,000 affordable homes for rent.</p><p>Affordable housing remains the Government’s priority. That’s why the Prime Minister recently announced an additional £2 billion funding for affordable housing, increasing the Affordable Homes Programme 2016-21 budget to over £9 billion to deliver a wide range of affordable housing, including social rent homes, by March 2021.</p> more like this
