star this property answer text <p>Last year the Government’s Clean Growth Strategy, which supports the Industrial Strategy, announced a Local Energy Programme, which supports local actors, community groups, local authorities and combined authorities to develop their own energy strategies and deliver their own energy programmes. Community energy is a key part of clean growth, showing what can happen when groups of people come together to de-carbonise energy in local areas, whilst also investing in these places to bring other economic, or social, benefits. Even small-scale projects can provide a valuable contribution to cutting greenhouse gas emissions.</p><p>The National Planning Policy Framework expects local planning authorities to recognise the responsibility on all communities to contribute to energy generation from renewable or low carbon sources. New tests were introduced into planning in 2015 to give local people the final say on onshore wind planning applications in England, which delivered on a manifesto commitment made by the previous Government. Planning for onshore wind turbines in the UK is devolved outside of England.</p>

star this property answer text <p>Last year we revised the National Planning Policy Framework. Its policies place much stronger emphasis on making effective use of land, with authorities expected to make as much use as possible of suitable brownfield and under-used sites, and optimise densities where there is a shortage of land for meeting identified needs. The Framework is supported by permitted development rights to allow appropriate re-use of existing buildings, and the requirement for every authority to publish and maintain a register of brownfield land suitable for housing. The £4.5 billion Home Building Fund provides support for new housing, much of it on brownfield land.</p><p> </p> more like this

star this property answer text <p>Although the majority of the travelling community are law-abiding, it is clear that unauthorised encampments can pose serious difficulties for local residents.</p><p>The Government is determined to tackle this issue. This is why, in the Government response to the consultation on powers for dealing with unauthorised development and encampments published 9 February [<a href="https://www.gov.uk/government/consultations/powers-for-dealing-with-unauthorised-development-and-encampments" target="_blank">https://www.gov.uk/government/consultations/powers-for-dealing-with-unauthorised-development-and-encampments</a>], my Department and the Home Office set out a comprehensive range of measures including a commitment to produce good practice guidance to support local authorities’ use of existing powers to deal with unauthorised encampments. We have committed to initially publish non-statutory guidance, which we will develop in consultation with local authorities and the travelling community. We will, in due course, create a power to place this guidance on a statutory footing and confirm the timetable.</p><p> </p><p> </p>

The consultation touched on a broad range of issues, which included the provision of uthorised sites, and the impact on settled and travelling communities. Views were sought on a range of related issues, including the powers available to local authorities and the police. The consultation closed on 15 June and we are currently considering the responses before deciding on next steps.
