answer text <p>The Government is committed to promoting fairness and transparency for homeowners and ensuring that consumers are protected from abuse and poor service. We are taking forward a comprehensive programme of reform to end unfair practices in the leasehold market.</p><p>Under the current system, too many leaseholders find the process for extending their lease or buying their freehold too complex, lacking transparency and prohibitively expensive. We will reform the process of enfranchisement valuation; abolishing marriage value, capping the treatment of ground rents at 0.1% of the freehold value, and prescribing rates for the calculations at market value. We will also introduce an online calculator, further simplifying the process for leaseholders and ensuring standardisation and fairness for all those looking to enfranchise.</p><p>These changes to the enfranchisement valuation process will result in substantial savings for some leaseholders, particularly those with less than 80 years left on their lease.</p><p>Through our reforms, the length of a statutory lease extension will increase to 990 years, from 90 years (for flats) and 50 years (for houses). Leaseholders will be able to extend their lease with zero ground rent on payment of a premium. Leaseholders will also be able to voluntarily agree to a restriction on future development of their property to avoid paying 'development value'.</p><p>The Government will respond to the Law Commission's remaining recommendations on enfranchisement, commonhold and right to manage in due course.</p><p>We will translate these measures into law as soon as possible, starting with legislation to set ground rents on newly created leases to zero in the current session. This will be the first part of major two-part legislation to implement leasehold and commonhold reforms in this Parliament.</p>

answer text <p>The Government would like to express its gratitude to the whole of the local government workforce who work incredibly hard and have done so especially as part of the frontline response to Covid-19. Their hard work and dedicated efforts have been essential in delivering vital local services under these exceptional circumstances and we have seen the positive impact they have on local communities.</p><p>Local authorities are independent employers, and decisions on pay and terms and conditions are for them to make, in line with general good conduct principles. The Government does not have any role in these decisions, but has allocated over £9 billion directly to councils since the start of the pandemic. At the Spending Review, the Chancellor also announced that local authorities will receive over £3 billion of additional support for Covid-19 in 2021-22. The Government continues to support the sector where it can and will continue to work with local government and their representatives to ensure they are managing, and will continue to provide funding certainty and stability to support local government.</p>

answer text <p>The Government has introduced a range of measures to protect commercial tenants who are struggling to pay their rent during the pandemic, including a moratorium on evictions where a tenant cannot pay rent and protection from insolvency and debt recovery methods. A voluntary Code of Practice for rent negotiations was also published and endorsed by a broad range of stakeholders, and further guidance to accompany this was recently published.</p><p>A call for evidence to inform next steps on these measures closed on 4 May. This set out a range of options Government could take if landlords and tenants do not find agreement on outstanding arrears, including some aspects similar to that found in other countries including Australia. Government is now analysing responses and the potential merits of different options; and will make an announcement in due course.</p> more like this

answer text <p>Five Learned Societies are tenants of New Burlington House, owned by the Department. Following a High Court settlement, all parties agreed in 2005 that rent would increase to market levels over a period of 80 years. The Department clarified that the referenced rent is limited to reflect cultural and educational purposes, rather than commercial office rent. A market rental valuation was agreed between the Department and the Learned Societies; mostly recently in 2019<strong>.</strong> The Learned Societies currently pay around 30% of this agreed market rent and will not pay full market rent until 2085<strong>. </strong></p><p>The Department is sympathetic to the Societies’ position and is exploring whether there is a solution that can deliver value for taxpayers and help the Learned Societies to remain at New Burlington House, and an assessment of value will be made as part of an agreement. The Department has been discussing options with the Learned Societies and DCMS given their responsibility for policy in regards to culture, museums and heritage.</p>

answer text <p>The Government has no plans to review council tax banding of properties in England, which would require a revaluation to be implemented effectively. A revaluation would be expensive to undertake, and could result in increases in bills for many households, as happened following the council tax revaluation in Wales when 33% of all homes there were placed in a higher band compared to 8% of homes that were placed in a lower band.</p> more like this

answer text <p>We regularly engage with a range of stakeholders on different issues relating to the private and social rented sector.</p><p>On Friday June 5 2020 the Government announced that the current suspension of evictions from social or private rented accommodation will be extended by 2 months until 23 August 2020. This means that no action to evict a tenant will proceed before 24 August 2020. The emergency measures in the Coronavirus Act, which require landlords to give at least 3 months' notice to evict tenants, are unaffected by this and remain in place until 30 September 2020.</p><p>We will also continue to work with the judiciary, legal representatives and the advice sector on arrangements, including new rules, to ensure that when the moratorium on evictions ends, the courts are better able to address the need for appropriate protection of all parties, including those shielding from coronavirus. This is to ensure that judges have all the information necessary to make just decisions and that the most vulnerable tenants can get the help they need.</p>

answer text <p>To support those who have been identified as clinically extremely vulnerable to the Covid-19 virus, we are working with local authorities, the food industry, local resilience and emergency partners, and voluntary groups to ensure these individuals have both support and access to essential items such as groceries and medicines through deliveries and priority supermarket delivery slots, if they do not have alternative means of accessing these.</p><p>We are sharing data with local authorities on deliveries, including on planned deliveries in their area; where individuals have unmet basic care needs; or where individuals require assistance lifting food into their homes. Guidance has been issued to local authorities, most recently on 24 April.</p><p>The Government is also supporting local authorities to identify and support vulnerable people who fall outside the shielding programme. We have enabled local authorities to use NHS volunteers who registered with the GoodSam app. The system is also now open for self-referrals. The Government and local authorities are also working with supermarkets so they can offer priority delivery slots to non-shielded vulnerable people.</p><p>In addition, we have provided over £3.2 billion for local councils to manage the immediate impacts of coronavirus.</p>
