answer	answer is ministerial correction date of answer 22/01/2018 answer text <p>The Government is currently having constructive discussions with local government about how the consultative rights and responsibilities they currently have at European level through the mechanism of the Committee of the Regions might be replicated domestically, in a non-statutory way, for when the UK has left the EU. These discussions involve the Local Government Association, the Convention of Scottish Local Authorities (COSLA), the Northern Ireland Local Government Association (NILGA) and the Welsh Local Government Association (WLGA). answer	answer is ministerial correction date of answer 22/01/2018 answer text <p>As part of its family friendly policies, the department’s staff are entitled to apply for up to 15 days special paid leave and up to 12 months extended unpaid special leave in a 12 month period for domestic purposes to deal with matters such as the illness of a dependent (such as a partner, child, parent or someone who relies on the employee for assistance) or to deal with the unexpected disruption or breakdown of normal care arrangements.</p><p>Staff can also apply for unpaid career breaks lasting between one and five years, reviewed and approved subject to operational circumstance. Career breaks are most commonly sought for domestic purposes, notably the care of family members and/or dependants. National planning policy already sets out that businesses should not have unreasonable restrictions put on them because of changes in nearby land uses since they were established.</p><p>We are minded to amend the National Planning Policy Framework (NPPF) to give greater emphasis to this matter, by setting out that planning policies and decisions should take account of existing businesses and other organisations, such as churches, community pubs and music venues, when locating new development nearby.</p><p>We consulted on proposals for this as part of the Housing White Paper published on 7 February 2017 and we intend to publish a revised draft NPPF for consultation as early as possible in 2018. Private parking companies must be a member of a trade association if they wish to access the Driver and Vehicle Licensing Agency (DVLA) data and then issue parking charges to the owner of a vehicle. The two parking trade associations, the British Parking Association (BPA) and the International Parking Community (IPC), have their own codes of practice and appeal procedures to which they expect their members to adhere.</p><p>Sir Greg Knight has introduced a Private Members’ Bill that seeks to create an independent code of practice for private parking companies. In line with the Manifesto, the Government fully supports Sir Greg’s Bill and seeks to get the fairest deal for motorists whilst helping to tackle rogue private parking companies. Should the Bill progress, there will be an opportunity to consider the obligations on private parking companies. The Bill is due for second reading on 2 February 2018. The pilots will cover the West Midlands Combined Authority, Greater Manchester, and the Liverpool City Region.</p><p>The exact allocation to the areas will be subject to on-going work with the regions and refinement of the scope of the pilots. Therefore Barnett consequentials do not apply.</p><p>The Government has no plans or remit to extend the scheme to local authorities in the devolved nations, which have their own funding arrangements in this area including through the Immigration Enforcement part of the CMF.</p><p>Funding is available for 2018/19 and the Government intends to publish its plans for the national evaluation of the scheme in due course.
