answer text <p>Leasehold can be an effective tool for making multiple-ownership more straightforward, such as in blocks of flats with shared fabric and common areas. However, other than in exceptional circumstances new build houses should be sold on a freehold basis.</p><p>We believe that where a house can be built and sold as freehold then it should be. This means that house owners are not faced with charges for ground rents or a time limited lease where this is not necessary. That is why we announced last year that we would bring forward legislation as soon as Parliamentary time allows to prohibit new residential long leases from being granted on houses, whether new build or on existing freehold houses.</p><p>We are also working with the Law Commission to reinvigorate the use of commonhold as an alternative to leasehold to provide greater choice for home owners.</p> more like this

answer text <p>We believe very strongly that service charges should be transparent, communicated effectively and that there should be a clear route to challenge or redress if things go wrong.</p><p>That is why on 12 October, we announced a property agent working group to consider options to raise standards across the property agent sector, including looking at how fees such as service charges should be presented to consumers and to explore the best means to challenge fees which are unjustified. The working group will be chaired by Lord Best, along with experts from across the property sector and will report back to Government in summer 2019.</p><p> </p> more like this

answer text <p>The Green Paper ‘A new deal for social housing’ reflects the views of residents that Ministers met during 14 listening events and a further 7,000 people sending their views online. The key messages from residents are set out in the Green Paper: that we must ensure homes are safe and decent; provide swift and effective resolution of disputes; empower residents to ensure their voices are hear and strengthen the regulatory framework; tackle the stigma faced by residents; and deliver the affordable homes this country needs. The Green Paper is currently out for public consultation, closing on 6 November 2018, and Ministers are holding a further 8 events around the country to engage with social housing residents directly.</p> more like this

answer text <p>Under the tenancy deposit protection legislation introduced in the Housing Act 2004, all landlords letting on assured shorthold tenancies are required to protect their tenants' deposits in a government-approved scheme within 30 days of taking the deposit.</p><p>If a landlord fails to protect the deposit they cannot evict the tenant using a section 21 notice. In addition, the tenant may initiate legal action and if the court finds that the landlord has not complied with the legislation, it must order the landlord to pay the applicant a sum of money between one and three times the amount of the deposit.</p> more like this

answer text <p>The Government is committed to protecting the rights of tenants and giving them more security.</p><p>We have published a model tenancy agreement which landlords and tenants can use as the basis for longer, family friendly tenancies, available for free at <a href="http://www.gov.uk/government/publications/model-agreement-for-a-shorthold-assured-tenancy" target="_blank">www.gov.uk/government/publications/model-agreement-for-a-shorthold-assured-tenancy</a>. And the measures announced in the Housing White Paper resulted in many of the largest build to rent operators offering their tenants the option of longer tenancies.</p><p>We recently consulted on ways to overcome the barriers to landlords offering longer tenancies in the wider private rented sector and proposed a new longer tenancy model with a minimum of three years. We are currently analysing responses.</p> more like this
