answer text <p>Local authorities are equipped with a range of powers and strong incentives to tackle empty homes. Through the New Homes Bonus, they earn the same financial reward for bringing an empty home back into use as for building a new one. In certain circumstances, local authorities can already apply for an Empty Dwelling Management Order (EDMO) to temporarily take over the management of a property that has been empty for more than two years and bring it back into use.</p><p>Local authorities have a variety of compulsory purchase powers which they can use to acquire and develop derelict or empty property, including for housing purposes. Compulsory purchase is intended for use as a last resort and there must always be a compelling case in the public interest.</p> more like this

answer text <p>MHCLG continues to work closely with local authorities to manage the impacts of covid-19 on homeless households and the most vulnerable in our society.</p><p>MHCLG officials are in regular contact with estate agency representatives and the voluntary and community sector, including local homelessness services.</p><p>Local authorities have a statutory duty to provide temporary accommodation for households owed the main housing duty in the first instance until suitable long-term accommodation can be offered to them. Temporary accommodation is an important way of ensuring no family is without a roof over their head.</p> more like this

answer text <p>No such estimate has been made at this time.</p><p>Those tenants who can afford to pay should continue to do so. By legislating to prevent landlords starting proceedings to evict tenants for at least a three-month period, we are removing the risk of people losing their homes because they are unable to pay rent – without creating a system where landlords must shoulder the financial responsibility and risk.</p><p>At the end of this period, landlords and tenants who had struggled financially will be expected to work together to establish an affordable repayment plan, taking into account the tenants’ individual circumstances.</p> more like this

answer text <p>The Department is in close communication with representatives of private landlords and letting agents. On 18 March, we announced a radical package of measures to protect renters and landlords affected by coronavirus. Emergency legislation will be taken forward as an urgent priority so that landlords will not be able to start proceedings to evict tenants for at least a three-month period. As a result of these measures, no renters in private or social accommodation needs to be concerned about the threat of eviction. As such, the Government does not believe a ‘rent holiday’ is necessary at this stage. These figures do not relate to life expectancy. We are aware that poor health is prevalent amongst individuals who sleep rough which is why we are working with the Department of Health and Social Care to ensure that those who are homeless get the health care that they need.</p><p>The government is committed to reducing homelessness and rough sleeping. No one should ever have to sleep rough. That is why last summer we published the cross-government Rough Sleeping Strategy. This sets out an ambitious £100 million package to help people who sleep rough now, but also puts in place the structures that will end rough sleeping once and for all. It includes measures to improve the health outcomes of those who sleep rough.</p><p>This government has now committed over £1.2 billion to tackle homelessness and rough sleeping over the spending review period to April 2020. In 2020/2021 we are providing a further £422 million to tackle homelessness and rough sleeping. This marks a £54 million increase in funding from the previous year. This highlights the government’s continued focus on Homelessness and Rough Sleeping, and we will announce how this additional funding has been allocated in due course.</p>

answer text <p>I refer the Honourable Member to the previous answer I gave to the question UIN 282566 on 3 September 2019:</p><p>Pursuant to the Answer of 23 July 2019 to Question 277247, my Department has allocated £250,000 in total over 2016/17 and 2018/19 to the National Police Chiefs’ Council (NPCC). £150,000 of this was to support work encouraging reporting from groups who are less likely to report hate crime. These groups included EU citizens, Hindus, Christians, and the ultra-Orthodox Jewish community, as well as Sikhs</p><p>In February, my Department organised a hate crime workshop for representatives from the Sikh community with contributions from across government, the police and criminal justice system. Outcomes included further engagement between the Sikh community and organisations including the NPCC, Crown Prosecution Service, Metropolitan Police and Department for Education</p><p>My Department and the NPCC continue to work with the Sikh community and other groups who are less likely to report to raise awareness of hate crime and encourage reporting. This work forms part of our commitment to tackling faith and race based hate crime made in the refreshed Cross-Government Hate Crime Action Plan.</p>

These groups included EU citizens and faith groups. Home Office data from 2017/18 shows that 52 per cent of religiously motivated hate crime was perpetrated against Muslims. In addition to the NPCC funding, the government is providing over £2.5 million to Tell MAMA, a hate crime reporting and victim support organisation. Whilst Tell MAMA predominantly supports Muslims or those targeted for being perceived to be Muslim, for example Sikhs, all communities are able to report hate crimes to Tell MAMA. To supply the information outside of these funding streams for the previous five years would involve a disproportionate cost to my Department.</p> more like this
