It used an Open procedure under the Public Procurement Regulations. In doing so the House of Commons applied objective due diligence criteria related to the contract, including grounds for exclusion from the competition. The process ensured that bidders were managed in an equal, transparent and non-discriminatory manner. Bidders were required to complete a suitability questionnaire and meet criteria based upon quality and value for money considerations. The successful supplier provided the best value for money for the House and delivered a product that was subsequently judged favourably by the independent evaluation process that reviewed its methodology and outputs. answer	answer is ministerial correction date of answer 09/05/2023 answer text <p>Individual Members of Parliament (MPs) are data controllers and therefore are subject to the Data Protection Act 2018.</p><p>For the processing of non-sensitive personal data in relation to casework, Members can usually rely on the implied consent of a constituent.</p><p>There are additional protections for processing “special category” data because of its sensitivity. This type of data includes information revealing a person’s racial origin, ethnic origin, health details, sexual orientation, and political and philosophical beliefs.</p><p>For MPs, paragraphs 23 and 24 of Schedule 1 of the 2018 Act have two main functions that apply when a constituent has contacted them:</p><p /><ul><li>Paragraph 23 sets out when a Member of Parliament (or someone acting with their authority) can process certain “special category” data about an individual, in the course of the Member’s “functions as a representative” (e.g. constituency casework), without having to establish explicit consent.</li><li>Paragraph 24 allows, but does not require, others (e.g. agencies or organisations) who are contacted by Members to disclose special category personal data to them where this is necessary to help with their functions, without having to obtain the explicit consent of the individual concerned.</li></ul><p><br>Whilst provisions have been made within the Act that recognise the key role Members have in supporting constituents, the legislation also ensures the continued right of an individual over their own data. This will therefore continue to mean that individuals should have the right to decide on whether their data is transferred to a members’ successor following a General Election.</p><p>As the House is not responsible for personal data processed by MPs (constituents' data, staff data, etc.) this is not a matter for the Commission. answer	answer is ministerial correction date of answer 03/05/2023 answer text <p>The budget for work in Portcullis House can be broken down as follows:</p><p>(a) mechanical and electrical systems</p><p>The latest business case for the lifecycle replacement of mechanical and electrical systems within Portcullis House presented a total project cost ranging between £129m and £143m. The project will undertake a series of lifecycle replacement works to mechanical and electrical systems within PCH, including, for example, systems linked to heating, cooling and ventilation. The scope also includes some works related to the Engineering Infrastructure Strategy which will provide benefits to the wider Northern Estate.</p><p>(b) the roof</p><p>The roof project is at the feasibility stage, investigating the defects within the glazed panel roof and the main roof. Following the investigation, options will be developed to address the findings. It is not possible to apportion this cost by room or building. The total budget for this is £1,884,000 across both Houses.</p><p><br>(e) atrium lighting and blinds</p><p>25 luminaires within PCH atrium are being replaced with a budget of £57k.</p><p>There are no blinds in PCH atrium, however there is a project to replace the motors in the blinds across PCH and the cost for this is £401k.</p><p><br>(f) refurbishment of lifts.</p><p>The refurbishment of lifts within Portcullis House is being undertaken in 3 Stages, as part of an estate-wide programme of lift modernisation works.</p><p>Three lifts within Portcullis House (HOPs 107, 108 and 161) have been refurbished to date under Stages 1 and 2 of this programme, with a combined total budget of £1.96m.</p><p>A further five lifts within Portcullis House (HOPs 101, 102, 105, 106 and 175) are due to be refurbished under Stage 3 of this programme, with an estimated budget of £4.00m subject to final business case approval.</p> answering member constituency Broxbourne answering member printed Sir Charles Walker question first answered 03/05/2023 21:31:29 answering member 1493 label Biography information for Sir Charles Walker
