star this property answer text <p>The Parliamentary Procurement and Commercial Service (PPCS), which manages procurement processes for the Parliamentary Digital Service, has no explicit policies in place associated with these matters primarily because, in keeping with wider HM Government procurement policies, we source nearly all of our information and technology (ICT) requirements through the digital marketplace managed by the Crown Commercial Service (part of the Cabinet Office hosted Government Commercial Function).</p><p>Where a bespoke PPCS contract is entered into (whether in ICT or other categories), our standard terms include provisions enforcing the Living Wage and for certain Discrimination, Safeguarding &amp; Human Rights. These will shortly be supplemented by provisions associated with the Modern Slavery Act where contractors will be obligated to assist Parliament with an investigation should Parliament harbour a reasonable suspicion that a “Specified Offence” has been or is being committed by any member of the supply chain, directly or indirectly in connection with the performance of the contract in question. Breach of this condition would entitle Parliament to terminate the contract in question with immediate effect.</p><p>Additionally, the Parliamentary Procurement and Commercial Service in partnership with the Parliamentary Digital Service, seeks to ensure that suppliers evidence through their tender submissions and throughout the duration of the contract:</p><ul><li>compliance with health and safety law and best practice for the benefit of their staff and ours;</li><li>implementation of equal opportunities, inclusivity and diversity policies in relation to staff when performing the contract;</li><li>they ensure staff concerned with providing the goods and services work in conditions that are beneficial to their welfare, including being paid a fair wage for their work.</li></ul>

star this property answer text <p>Disabled people are offered internships with Members of Parliament as part of the Speaker’s Parliamentary Placement Scheme. There are thirteen places on this Scheme and at least three of these places are ringfenced for disabled people. However, in reality more than three places are offered to disabled people each year.</p><p>This placement scheme opens up Parliament to talented individuals who would not have access to the traditional routes into Westminster by providing them with a nine-month paid internship in a Member’s office. At the outset of the expansion of the scheme in 2018 to include disabled people, the House worked closely with Disability Rights UK to ensure that the scheme was inclusive for disabled people.</p><p>An accessibility plan is developed for each disabled intern to ensure that they are supported whilst on the programme. All interns are supported by their Member who is their line manager and the Member’s office manager. They are given pastoral support by the House Service as well as a buddy.</p>

These include:</p><p><strong>Pride at Parliament LGBT+ history tours.</strong> 75 minute guided tour highlighting the significant part played by LGBT+ people at UK Parliament as leaders, legislators, activists, lobbyists and monarchs.</p><p><strong>Evening event for LGBT+ History Month.</strong> Combines a themed guided tour and a visit to the Parliamentary Archives for a talk and to view historic artefacts.</p><p><strong>General Tours of Parliament including school visits.</strong> Tours are adapted to have an LGBT+ focus; this includes tailored content and the use of examples to explain the work of Parliament within the context of LGBT+ history.</p><p><strong>Social media.</strong> Content will include a story quiz on historical LGBT+ people and laws in UK Parliament, historical landmarks, legislation, a range of artworks and online content and comms relating to Jez Dolan’s artwork Wolfenden. There will also be chamber coverage of relevant business and profiles of and quotes from MPs.</p><p><strong>Talk and panel discussion</strong> celebrating parliamentary achievements in progress for LGBT+ rights.</p><p><strong>Your Story, Our History Films</strong> – Promote series of films with focus on three individuals – who share their experiences of how lgbt+ legislation passed by the UK Parliament has affected their lives.</p><p><strong>House Magazine</strong> Various Op-ed from staff about LGBT+ History month Lord Cashman event – ‘From Albert Square to Parliament Square’ and followed by an audience Q+A.</p><p><strong>ParliOUT Open Art Exhibition:</strong> being your authentic LGBT+ self. Artwork from membership shown digitally across the Estate.</p><p><strong>Lego Suffragette</strong> hosted by Pride Cymru in the Welsh Assembly for their LGBT History Month programme. Culminates with a lecture on Baroness Rhondda, a famous local Suffragette and women's rights advocate on 29th February.</p><p><strong>BAME &amp; LGBTQ Trailblazers exhibition.</strong> In Richmond House Business Lounge, showcasing the stories and work of LGBT activists from BAME backgrounds.</p><p><strong>UK BAME LGBTQ Life after Stonewall Lunch and Learn </strong>– A one-hour lunch and learn with Veronica McKenzie of Harringay Vangard.</p>

star this property answer text <p>Parliamentary Maintenance Services Team (PMST) has three recorded instances of this roller towel being reported to its Helpdesk – on 18/06/19, 09/09/19 and 16/10/19.</p><p>On each occasion a reactive works request was correctly raised and a tradesperson attended; however this particular roller towel is located in a stainless steel housing which means our standard roller towels do not fit so we were unable to resolve the issue on our initial visit and the requests were incorrectly closed.</p><p>PMST apologises for this oversight and is pleased to confirm that a new modified roller towel has now been installed. In addition PMST has reviewed its procedures to minimise any re-occurrence of reactive works requests being closed incorrectly.</p> more like this

The House of Commons Commission cannot speak on behalf of the PCS who is independent, but the option selected by the Commission was the one which commanded most widespread support during that consultation process, including from the PCS.</p> more like this

star this property answer text <p>The cost estimate for the restoration and renewal (R&amp;R) programme, including the restoration of the Palace and temporary accommodation for the House of Lords, will be determined as part of an outline business case (OBC), which is being prepared by the R&amp;R Sponsor Body. The OBC is being developed in line with the resolutions agreed by both Houses in early 2018, which endorsed the Joint Committee on the Palace of Westminster's recommendation that a full and timely decant of the Palace was the best and the most cost-effective delivery option.</p><p> </p><p>In June 2015 the Independent Options Assessment (IOA) was published. It was produced by a Deloitte-led consortium in 2015, and was then considered by the Joint Committee on the Palace of Westminster which published its report in 2016. Both these events predated the establishment of the shadow Sponsor Body in September 2018. For full decant, the IOA estimated indicative costs for comparative purposes at between £3.52 billion and £3.87 billion, and assumed a construction start date of 2020. It cautioned that no budget could be set until a detailed design brief and means of delivery were agreed, and that these figures should not be taken as setting or estimating a budget for the Restoration and Renewal Programme. The IOA was not intended to provide fully costed estimates for the programme as they would be contingent upon full surveys, inspections, designs and the agreement of requirements. To provide these is the purpose of the shadow Sponsor Body's outline business case.</p><p> </p><p>Once the programme's scope, requirements and forecast benefits have been determined the proposed approach to the works, including a funding envelope and schedule, will be put before both Houses for decision in 2022 as required by section 7 of the Parliamentary Buildings (Restoration and Renewal) Act 2019. Throughout the development of the OBC there will be a rigorous review of all options and costs, in line with best practice established by the Infrastructure and Projects Authority and external reviews by the National Audit Office.</p>

star this property answer text <p>In-House Services did try to purchase these through their supplier; however due to the current high demand for sanitisers and sanitiser units there was a 3–4 week delivery time. They have therefore purchased the units without stands and requested that the Parliamentary Maintenance Services Team (PMST) provide suitable stands.</p><p>In-House Services are currently awaiting delivery of the dispensers, and PMST are in the process of making the stands.</p> more like this
