Its procurement approach supports and where possible prioritises the purchase of food and drink produced in Britain. For example:</p><ul><li>The Strangers’ Bar offers Members the opportunity to request that a specific cask ale from an independent, regional brewer from their constituency be offered for sale.</li><li>As much as possible, most fresh products purchased by Catering Services are sourced within the UK. This includes meat, poultry, dairy, bread, eggs and most fruit and vegetables (when in season). Bought-in sandwiches use British chicken and cheese boards feature only British cheese. Milk is sourced locally from a British dairy.</li><li>There is a mandatory inclusion of wines from England and Wales on wine lists.</li><li>Speciality cakes and dairy ice cream are only UK-made.</li><li>Bottled water is from British source.</li><li>Promotional activity in catering outlets highlights British food by showcasing a rolling programme of regional goods.</li></ul><p><br>Certain regulations, such as the Government’s Procurement Policy Note of December 2020 and increased use of the UK-based Catering Framework, have allowed for additional freedom for spend on goods and services below certain price thresholds. Any interested passholders can participate, including Members of both Houses, their staff and staff of both Houses.</p><p>Supporting members of the House Administration who wish to participate in Pride is a way the Administration demonstrates its commitment to one of its four values: inclusion.</p><p>ParliOut is the workplace equality network (WEN) for LGBT+ people in Parliament. Member and all colleagues continue to experience inconvenience in telephony services which are currently below standard. The latest issue with handsets underlines the need for the solution which the Parliamentary Digital Service is implementing later this year.</p><p>Polycom devices need to communicate with an external supplier to register the device and make/receive calls. Each device communicates with one of two external servers. One of the servers experienced issues on Thursday 9 May and any device that attempted to connect to this server was impacted by the outage. Polycom phones communicating with the working server did not experience an outage.</p><p>The first report the Digital Service received of handsets not working was at 12.13pm on Thursday 9 May. The <a href="https://www.parliament.uk/globalassets/documents/pcfs/all-party-groups/rules/guide-to-the-rules-sep-2023.pdf" target="_blank">Guide to the APPG Rules</a> by the Committee on Standards makes clear that each group’s Chair and Registered Contact is responsible for ensuring that if any person or organisation provides a secretariat or support service, that person or organisation is aware of and complies with the rules of the House. If a group receives a benefit (other than a secretariat) from a foreign government, this is permissible but must be registered.</p><p>c) for groups receiving over £1500 in benefits in a calendar year, the group shall publish an annual report explaining its work and a due diligence statement in relation to foreign government funding.</p><p>As the Committee recommended, the Parliamentary Security Department and the Office of the Parliamentary Commissioner for Standards on 20 September 2023 issued guidance on due diligence. ParliOut is the workplace equality network (WEN) for LGBT+ people in Parliament.</p><p>In 2023–2024, in support of LGBT+ people in Parliament, the Administration approved expenditure from ParliOut of £1,639 on 1,500 rainbow/progressive flag lanyards. In support of disabled people in Parliament, the Administration approved expenditure from ParliAble of £475 on purple lanyards bearing the ParliAble logo. ParliAble is the workplace equality network for disabled people in Parliament.</p><p>As the networks are bicameral, their expenditure is split 70% by the House of Commons and 30% by the House of Lords.</p><p>The lanyards are not solely for House of Commons staff. This includes the data and information stored on the Parliamentary-provided devices and network accounts of their Parliamentary staff, including staff funded by short money.</p><p>In almost all circumstances, access is only provided to the data held in a Member’s parliamentary account or devices (or those of their staff) by the Parliamentary digital Service (PDS) on the instruction of that Member in their capacity as Controller. This is in line with the UK General Data Protection Regulation (UK GDPR) data processing contract between each Member and the Administration.</p><p>As the Controller, a Member can instruct PDS to grant themselves, or members of their Parliamentary staff, access to the accounts and devices assigned to other staff in their own office.</p><p>Devices funded by short money that have been ordered through PDS are managed by PDS. In line with the UK GDPR data processing contract between individual Members and the Administration, PDS would facilitate access to the information stored on these devices at the instruction of the Controller.</p><p>Although no specific guidance has been issued by PDS to political parties on this issue, the Administrations of both Houses of Parliament have a data processing contract that applies to Controllers using Parliament’s IT systems. It has therefore been actively considering the impact of rising travel costs and revised constituency boundaries on the Education Travel Subsidy.</p><p>In June 2023, the Finance Committee considered and agreed proposals to increase the subsidy in light of rising travel costs. This was implemented in September 2023, but the Committee asked for additional increases to be considered. A further proposal was brought to the Finance Committee in November 2023 and the Commission in December 2023 to amend some elements of the subsidy and implement further increases. These were agreed and will be applied from April 2024. The changes are expected to increase visit numbers from outside the south-east.</p><p>The Commission noted in December 2023 that a deep dive review of the Education Travel Subsidy programme would take place in the third quarter of 2024/25 which would take account of constituency boundary changes.</p><p>The travel subsidy allows eligible state-funded schools to claim between 50 and 75 per cent of travel costs back, subject to maximum claim caps. Constituencies are set into three geographic based bands, A, B or C to determine eligibility. Further information is given on the Parliamentary website: <a href="https://learning.parliament.uk/en/schools-and-colleges/travel-subsidy/" target="_blank">Travel Subsidy - Parliament UK Education</a>. This is inclusive of any number of visits, monitoring devices, additional treatments, preventative maintenance visits or reactive responses that may be needed to treat a problem. As such, no additional costs are incurred.</p><p>It is not possible to calculate how many devices have been installed in each of the last three years. However, a total of 982 monitoring devices have been installed during a permanent moth prevention programme which has been running since 2008.</p><p>The current number of devices installed is 751. 	answer	answer is ministerial correction date of answer 11/01/2024 answer text <p>It is not possible to give a fair and accurate number spent on the (a) purchase and (b) installation of all fire doors in the Palace of Westminster since 2010. This is because fire doors are routinely refurbished or replaced as part of wider projects, and information recorded on building and maintenance projects does not specifically identify which involved installing new fire doors.</p><p>There was a fire door and compartmentation project that took place from 2016–2020. This project focused on the refurbishment and conservation of doors, rather than the installation of new doors. The team worked on 721 doors across the Palace of Westminster, only a handful of which were purchased and installed as new. The total cost of the project amounted to £5.2 million, which covered not only the work on the doors but out of hours working (so as not to disrupt the business of the House) and work to replace glazed panels or large bespoke doors.</p><p>It would not be possible to break down the cost by door nor the cost to install the small number of new doors that were purchased as part of this particular project.</p><p>As a member of the Parliamentary Fire Safety Committee, I would be happy to take forward any concerns from the right hon. The losses range in scale from loss of power to sockets in an individual room to temporary loss of power to a floor in a building.</p><p>These incidents have been recorded in buildings across the Estate; 17 in the Palace of Westminster and 35 spread across the other buildings on the Estate.</p><p>The records do not include (a) the loss of power to some buildings the Northern Estate due to flooding in 2021 and (b) planned maintenance or construction work that requires shutdown of power. The reason for a cashless policy at the two outbuildings is due to security constraints on the transportation of monies between the outbuildings and the main Palace. The cost for monies to be collected outweighed the cash taken. A number of teams across the House Service, primarily the Chamber and Participation team and the Communications team, collectively provide a range of opportunities for the public to learn about the parliamentary legislative process. This includes information on the law-making process as part of public engagement events (such as community outreach sessions, teacher training, school visits to the Education Centre and tours of the Palace of Westminster) and as part of the House’s communications activity (including regular updates on legislation and procedural explainers on social media channels).</p><p>The Commission has not recently discussed new initiatives to increase public trust in the parliamentary legislative process. However, the Administration Committee has recently finished an inquiry investigating how the House of Commons Administration communicates to the public. 	answer	answer is ministerial correction date of answer 04/09/2023 answer text <p>The transfer of Security staff from the Metropolitan Police Service (MPS) to the Parliamentary Security Department (PSD) was undertaken in accordance with Transfer of Undertaking Protection of Employment (TUPE) regulations. Contractual terms and conditions, along with continuity of service from the MPS, were protected at the point of transfer on 1<sup>st</sup> April 2016. These included (but were not limited to) pay, pension and holiday entitlement.</p><p>During a period of consultation for the transfer it was agreed with the trade unions that a number of terms and conditions would be adapted, meaning that they would be subject to some changes.
