star this property answer text <p>The fundamental aims of the Commission are not only to ensure that the House is valued and effective in holding the Government to account and scrutinising legislation, but that individual Members have the information, advice, support and technology they need to be effective in their work and to engage closely with their constituents.</p><p>We are coming to the end of a programme of savings, during which the governing principle has been that any cost reductions should not adversely affect the ability of the House and its Members to carry out their parliamentary functions. Indeed many of the changes have been a spur to innovation in the support available to Members. Now that we are on track to achieve the savings target, we have the opportunity to re-appraise the provision of resources and ensure, for example in the area of select committees, that we are providing the right level of support.</p> more like this

One of these alarms, on 24<sup>th </sup>March 2014, led to the attendance of the London Fire Brigade. On this occasion the alarm was triggered by a heat detector following the overheating of a grill in the Lower Ground Kitchens as well as the triggering of a manual call point. star this property answer text <p>The changes at St Stephen's Entrance are intended to be temporary to reduce the queuing time at our public entrances. Work is progressing to improve the permanent public search facility at Cromwell Green. The redesign will deliver a more efficient search process and increase capacity. These changes are temporary and do not affect the building directly, so there was no prior consultation with English Heritage. However, work is also underway to explore, with English Heritage and Westminster City Council, installing a permanent canopy to the pedestrian walkway leading to the Cromwell Green Search Point, which would provide protection in bad weather.</p> more like this

The contract will be monitored by the Department of HR and Change. The recruitment brief to which Saxton Bampfylde are working will be placed in the Library.</p><p>The Clerk of the House is appointed by the Crown by Letters Patent, on the recommendation of the Speaker to the Prime Minister, and the Prime Minister to the Crown. star this property answer text <p>Parliament will be managing a year-long programme to celebrate both the Magna Carta and De Montfort Parliament anniversaries in 2015. The programme will be entitled 'Parliament in the Making' and as such will include stories from throughout the last 800 years. Parliament is being advised on the content by the History of Parliament Trust. Through school resources, exhibitions, cultural projects and special events the significant moments, movements and individuals who have made a difference on the journey to rights and representation will be commemorated.</p><p>The programme is still in development but plans do include an exhibition in Westminster Hall. Using large scale banners this will chart the evolution of parliamentary democracy which we hope will refer to the Putney debates and the Peasants' Revolt in the context of the fight for representation and freedoms.</p> more like this

star this property answer text <p>The House of Commons has two Audit Committees with the same membership, one for each of its Estimates: the Administration Estimate Audit Committee (AEAC) and the Members Estimate Audit Committee (MEAC). The House of Commons Administration Estimate covers the staff of the House and its running costs (the “House of Commons Service”). Microsoft 365 is Microsoft's cloud hosted version of these tools, together with some new tools accessible once a user's email box has been migrated to Microsoft 365.</p><p>The Microsoft 365 project has provided all users with the upgraded version of the Office 2013 suite. 90% of Members and their staff have upgraded their machines to Office 2013. As part of the pilot of Microsoft 365, 12 Members and their staff have had their mailboxes migrated to Microsoft 365. The remaining Members and their staff email boxes will be migrated to Microsoft 365 in June and July 2014. All House staff have completed both of these steps.</p><p>The general feedback from Members and their staff has been that the new product is similar to Office 2007, with some people liking the new features. We have received some negative feedback about the colour scheme of Outlook 2013 and about the new location of file/print/save buttons in Office 2013; similar feedback was received from House staff. In response PICT have produced guidance for staff on how to darken the colour scheme in Outlook and have been assured by Microsoft that they are working to address the interface issues in future upgrades.</p><p>There were some difficulties reported by people upgrading their Office 2013 remotely. This was due to the slow download of security updates for users with poor broadband connections.</p><p>The Members and their staff taking part in the pilots of Microsoft 365 have given positive feedback on the communications, support materials and service provided by PICT. As part of the migration Members have to reconnect their mobile devices to the new service and this has caused some difficulty for Blackberry users.</p><p>The migration of House staff to Microsoft 365 overlapped with unrelated network failures in January–February 2014, which affected perception of the product. Feedback from those migrated after the network was stabilised was much more positive. We have recently initiated 30 pilots of the wider suite of tools in Microsoft 365, and we have received positive feedback from these pilots, with users requesting to keep the new tools.</p>

star this property answer text <p>In May Parliamentary ICT (PICT) piloted migrating Members' mailboxes to Microsoft 365. In this Members' pilot, PICT migrated 82 mailboxes, including the mailboxes of 10 hon. Members, their staff and 12 members of the House of Lords. One of the hon. Members involved in this pilot is a Member of the Administration Committee. PICT requested feedback on the migrations in an anonymous survey. Four people in the pilot survey reported a problem with the migration of their email. Because the survey was anonymous, it is not possible to say who responded to the survey.</p><p>A paper on the implementation of Microsoft 365, which included feedback from the survey, was presented to the Administration Committee for their meeting on 16 June. A member of the Committee expressed serious concern that Office 365 was not well received by users. The Chair of the Committee is also aware of written complaints from three other hon. Members about recent changes.</p><p>PICT began the migrations for other hon. Members and their staff on 22 June. By 4 July over 1,800 mailboxes assigned to hon. Members and their staff had been migrated.</p><p>The most common cause of a call to the service desk after the mailbox migration has been to request help to follow the process for logging into the new mail box for the first time. The second most common problem relates to mobile devices. Parliamentary email stops working on mobile devices until they are reconfigured to point to the new server after the migration. BlackBerry devices need to be physically reconfigured by PICT, and this process can take over an hour. Furthermore, it takes longer for personal BlackBerry devices than for BlackBerries issued by PICT. In addition, new security features have made it difficult to synchronise some android devices with mailboxes.</p><p>For those having a problem with their email, it is of course disruptive, and PICT have dedicated specialists on hand to assist.</p><p> </p>

star this property answer text <p>The Clerk of the House is responsible for data security for the House of Commons Service. As Data Controller, the Clerk is obliged by law to process personal data fairly, lawfully and in accordance with the data protection principles of the Data Protection Act 1998.</p><p>The Clerk of the House delegates actions relating to data security as follows:</p><p>The Senior Information Risk Owner (SIRO), the Director General, Human Resources and Change, is the member of the House of Commons Management Board responsible for managing information risk. He oversees information security policy for the House of Commons.</p><p>The Director of Parliamentary Information and Communications Technology (D/PICT) has overall Management Board-level responsibility in both Houses for implementing the ICT strategy for Parliament and for providing both Boards with technical security advice. She is responsible for the specification, procurement, operation, security and maintenance of the electronic systems on which the great majority of Parliament's information is communicated, stored and handled and for providing officials and staff with training and support on their use.</p><p>The Parliamentary Security Director advises the SIROs in both Houses and gives strategic and policy direction to D/PICT on cyber security.</p><p>Members are the data controllers for all personal data that is handled by their offices and they have responsibility for ensuring that this is done in accordance with the Data Protection Act.</p>

star this property answer text <p>The Commission has made no formal assessment of the effectiveness to date of the introduction of Office 2013 and Microsoft 365 email.</p><p>Parliamentary ICT (PICT) acknowledges that the implementation has not been as simple and straightforward as was hoped, and is aware that it has caused problems for some hon. Members. PICT is working to resolve most of these problems, the most common of which are described below. The lessons learned from these problems are being implemented to improve deployment and support arrangements. PICT apologises for the inconvenience experienced by hon. Members.</p><p>Following the upgrade to Office 2013, PICT received a large number of support calls, including from users who found that the process of upgrading to Office 2013 remotely took much longer than expected. Some Members have also commented negatively on the look and feel of the new product.</p><p>Access to 365 requires an update and reconfiguration of both desktops/laptops and mobile devices. In some cases the upgrade to the desktop and user profile has needed adjustment once the migration has been completed. In a greater number of cases hon. Members who have mobile devices have required assistance to reconfigure the devices to receive the 365 services. All BlackBerry owners have needed assistance to do this because it is a technical task and, depending upon the ownership of the model and its software version, some hon. Members have had real difficulty with the migration process.</p><p>365 has a limit on the number of people who can be added to a single email distribution list, and some hon. Members have found this causes difficulty. PICT have offered assistance and advice has been offered to work around this issue.</p><p>Once successfully migrated, the Office 365 service offers significant benefits to users, including a much larger email box, an easier to use login process, and access to services from any location and device as long as there is an internet connection and a modern browser.</p>

star this property answer text <p>In the period 22 June to 16 July, 3,482 mailboxes assigned to hon. Members and their staff had been migrated. In that period, PICT logged 766 cases from hon. Members and their staff – either by phone or at PICT Local – directly related to issues resulting from the migration of their mailboxes. Parliamentary ICT (PICT) acknowledges that the implementation has not been as simple and straightforward as was hoped, and is aware that it has caused problems for some hon. Members.</p><p>Since the answer to the hon. Member on 8 July, three hon. Members have given PICT written feedback on the migration of their mailbox. One was complimenting the PICT team on making it a smooth process. One was questioning the process and the distinction between the upgrade to Office 2013 and the migration of a mailbox to Microsoft 365. One had a problem with the limit on the number of people who can be added to a single email distribution list in Microsoft 365.</p><p>Two further hon. Members have given positive oral feedback and asked to join the pilot of the wider suite of tools within Microsoft 365. Oral feedback from the teams of House staff who are also piloting the use of this wider suite of tools continues to be positive.</p><p>The Director of PICT would be delighted to meet the hon. Member for Dunfermline and West Fife, or any other interested Member, to discuss the feedback in more detail.</p>

star this property answer text <p>(a) Parliamentary ICT (PICT) estimates that, following the migration of a user’s mailbox to Microsoft 365, it takes the user’s computer (laptop or PC) an average of five minutes to reconfigure Outlook.</p><p>It can take a user an average of approximately five minutes to reconfigure a mobile device – other than a BlackBerry – that uses ActiveSync to connect to parliamentary email. Following that reconfiguration, it can take up to a maximum of 60 minutes for the device automatically to re-connect to parliamentary email.</p><p>BlackBerry devices need to be physically reconfigured by PICT, and this process can take over an hour – the length of time is linked to the age and model of the device. Furthermore, it takes longer to reconfigure a personal BlackBerry device than a BlackBerry issued by PICT. PICT has issued 92 BlackBerry devices for use by hon. Members and their staff to access parliamentary email.</p><p>(b) It is not possible to provide a figure for the aggregate time taken to reconfigure the above devices because more than one device can be reconfigured at the same time.</p>

star this property answer text <p>The final decision about which organisation will provide security officer services from April 2015 has not yet been taken. Consequently, no procurement process for the provision of the search and screening function at the three main public entrances has begun and no date has been set. The parliamentary authorities continue to work in partnership with the Metropolitan Police Service (MPS) to agree and implement a mutually acceptable outcome. In October, the Parliamentary Security Director, as Chair of the Security Arrangements Renewal Programme (SARP) Board, will provide an update to committees of both Houses on progress made in negotiations with the MPS over the summer recess.</p><p>The SARP business case will not be disclosed at this stage for commercial and security reasons. This is usual practice for such documents. A high-level statement of Parliament’s requirements for security post-2015 was communicated to MPS in February, since when it has been refined in discussion with MPS. A much more detailed specification was sent to MPS in June. The parliamentary authorities are now negotiating with the MPS about the scope of services the MPS will provide.</p><p>The expected overall cost of the current contract with the MPS, which is due to expire in March 2015, is £155,380,200. A breakdown of costs associated with the individual parts of the service, including the search and screening function, cannot be provided, on grounds of commercial sensitivity. No financial penalties have been incurred under the current contract, which does not contain a break clause. The contract includes an option to extend for a maximum period of two years if agreed by both parties.</p>

star this property answer text <p>The final decision about which organisation will provide security officer services from April 2015 has not yet been taken. Consequently, no procurement process for the provision of the search and screening function at the three main public entrances has begun and no date has been set. The parliamentary authorities continue to work in partnership with the Metropolitan Police Service (MPS) to agree and implement a mutually acceptable outcome. In October, the Parliamentary Security Director, as Chair of the Security Arrangements Renewal Programme (SARP) Board, will provide an update to committees of both Houses on progress made in negotiations with the MPS over the summer recess.</p><p>The SARP business case will not be disclosed at this stage for commercial and security reasons. This is usual practice for such documents. A high-level statement of Parliament’s requirements for security post-2015 was communicated to MPS in February, since when it has been refined in discussion with MPS. A much more detailed specification was sent to MPS in June. The parliamentary authorities are now negotiating with the MPS about the scope of services the MPS will provide.</p><p>The expected overall cost of the current contract with the MPS, which is due to expire in March 2015, is £155,380,200. A breakdown of costs associated with the individual parts of the service, including the search and screening function, cannot be provided, on grounds of commercial sensitivity. No financial penalties have been incurred under the current contract, which does not contain a break clause. The contract includes an option to extend for a maximum period of two years if agreed by both parties.</p>

star this property answer text <p>The composition of the panel for the recruitment of Sir Robert Rogers in 2011 was Mr Speaker, the then Leader of the House (Rt Hon Sir George Young), the then Shadow Leader (Rt Hon Hilary Benn), John Thurso MP, the Rt Hon Sir Alan Beith, the Rt Hon Lindsay Hoyle and Sheila Drew Smith. This was – on Mr Speaker’s initiative – the first time that a formal recruitment panel and process was followed.</p><p>Selection panels were not held for appointing the Clerk of the House and Chief Executive in 2006 and 2003. On both occasions the retiring Clerk of the House recommended two names as potential successors and the then Mr Speaker decided which candidate to recommend.</p><p>The changes in approach to recruitment in 2011, and subsequently in 2014, when the opportunity was opened up to both internal and external applicants, is in line with the House’s policy for fair and open competition in all House of Commons recruitment.</p><p>The selection panel decided on the successful candidate by reaching a consensus. The Speaker was Chair of the panel, but did not have a casting vote.</p>
