star this property answer text <p>The legislative programme, and its content, is the responsibility of the Government. A number of teams across the House Service, primarily the Chamber and Participation team and the Communications team, collectively provide a range of opportunities for the public to learn about the parliamentary legislative process. This includes information on the law-making process as part of public engagement events (such as community outreach sessions, teacher training, school visits to the Education Centre and tours of the Palace of Westminster) and as part of the House’s communications activity (including regular updates on legislation and procedural explainers on social media channels).</p><p>The Commission has not recently discussed new initiatives to increase public trust in the parliamentary legislative process. However, the Administration Committee has recently finished an inquiry investigating how the House of Commons Administration communicates to the public. It will be reporting its findings to the Commission in the Autumn.</p>

star this property answer text <p>The transfer of Security staff from the Metropolitan Police Service (MPS) to the Parliamentary Security Department (PSD) was undertaken in accordance with Transfer of Undertaking Protection of Employment (TUPE) regulations. Contractual terms and conditions, along with continuity of service from the MPS, were protected at the point of transfer on 1<sup>st</sup> April 2016. These included (but were not limited to) pay, pension and holiday entitlement.</p><p>During a period of consultation for the transfer it was agreed with the trade unions that a number of terms and conditions would be adapted, meaning that they would be subject to some changes. Details of those terms that were adapted are provided in the Annex.</p> more like this

star this property answer text <p>The House service approved the business case for a project to significantly improve Wi-Fi services across the estate in December 2022.</p><p>The Wi-Fi project will replace end-of-life hardware and upgrade services, to provide a seamless, simpler and better managed user experience for Members and staff, particularly for personal mobile devices in the form of a new Members and Staff Wi-Fi service and Guest Wi-Fi replacement for Internet Direct. This is supported by additional security and roaming service improvements, while also reducing operational overheads. Cost efficiencies are being gained by delivering this work alongside the Emergency Services Network project.</p><p>Improvements will take place across the Parliamentary Estate, prioritising Member facing areas and key areas of procedural and parliamentary business.</p><p>A breakdown of the costs per building is listed in the table below:</p><table><tbody><tr><td><p><strong>Building</strong></p></td><td><p><strong>Palace of Westminster</strong></p></td><td><p><strong>Millbank House</strong></p></td><td><p><strong>14 Tothill Street</strong></p></td><td><p><strong>6/7 Old Palace Yard</strong></p></td><td><p><strong>Education Centre</strong></p></td><td><p><strong>Total</strong></p></td></tr><tr><td><p><strong>Estates Cost</strong></p></td><td><p>£22m</p></td><td><p>£2m</p></td><td><p>£1.8m</p></td><td><p>£0.4m</p></td><td><p>£0.7m</p></td><td><p><strong>£27m</strong></p></td></tr></tbody></table><p><br>While Parlimentary Digital Service (PDS) are actively managing WI-FI provisions for all parliamentary buildings, any buildings not listed in the table above do not require the same interventions and as such are outside of the scope of this main Wi-Fi Project, with any issues tackled on a case-by-case basis.</p><p>The estimated cost including the whole life cost of the Wi-Fi upgrades being made across the Parliamentary estate by the Network and Wireless Project as of 14 July 2023 is listed in the table attached.</p><p>To date the project spend is £4.8m in project delivery (including some PDS costs from FY23/24), operational costs and depreciation. Risk and optimism bias costs are not included as they have not been spent.</p>

star this property answer text <p>The estimated outturn cost for the Flat Roofs Work upgrades project is £45 million. The project consists of 68 individual roof upgrades.</p><p><br>Flat Roofs Work Package 1 consists of 23 individual roof upgrades within the House of Commons area, and Flat Roofs Work Package 2 consists of 45 individual roof upgrades within both House of Commons and House of Lords areas.</p><p><br>Works in scope include:</p><ul><li>Preventing water ingress through the flat roof areas and hence preventing further degradation of the building fabric and internal finishes.</li><li>Rationalising existing fire escapes and walkways and provide safe access to the roofs for maintenance purposes e.g. guttering, roof cleaning, essential Mechanical and Engineering (M&amp;E) plant etc.</li><li>Intrusive surveys (internal / external) of all flat roofs in scope, including M&amp;E installations.</li></ul> more like this
