star this property answer text <p>Members are the Controllers for the personal data held by their Parliamentary offices. This includes the data and information stored on the Parliamentary-provided devices and network accounts of their Parliamentary staff, including staff funded by short money.</p><p>In almost all circumstances, access is only provided to the data held in a Member’s parliamentary account or devices (or those of their staff) by the Parliamentary digital Service (PDS) on the instruction of that Member in their capacity as Controller. This is in line with the UK General Data Protection Regulation (UK GDPR) data processing contract between each Member and the Administration.</p><p>As the Controller, a Member can instruct PDS to grant themselves, or members of their Parliamentary staff, access to the accounts and devices assigned to other staff in their own office.</p><p>Devices funded by short money that have been ordered through PDS are managed by PDS. In line with the UK GDPR data processing contract between individual Members and the Administration, PDS would facilitate access to the information stored on these devices at the instruction of the Controller.</p><p>Although no specific guidance has been issued by PDS to political parties on this issue, the Administrations of both Houses of Parliament have a data processing contract that applies to Controllers using Parliament’s IT systems. The contract for Members of both Houses includes a service description that sets out how Members are using Parliament’s IT systems to process the personal data which they are responsible for.</p>

This figure includes use of traffic marshals to manage the movement of traffic and/or pedestrians (a) in the Palace and along the spine road, (b) in and out of the underground car park, and (c) on laundry road in the Northern Estate. The underground car park currently requires 24/7 marshal cover to support the closure of one of the ramps into the car park, so the cost also includes unsociable working hours, bank holidays and weekends.</p><p>This does not include costs where it has not been possible to extrapolate the cost of marshal provision from the overall contract for works.</p> more like this

The figures are all excluding VAT.</p><p>The figures below do not include costs where it has not been possible to extrapolate the cost of marshal provision from the overall contract for works.</p><p /> <p><strong>Financial years 2019 to 2023 </strong></p><p>2019–2020 £176,069</p><p>2020–2021 £199,471</p><p>2021–2022 £257,534</p><p>2022–2023 £598,534</p><p> </p><p><strong><br>Financial year 2023–2024</strong></p><p>The costs for the 2023–2024 financial year are not comparable to the previous years.</p><p>Prior to 2023–24 the cost of the traffic marshals for the underground car park, required to facilitate the works in New Palace Yard, was covered by the contractor, as part of the project costs, and not included above. These costs are now covered by the House directly as efficiencies had been identified.</p><p>The underground car park requires 24/7 cover due to the closure of one of the ramps into the car park necessary to facilitate the works in the New Palace Yard. The costs include unsociable working hours, bank holidays and weekends.</p><p>For the 2023–2024 financial year, the cost for traffic marshals, excluding underground car park marshals, is forecast to be £647,763.</p><p>For the same period, the cost for the underground car park marshals is forecast to be £1,271,966.</p>

star this property answer text <p>The House Administration wants to enable schoolchildren across the UK to have the opportunity to visit Parliament. It has therefore been actively considering the impact of rising travel costs and revised constituency boundaries on the Education Travel Subsidy.</p><p>In June 2023, the Finance Committee considered and agreed proposals to increase the subsidy in light of rising travel costs. This was implemented in September 2023, but the Committee asked for additional increases to be considered. A further proposal was brought to the Finance Committee in November 2023 and the Commission in December 2023 to amend some elements of the subsidy and implement further increases. These were agreed and will be applied from April 2024. The changes are expected to increase visit numbers from outside the south-east.</p><p>The Commission noted in December 2023 that a deep dive review of the Education Travel Subsidy programme would take place in the third quarter of 2024/25 which would take account of constituency boundary changes.</p><p>The travel subsidy allows eligible state-funded schools to claim between 50 and 75 per cent of travel costs back, subject to maximum claim caps. Constituencies are set into three geographic based bands, A, B or C to determine eligibility. Further information is given on the Parliamentary website: <a href="https://learning.parliament.uk/en/schools-and-colleges/travel-subsidy/" target="_blank">Travel Subsidy - Parliament UK Education</a>. Recent changes to subsidy level are given below.</p><p>Travel subsidy in 2022</p><ul><li>Band A: Not eligible</li><li>Band B: 50% of receipted travel costs, up to a maximum claim of £800</li><li>Band C: 75% of receipted travel costs, up to a maximum claim of £1600</li></ul><p /><p>Travel subsidy as of 1 September 2023</p><ul><li>Band A: Not eligible</li><li>Band B: 50% of receipted travel costs, up to a maximum claim of £1,000</li><li>Band C: 75% of receipted travel costs, up to a maximum claim of £2,000</li></ul><p /><p>Travel subsidy changes for 1 April 2024 will be announced to Members in the coming weeks.</p><p> </p>

It is not possible to break down this amount according to works repairing pest damage.</p><p>In February 2023, the Heritage Collections team treated 17 pieces of the Historic Furniture and Decorative Arts collection for moth infestation at a total cost of £4,512.81+VAT. star this property answer text <p>The number of moth infestations reported in each of the last three years is as follows:</p><p>2021 – 27<br>2022 – 44<br>2023 – 61</p><p>All moth related monitoring and required subsequent treatments are included in the annual contract fee with our pest control expert. This is inclusive of any number of visits, monitoring devices, additional treatments, preventative maintenance visits or reactive responses that may be needed to treat a problem. As such, no additional costs are incurred.</p><p>It is not possible to calculate how many devices have been installed in each of the last three years. However, a total of 982 monitoring devices have been installed during a permanent moth prevention programme which has been running since 2008.</p><p>The current number of devices installed is 751. This current count is subject to constant fluctuation.</p> more like this

star this property answer text <p>It is not possible to give a fair and accurate number spent on the (a) purchase and (b) installation of all fire doors in the Palace of Westminster since 2010. This is because fire doors are routinely refurbished or replaced as part of wider projects, and information recorded on building and maintenance projects does not specifically identify which involved installing new fire doors.</p><p>There was a fire door and compartmentation project that took place from 2016–2020. This project focused on the refurbishment and conservation of doors, rather than the installation of new doors. The team worked on 721 doors across the Palace of Westminster, only a handful of which were purchased and installed as new. The total cost of the project amounted to £5.2 million, which covered not only the work on the doors but out of hours working (so as not to disrupt the business of the House) and work to replace glazed panels or large bespoke doors.</p><p>It would not be possible to break down the cost by door nor the cost to install the small number of new doors that were purchased as part of this particular project.</p><p>As a member of the Parliamentary Fire Safety Committee, I would be happy to take forward any concerns from the right hon. Member for Suffolk Coastal and ensure they are promptly addressed.</p>

More than 60 lifts are being refurbished during a six-year phased approach programme. To address this, new equipment, including a filtration system, was installed in Autumn 2023. An initial fault with this system was rectified by mid-November. A longer-term solution to improve the water quality is being planned by the Strategic Estates team.</p> more like this

star this property answer text <p>The House Service manages a contract with Banner for the provision of both general and bespoke stationery for Members and staff of both Houses. It monitors Banner’s service through regular performance meetings and by reviewing performance metrics provided by Banner. The contract includes a dedicated account manager and a customer care hotline.</p><p>Members can purchase stationery from other providers. The contract with Banner enables them to charge any purchases from Banner to their IPSA funded account.</p><p>The contract with Banner was procured from the Cabinet Office’s agency, Crown Commercial Service (CCS), during 2021 and will be due for re-tendering during 2024.</p><p>In my capacity as a Commissioner, I shall make representations to the House Administration asking that it looks at Banner’s service delivery, when the House returns from the Christmas recess.</p> more like this

For example, in 2023 the Library hosted:</p><ul><li>A talk by the Office for National Statistics on how it measures the economy</li><li>Evidence Week in collaboration with the charity Sense About Science and in partnership with Ipsos, the UK Statistics Authority and universities and research institutions from across the UK. More than 160 MPs, Peers and staff participated.</li></ul><p><br>The Library provides courses to enhance research skills, such as a course on finding scientific content and on how to use the Library’s specialist scientific and statistical resources.</p><p>In addition to the work conducted by R&amp;I, the Members’ Services Team (which leads on general training for Members’ staff) and the Select Committee Team (which supports Committee Members) may also meet requests for scientific or statistical training, or work with R&amp;I to address the need.</p>

The reason for a cashless policy at the two outbuildings is due to security constraints on the transportation of monies between the outbuildings and the main Palace. The cost for monies to be collected outweighed the cash taken. Vending machines are procured as card only for security reasons.</p> more like this

star this property answer text <p>The legislative programme, and its content, is the responsibility of the Government. A number of teams across the House Service, primarily the Chamber and Participation team and the Communications team, collectively provide a range of opportunities for the public to learn about the parliamentary legislative process. This includes information on the law-making process as part of public engagement events (such as community outreach sessions, teacher training, school visits to the Education Centre and tours of the Palace of Westminster) and as part of the House’s communications activity (including regular updates on legislation and procedural explainers on social media channels).</p><p>The Commission has not recently discussed new initiatives to increase public trust in the parliamentary legislative process. However, the Administration Committee has recently finished an inquiry investigating how the House of Commons Administration communicates to the public. It will be reporting its findings to the Commission in the Autumn.</p>

star this property answer text <p>The transfer of Security staff from the Metropolitan Police Service (MPS) to the Parliamentary Security Department (PSD) was undertaken in accordance with Transfer of Undertaking Protection of Employment (TUPE) regulations. Contractual terms and conditions, along with continuity of service from the MPS, were protected at the point of transfer on 1<sup>st</sup> April 2016. These included (but were not limited to) pay, pension and holiday entitlement.</p><p>During a period of consultation for the transfer it was agreed with the trade unions that a number of terms and conditions would be adapted, meaning that they would be subject to some changes. star this property answer text <p>The House service approved the business case for a project to significantly improve Wi-Fi services across the estate in December 2022.</p><p>The Wi-Fi project will replace end-of-life hardware and upgrade services, to provide a seamless, simpler and better managed user experience for Members and staff, particularly for personal mobile devices in the form of a new Members and Staff Wi-Fi service and Guest Wi-Fi replacement for Internet Direct. This is supported by additional security and roaming service improvements, while also reducing operational overheads. Risk and optimism bias costs are not included as they have not been spent.</p>

star this property answer text <p>The estimated cost of the proposed new lighting installations for the Terrace is £361,488.</p><p>Work will take place over the Summer to install LED lighting and controls on the Terrace. This will allow Parliament to mark chosen events by lighting up the Palace façade.</p><p>The current lighting system is not powerful or flexible enough, so we are required to bring in a specialist each time to do a temporary installation. This also means that we can only commit to certain events. The new system will give us flexibility and allow us to respond more speedily to emergent events, should Parliament wish to. Long term the new system will be cheaper than bringing in a consultant each time.</p> more like this

star this property answer text <p>The Parliamentary Health and Wellbeing Service (PHWS) is responsible for the Parliamentary defibrillators. The Parliamentary Safety Team is responsible for First Aid training which includes the defibrillator training programme.</p><p>There are 32 defibrillators located across the entire Parliamentary estate. All Defibrillator locations are listed and available on the parliamentary intranet. Posters detailing defibrillator locations will shortly be displayed on notice boards in buildings across the estate. The defibrillators are located in open wall cabinets in public, high risk or high traffic areas and signed accordingly.</p><p>New maps of each floor have been designed detailing defibrillator locations in the Palace of Westminster (PoW), Portcullis House (PCH), and Cromwell Green and are available on the parliamentary intranet. Maps for the rest of the buildings are currently under design and will be made available once complete. There will be further publicity on the locations of the defibrillators.</p><p>Training to use the defibrillators is included within First Aid Training courses. Security Teams and PHWS undergo training in defibrillator use. <em>Ad hoc</em> requests for additional training can be made to the Clinical Nurse Advisor or any of the PHWS team who will manage this accordingly. We work closely with the London Ambulance Service to ensure our defibrillator programme is delivered to the highest of standards and within best practice guidance as detailed by the Resuscitation Council UK.</p><p>Defibrillators are designed so that anyone can turn on (whether trained or not) and will be provided with prompts and directions for use.</p><p>The Administration Committee will look at this further after the Summer Recess. Officials will be in touch with the hon. Member so that she may contribute her views.</p>

star this property answer text <p>In the long-term, we are committed to enabling public access to the St Stephen's Cloister. At present this is not possible because the condition of the stonework is very poor.</p><p>One bay within the Cloister was conserved as a trial project. This will inform the next phase of repair, which is currently being developed. Our intention is to develop proposals to repair both the stonework and the roofs, with a view to conservation works starting on site by 2025.</p><p>Once this work is complete, public access to Cloister Court should be possible; however, due to current access routes and its proximity to Members’ Entrance, access will need to be carefully managed.</p> more like this

Fairtrade is only one of a number of ethical trading schemes that exist within the food and beverage sectors. Catering Services procurement set minimum ethical criteria pertinent to the category and strong environmental and social commitments with all suppliers demonstrating that they operate to those standards via recognised third-party accreditation.</p> more like this
