answer text <p>(a) We are working with partners across the CJS to increase the number of cases being charged and prosecuted, and reduce the time taken to reach this point. We are freeing up the police from unnecessary burdens, such as through the Right Care Right Person model for mental health, so they can focus on keeping the public safe, and are investing in technology to speed up police’s work on case files, such as automating redaction. There are over 149,000 officers in England and Wales, which is higher than the previous peak before the Police Uplift Programme, in March 2010. At 30 September 2023, Gwent police had 1,527 officers and all forces in Wales had a total of 8,108 officers.</p><p>(c) Protecting victims and improving their experience and the support they receive is a key priority for the Government. We recognise the importance of victims having access to the support they may need to cope and recover from the impact of crime. The Government is quadrupling funding for victim services by 2024/25, up from £41 million in 2009/10.</p><p>The Ministry of Justice (MOJ) provides all Police and Crime Commissioners (PCCs) in England and Wales with grant funding to commission victim support services for victims of all crime types. PCCs are best placed to understand their local communities and providers, and to commission appropriate support to meet that need. answer text <p>The Government is pleased to see the overall reduction in police-recorded hate crime across forces in England and Wales in the year ending March 2023, including a 6% reduction in sexual orientation hate crimes. Whilst an 11% increase in transgender hate crime was seen, and this may partly be due to a genuine rise, the biggest driver is likely to be general improvements in police recording along with increased victim willingness to come forward. We are clear that any instance is one too many and we remain committed to tackling these appalling offences. <em>We are supporting the police by providing them with the resources they need. </em></p><p>Part of this necessitates police recruitment and training – there are over 149,000 officers in England and Wales, which is higher than the previous peak before the Police Uplift Programme, in March 2010. Wales as a whole now has 8,108 officers (headcount as at 30 September 2023). Funding for Wales will be up to £936.4m in 2024/25, an increase of up to £56m when compared to 2023/24.</p><p>Gwent specifically now has 1,527 officers (headcount as at 30 September 2023). Funding for Gwent will be £179.8 million in 2024/25, an increase of up to £10.7 million when compared to 2023/24. The Government continues to fund True Vision, an online hate crime reporting portal, designed so that victims of all forms of hate crime do not have to visit a police station to report. We also fund the National Online Hate Crime Hub, a central capability designed to provide expert advice to support individual local police forces in dealing with online hate crime.</p><p>The Government is providing over £3m of funding, between 10 August 2021 and 31 March 2024, to five anti-bullying organisations to support schools to tackle bullying. This includes projects targeting hate-related bullying and homophobic, biphobic and transphobic based bullying.</p>

answer text <p>We recognise that specialist skills and knowledge is critical to ensuring rape and sexual offence cases are progressed and managed effectively.</p><p>Operation Soteria, a joint policing and CPS programme established as part of the Rape Review Action Plan to develop new national operating models for the investigation and prosecution of rape, has highlighted the importance of specialist knowledge. The Home Office, National Police Chiefs’ Council (NPCC) and College of Policing have established a new Operation Soteria Joint Unit which is working with every police force in England and Wales to support them to successfully implement the National Operating Model.</p><p>2,000 police officers will receive specialist training on investigating these horrific crimes by April. This will mean more officers building stronger cases and placing victims at the heart of their response.</p><p>The deployment of officers, however, is a matter for Chief Constables and the Home Office does not hold data on the number of police forces with specialist rape and serious sexual offences units.</p>

answer text <p>The Home Office engages regularly with partners, including the Welsh Government and Police and Crime Commissioners, on policing priorities. This includes improving the response to domestic abuse, sexual violence, delivering the commitments in the Tackling Violence Against Women and Girls Strategy (2021) and the Tackling Domestic Abuse Plan (2022), and bringing more perpetrators to justice. Policing is a reserved matter, and the existing governance and partnership arrangements provide a significant level of integration and autonomy.</p><p>To improve conviction rates and understanding of why domestic abuse cases do not progress, the National Police Chiefs’ Council (NPCC) and the Crown Prosecution Service (CPS) are developing a Domestic Abuse Joint Justice Plan (DA JJP). The DA JJP is welcomed by the Home Office and is expected to be published in March 2024.</p><p>In addition, in 2021 we published the Rape Review Action Plan and set out a series of commitments to deliver cross-system improvements in the criminal justice response to rape. One such commitment was Operation Soteria, a joint policing and CPS programme, to develop new national operating models for the investigation and prosecution of rape and support police and prosecutors across England and Wales to ensure investigations follow rigorous procedures directed at the conduct of the suspect.</p>

answer text <p>Victims of domestic abuse in Wales, including Newport West, have access to a range of support and protections as a result of the Domestic Abuse Act 2021 and our Tackling Domestic Abuse Plan (2022).</p><p>The Plan invests over £230 million of cross-Government funding into tackling this crime. This includes up to £140 million for supporting victims, and over £81 million for tackling perpetrators and to support policing. Funding which may support victims in Newport West from this plan includes, but is not limited to:</p><ul><li>Welsh Women’s Aid was awarded over £2.5 million from the Children Affected by Domestic Abuse Fund to directly support 2,645 children and young people across over a three-year period, providing one-to-one and trauma-informed support in refuges, schools and community settings.</li><li>Services in receipt of funding from the £8.3 million VAWG Support and Specialist Services Fund such as Hourglass, who received over £793,000 until March 2025 to provide specialist support services to older victims of domestic abuse across England and Wales.</li><li>Funding for helplines, such as the National LGBT+ Domestic Abuse Helpline, delivered by Galop.</li><li>The Support for Migrant Victims Scheme which provides accommodation and wrap around support for migrant victims of domestic abuse with insecure immigration status.</li></ul><p> </p><p>From 31<sup>st</sup> January 2024, victims can benefit from direct payments to victims flee abuse or build a sustainable future due to an additional new £2 million investment into the <a href="https://www.gov.uk/government/news/domestic-abuse-victims-given-fresh-support-to-escape-abuse" target="_blank">Flexible Fund</a>.</p><p> </p><p>This funding is alongside measures to protect victims and pursue perpetrators, such as adding violence against women crime types – including domestic abuse – to the revised Strategic Policing Requirement, elevating it to a national threat for police forces to respond to accordingly.</p>

answer text <p>On 27 March 2023, the Government launched the Anti-social Behaviour Action Plan <a href="https://www.gov.uk/government/publications/anti-social-behaviour-action-plan" target="_blank">https://www.gov.uk/government/publications/anti-social-behaviour-action-plan</a> ensuring the police, local authorities and other relevant agencies have the tools and powers they need to tackle anti-social behaviour.</p><p>The plan is backed by £160m of funding and includes supporting the provision of Immediate Justice, by issuing out of court disposals with conditions to swiftly repair any damage. This has started in 10 initial trailblazer police force areas. In addition, we are funding a police and other uniformed presence to clamp down on anti-social behaviour, targeting hotspots. Initially we are working with 10 police force areas, but we will be rolling this enforcement approach across every police force area in England and Wales later this year.</p> more like this

We have been working across government to carefully consider the Inquiry’s final recommendations. I appreciate all of the victims and survivors who came forward to bravely share their testimonies with the Inquiry and all of the important contributions of stakeholders right across the country over the past seven years.</p><p>And as the Home Secretary confirmed in a Written Ministerial Statement to the House on 20 April, we will be publishing the Government response to the Inquiry’s final report in May 2023.</p> more like this

answer text <p>The Afghan Citizens Resettlement Scheme (ACRS) has been designed to support those who have assisted UK efforts in Afghanistan and stood up for UK values, as well as vulnerable people, including members of minority groups at risk.</p><p><br> Under Pathway 3, in the first year, places are being offered to eligible at-risk British Council contractors, GardaWorld contractors, and Chevening alumni in Afghanistan or the region, and their dependents</p><p> </p><p>The FCDO is working hard across Government to progress referrals under Pathway 3. They received over 11,400 expressions of interest, which they have been assessing against the eligibility criteria. Any offer of resettlement will be subject to security screening and provision of biometric information.</p><p> </p><p>FCDO are notifying those who have completed initial security checks and providing advice on next steps. Some eligible individuals and their families have already arrived in third countries, where they are offered accommodation and support from the International Organisation for Migration.
