answer text <p>Operation Soteria is a joint police-Crown Prosecution Service programme designed to drive improvements in the handling of rape cases, with an overarching aim to build a new national operating model for the investigation of rape and serious sexual assault.</p><p>The Home Office is providing funding for five police forces – Avon and Somerset, the Metropolitan Police Service, Durham, West Midlands and South Wales - to participating in intensive academic research, and the resulting recommendations, tools and techniques are embedded in each force.</p><p>Research has concluded in Avon and Somerset and the Metropolitan Police Service and recently commenced in Durham.</p><p>Findings from the research are shared with police and prosecutors nationally as soon as they are available, including through the National Rape and Sexual Offences Learning Network events. The most recent national learning event took place on the 11 January and outlined findings from research in Avon and Somerset and the Metropolitan Police Service. This event was attended by close to 300 practitioners, with 39 forces represented.</p><p>In addition, progress updates on Operation Soteria form part of the Government’s regular rape review progress updates, the first of which was published on 9 December 2021.</p>

answer text <p>Sexual harassment in public places is an appalling practice, which this Government is committed to tackling. Women and girls have the right to both be and feel safe on our streets.</p><p>As set out in the Tackling Violence Against Women and Girls (VAWG) Strategy, published last July, we are looking carefully at where there may be gaps in existing law and how a specific offence for public sexual harassment could address those. This includes paying close attention to the views and reports of campaigners in this area. We are also closely considering the recent comments of the Law Commission on this subject.</p><p>In addition, in order to tackle public sexual harassment:</p><ul><li>In September 2021, we launched the pilot of an online tool, StreetSafe, which enables the public to report anonymously areas where they feel unsafe and identify what about the location made them feel this way. The data is then used to inform local decision-making. Several thousand people have used the tool to date.</li><li>In October we announced awards of £23.5 million to Police and Crime Commissioners and local authorities under Round 3 of the Safer Streets Fund to make public spaces safer for everyone through projects to help women and girls feel safer on the streets.</li><li>In November we announced the results of our separate, £5 million Safety of Women at Night fund, funding interventions which focus on preventing violence against women and girls in public spaces at night, including in the night-time economy</li><li>In December the College of Policing published a new advice product for police officers, advising them about the preventative strategies and criminal offences which they can use to respond to reports of various different types of public sexual harassment.</li><li>The public communications campaign to which we committed in the Tackling VAWG Strategy will seek to change public attitudes and tolerance towards crimes such as public sexual harassment and help create an atmosphere in which women and girls can report such crimes to the police with confidence.</li></ul>

answer text <p>Everyone has the right to feel safe when travelling and using public spaces. The Department for Transport is working closely with the Home Office on the Government’s cross-departmental strategy to address Violence Against Women and Girls.</p><p>Tackling violence against women and girls is a top priority for the Government. These crimes include rape, sexual violence, domestic abuse, stalking, ‘honour’-based abuse including female genital mutilation and forced marriage, ‘revenge porn’ and ‘upskirting’. They can have a profound and long-lasting impact on victims and have absolutely no place in our society</p><p>On July 21 we published our new cross-Government Tackling Violence Against Women and Girls Strategy to help ensure that women and girls are safe everywhere - at home, online and on the streets.</p><p>A key commitment in the VAWG Strategy includes appointing Laura Shoaf and Anne Shaw as Transport Champions to make public transport safer for women and girls. The Transport Women’s Safety Champions will shortly publish 13 independent recommendations on ways we can work together to improve the safety of women and girls on the transport network.</p><p>These proposals are a crucial step in the Government’s long-term commitment to making sure that women and girls can travel alone, safely and without fear.</p><p>The Department for Transport also works closely with transport partners on a range of initiatives to address the problems faced by vulnerable groups, including women and girls, on the transport network. However, we know that we must do more.</p><p>A Rail Delivery Group led project started in 2019 in partnership with the British Transport Police to drive a national strategy to improve safety of women and girls on the rail network. A specific training package has been developed and is being delivered to frontline rail staff across operators.</p><p>The British Transport Police is also currently working on technological solutions remove barriers to reporting crime. They were recently successful in a bid to the Home Office Safer Streets Fund to develop a ‘Safety App’ that will provide advice and support during customers journeys.</p>

answer text <p>We are increasing the number of police officers in England and Wales by 20,000 by the end of March 2023 and I am pleased to say excellent progress is being made in delivering against this target.</p><p>Due to their hard work and commitment, police forces in England and Wales have already recruited over 11,000 additional officers, 55% of the 20,000-officer target. This is on top of recruitment of new officers to backfill leavers.</p><p>As at 30 September 2021, the Metropolitan Police Service had recruited 2,070 additional officers against a combined allocation of 2,713 additional officers for years one and two of the uplift programme. The force has been allocated a further 1,825 additional officers to be recruited by March 2023.
