answer text <p>Police, including the Metropolitan Police Service, are operationally independent of Government. We work with law enforcement agencies to better understand the challenges they face and, where appropriate, to help strengthen their response to the abuse and exploitation of vulnerable children.</p><p><br>In 2016 the Home Secretary commissioned HMICFRS to produce quarterly reports, monitoring the Metropolitan Police Service’s (MPS) progress in improving its protection of young people from harm and abuse. The quarterly Child Protection Inspections took place between 2017-2018. Following this programme, the Inspectorate continues to provide ongoing learning support to the MPS and will revisit the force to assess progress.</p> more like this

answer text <p>Following Operation Optic agencies including Northumbria Police committed to a multi-agency action plan to ensure safeguarding and ongoing support to victims, including the provision of dedicated support officers and the offer of bespoke counselling.</p><p><br>The Government wants to ensure that all victims of sexual abuse and exploitation get the support they need, whether they are a child or an adult. We provide funding for victim support services across the country, which victims can access throughout their lifetime, whether they are involved in a criminal justice process or not.</p><p><br>In 2018/19, the Ministry of Justice allocated almost £1.7m to Northumbria PCC to provide support to victims in the area, including £116K specifically for services supporting victims of child sexual abuse. Additionally, the Ministry of Justice directly allocated around £272,600 to four services in Northumbria providing specialist support to victims of sexual violence.</p> more like this

answer text <p>The Government attaches the highest priority to tackling all forms of child sexual abuse and exploitation. We know from our work with police forces that child sexual exploitation, as perpetrated by groups, still happens in many areas of the country and can manifest in different ways. <br>We continue to prioritise child sexual abuse as a national threat, one of six such threats that require prioritisation by forces. We have provided significant extra investment through the Police Transformation Fund (PTF) to transform policing to respond to changing crimes and threats including crimes against vulnerable people such as child sexual abuse.</p><p>Her Majesty’s Inspectorate of Constabulary and Fire &amp; Rescue Services (HMICFRS) is satisfied that forces in England and Wales have identified child sexual exploitation as a priority within their work on organised crime.</p><p>As a result of the attention given by police forces to this form of offending, we have seen a number of successful prosecutions in recent months, including in Rotherham and Huddersfield.</p>

answer text <p>We have provided forces with the funding they need to tackle the changing demands they face, including those from child sexual exploitation. In 2018/19 we increased funding in the policing system by £460 million, which includes £280 million going to forces through increased council tax precept flexibility. We have prioritised child sexual abuse as a national threat, one of only six such threats that require prioritisation by forces. This will facilitate prioritisation and planning of capabilities to tackle this terrible crime.</p><p>We have begun a step change in our approach to dealing with crimes against vulnerable children and people across the country and have invested significantly in a programme of reform to help the police to respond to changing crimes. This includes significant extra investment through the Police Transformation Fund (PTF) to transform policing in response to crimes against vulnerable individuals such as child sexual abuse.</p><p>In addition, we are investing an extra £21 million over the next 18 months to improve how our law enforcement agencies reduce the volume of offending and pursue the most dangerous and prolific offenders. This includes further funding of the Regional Organised Crime Units to target online grooming of children.</p>

answer text <p>It is difficult to measure the number of children at risk of child sexual exploitation with confidence because methodologies vary and because most child sexual abuse remains unreported.</p><p>In its report, Measuring the Scale and Changing Nature of Child Sexual Abuse Child Sexual Exploitation, published in August 2018, the Centre of Expertise on Child Sexual Abuse refers to several studies which have sought to assess the number of children at risk of sexual exploitation in England using different methodologies and data sources. These include a survey of 100 local authorities in 2016 which identified 13,466 children at risk, and a study by the Office of the Children's Commissioner in 2012 which estimated 16,500 children to be at risk.</p><p>The Department for Education published statistics on “Characteristics of children in need: 2017/18: England” on 25 October 2018. These show nearly 20,000 assessments carried out by children’s services where child sexual exploitation was identified as being a factor that contributed to the child being in need. However, these figures count numbers of assessments, not number of children, so if a child has more than one assessment where child sexual exploitation is identified as a factor then they will be counted more than once in these figures.</p>

answer text <p>The Home Office has provided £150,000 in Special Grant funding to the Metropolitan Police Service for Operation Grange for 2018/19. A further application from the Metropolitan Police Service has been received and is under consideration. No further requests have been received relating to the search for missing children.</p><p>The Home Office has received several requests for Special Grant funding relating to investigations into child sexual exploitation.
