answer text
The Government signed the Istanbul Convention to signal the UK’s strong commitment to tackling violence against women and girls (VAWG). On 30 October 2018, in line with the requirements of the Preventing and Combating Violence Against Women and Domestic Violence (Ratification of Convention) Act 2017, we published a progress report which set out that, in most respects, the UK already complies with, or goes further than, the Convention requires. We have significantly strengthened the legislative framework; introduced new protective tools; and issued a range of guidance and support for frontline professionals.

We have always been clear on our commitment to ratifying the Convention. The Domestic Abuse Bill will be another step towards meeting that commitment by extending extraterritorial jurisdiction over offences required by the Convention which, for England and Wales, is the final legislative step necessary for ratification. We published the Domestic Abuse Bill in draft form for pre-legislative scrutiny on 21 January 2019.

As the criminal law and the majority of the areas covered by the Convention are devolved to Scotland and Northern Ireland, the Devolved Administrations are considering what legislative or other changes are necessary for compliance with the Convention in their territories. The Government liaises regularly with the Devolved Administrations on VAWG issues and we will continue working closely with the Scottish Government and Northern Ireland Executive.

answer text
The Government signed the Istanbul Convention to signal the UK’s strong commitment to tackling violence against women and girls (VAWG). This Government remains fully committed to ratifying, once the UK is fully compliant with the Convention.

Since signing the Convention in 2012, we have continued to step up our efforts to combat VAWG; we have strengthened the law; introduced new protective tools; and issued a range of guidance and support for frontline professionals.

In most respects the UK already complies with, or goes further than the Convention requires. However there remains one outstanding issue in relation to extra-territorial jurisdiction (ETJ) which needs to be addressed and this requires primary legislation. We will introduce the ETJ measures necessary for compliance in England and Wales as part of the Domestic Abuse Bill and we are engaging with the Devolved Administrations on the measures necessary to ensure compliance in Scotland and Northern Ireland.

This Government supported The Preventing and Combating Violence Against Women and Domestic Violence (Ratification of Convention) Act 2017, which requires the Secretary of State to lay a report before Parliament on the measures being taken to enable the UK to ratify the Istanbul Convention.

The Government will be publishing this report by 1 November 2017, as required by the Act.

answer text
The Coalition Government signed the Istanbul Convention in 2012 to show its strong commitment to tackling violence against women and girls (VAWG), and this Government remains absolutely committed to ratifying it. Given that in most respects measures already in place to protect women and girls from violence comply with, or go further, than the Convention requires, time taken to ratify the Convention has not impacted on women who experience violence and abuse. Our cross-Government VAWG strategy sets out our ongoing commitment to tackling these crimes, and is underpinned by increased funding of £80 million. The Government has already taken extra-territorial jurisdiction (ETJ) for female genital mutilation and forced marriage, but before the Convention is ratified we need to take ETJ over a range of other offences. We will seek to legislate when the approach to implementing ETJ is agreed and Parliamentary time allows.
more like this
