We have put in place a range of measures for everyone to stay safe as we fight Coronavirus, including those with NRPF.</p><p><strong> </strong>May I thank the Rt Hon member for his continued engagement on this important issue.</p><p>Families with leave under family and human rights routes can apply, free of charge, to have no recourse to public funds conditions lifted. We encourage anyone eligible to submit an application and these will be considered compassionately.</p><p>Practical support such as rent protections and the Coronavirus Job Retention Scheme apply to those with NRPF conditions, and we have allocated more than £3.2billion to local authorities and £750million to charities to support the most vulnerable.</p> more like this

star this property answer text <p>In order to keep overall levels of infection down, as the Government prepares for social contact to increase, a series of measures and restrictions will be introduced at the UK border. This will contribute to keeping the overall number of transmissions in the UK as low as possible.</p><p> </p><p>The Government will require all international arrivals not on a short list of exemptions to self-isolate in their accommodation for fourteen days on arrival into the UK. Where international travellers are unable to demonstrate where they would self-isolate, they will be required to do so in accommodation arranged by the Government.</p><p> </p><p>Further details, and guidance on measures including screening, will be set out shortly, and the measures and list of exemptions will be kept under regular review.</p> more like this

star this property answer text <p>The principle of No Recourse Public Funds (NRPF) was established as far back as 1971 and is a condition which successive governments have applied to those in the UK with temporary immigration status. Migrants here without lawful status are also subject to NRPF.</p><p>NRPF restrictions are an important part of immigration policy designed to assure the public that controlled immigration brings real benefits to the UK, and does not place excessive demands upon the UK’s finite resources. We have no plans to lift or abolish the NRPF condition and have made no estimates of the cost of doing so.</p> more like this

star this property answer text <p>The Government has put in place a range of measures to support people affected by the covid-19 outbreak and we will continue to review the situation to consider if more can be done.</p><p>The Home Office is working closely with other government departments to support people, including migrants with no recourse to public funds, through this crisis We are taking a compassionate and pragmatic approach to an unprecedented situation.</p><p>Migrants with leave under the Family and Human Rights routes can apply to have the restriction lifted by making a ‘change of conditions’ application if there has been a change in their financial circumstances. The Home Office has recently digitised the application form to make sure it is accessible for those who need to remain at home, and I can assure you that the applications are being dealt with swiftly and compassionately.</p><p>The Coronavirus job retention scheme, self-employment income support and statutory sick pay are not classed as public funds for immigration purposes. Contribution-based benefits are also not classed as public funds for immigration purposes. Additionally, measures we have brought forward such as rent and mortgage protections are not considered public funds and can be accessed by migrants with leave to remain.</p>

star this property answer text <p>The safety and health of people in the detention estate is of the utmost importance. We are following all Public Health England guidance and have robust contingency plans in place.</p><p>All immigration removal centres have dedicated health facilities run by doctors and nurses which are managed by the NHS or appropriate providers. The Home Office, its suppliers and NHS England healthcare providers in immigration removal centres are following PHE guidelines for the management of COVID-19.</p><p>Universal testing is not currently recommended under these guidelines for those in detention or those being released. Testing of individuals in immigration detention, including those released from immigration removal centres, will be dependent on individual circumstances.</p><p>There are no cases of Covid-19 in the immigration removal estate at present.</p> more like this

This is subject to several exceptions, including where to do so would be a breach of a person’s ECHR rights or the UK’s obligations under the Refugee Convention.</p><p> </p><p>Where a decision is made to deport, and representations are raised against that decision, an FNO is likely to be granted a right of appeal.
