	answer	answer is ministerial correction date of answer 30/10/2014 answer text <p>It is difficult to draw causality between the Licensing Act 2003 and changing behaviours. The Licensing Act 2003 came into force in November 2005. Data on offences which are ‘alcohol related’ are drawn from the Crime Survey of England and Wales, which asks victims of violent incidents whether they perceived the offender to be under the influence of alcohol at the time of the offence. By this measure, the number of violent incidents considered to be‘alcohol related’ has fallen from around 1.02 million incidents in 2005/06, to around 0.88 million incidents in 2012/13 (a fall of 14%). <br><br>The definition of binge drinking used by the NHS is drinking more than double the lower risk guidelines for alcohol in one session – more than 8 units for men and 6 units for women. The Opinions and Lifestyle survey, published by the Office of National Statistics provides our best measure for this. The data shows that in 2005, 23% of men and 15% of women drank over twice the lower risk guidelines on at least one day in the week before interview. We deplore all religious and racially-motivated attacks. <br><br>Between 2012-13 and 2013-14 recorded race hate crime increased by 4% (an increase of 1,595 offences), and religious hate crime by 45% (an increase of 700 offences). The increase in recorded hate crime shows that more victims are coming forward and that the police are improving the way they identify hate crimes, and we welcome this.<br><br>While religious hate crime data is not broken down by type, monthly police recorded crime data for racially or religiously aggravated offences show an increase following the murder of Lee Rigby in May 2013. <br><br>The Community Safety Trust monitors levels of antisemitism. Their most recent report, published at the end of July covering the period of January to June 2014, highlights that there has been a 36% increase in the number of antisemitic incidents recorded compared to the same period in 2013 (304 incidents in 2014, compared to 223 in 2013).<br><br>When these events occur it is vital that the police take action to engage effectively with communities. Police forces in England, Wales, and Northern Ireland have recently been issued with new guidance for dealing with hate crimes, which includes advice on dealing with incidents and how to monitor and deal with community tensions.<br><br>We have established working groups to tackle antisemitism and anti-Muslim hatred which bring together community representatives and experts from across government to help explore issues affecting these communities.<br><br>Our cross-government action plan brings together the work of a wide range of departments and agencies under three core principles: to prevent hate crimes happening in the first place; to increase reporting and victims’ access to support; and to improve the operational response to hate crimes.</p><p> </p><p> </p><p> </p> answering member constituency Lewes answering member printed Norman Baker question first answered 30/10/2014 11:46:32 answering member 28 label Biography information for Norman Baker

	answer	answer is ministerial correction date of answer 29/10/2014 answer text <p>Border Force is responsible for enforcing anti-smuggling controls at points of entry into Great Britain to detect imports of illegal meat and other products of animal origin arriving from outside the European Union. The Department of Agriculture and Rural Development is responsible for these controls at points of entry into Northern Ireland. <br><br>Border Force seizes animal products that are imported outside the veterinary checks regime under the Trade in Animals and Related Products Regulations 2011 in England and equivalent regulations covering Scotland and Wales. <br><br>Border Force liaises with local authorities when meat is detected arriving from another country within the European Union.<br><br>Border Force operates intelligence led anti-smuggling controls on meat to detect illegal imports carried by arriving passengers, in freight and in postal traffic. Border Force works closely with the Department of Environment, Food and Rural Affairs (Defra) to ensure its targeting is responsive to the latest animal disease risk assessments and changing threats at the border. Most recently Border Force has been involved in the cross government response to the current outbreak of Ebola and has adjusted its targeting of illegal meat to take account of this risk. Border Force also deploys a pool of detector dogs specifically trained to detect illegal meat.<br><br>Border Force treats all meat as potentially hazardous and infected and all seized meat is secured and incinerated strictly in accordance with animal health regulations.<br><br>Meat seized by Border Force will include bushmeat, for which there is no precise definition but is accepted to be the meat of wild animals hunted for food. <br><br>In addition to the enforcement activity carried out at the border, Border Force works closely with the National Crime Agency who can investigate and prosecute serious offenders.
