unstar this property answer text <p> </p><p> </p><p>The Government has made clear that what is illegal offline is illegal online. <br>The specific allocation of resources to different crime types is a matter for <br>the Chief Constables of local police forces, in conjunction with their Police <br>and Crime Commissioner. In addition, the Government is investing £860 million <br>through the National Cyber Security Programme in improving the UK’s cyber <br>security. £70 million of this has already been allocated to improving law <br>enforcement capabilities to respond to cyber crime, with investment at all <br>levels of policing.</p><p> </p><p> </p><p> </p> more like this

unstar this property answer text <p> </p><p> </p><p>Combating cyber crime is a core part of the National Cyber Security Strategy, <br>which is underpinned by the National Cyber Security Programme (NCSP) and £860 <br>million of investment over five years. The Government has so far committed £70 <br>million of NCSP funding to build law enforcement capabilities to tackle cyber <br>crime. This includes the establishment of the National Cyber Crime Unit in the <br>National Crime Agency (NCA), and cyber teams within each of the Regional <br>Organised Crime Units across England and Wales. We are also developing the <br>capability and awareness of local police forces. The NCA has led efforts to <br>arrest and disrupt cyber criminals, including warning individuals who may have <br>access to malicious software that they are known to the agency and that any <br>movement into criminality will result in action. NCSP also funds the Action <br>Fraud, the national reporting service for fraud and financially motivated cyber <br>crime, and the National Fraud Intellligence Bureau. Both of these are run by <br>the City of London Police, the country’s national lead force for fraud <br>investigations. My Rt. Hon. Friend, the Home Secretary, visited the City of <br>London Police earlier this month with the Member for Hove and Portslade in <br>order to see the good work that the force is doing. <br><br>In addition, the Government has introduced a new offence as part of the Serious <br>Crime Bill to capture cyber attacks which cause, or create a significant risk <br>of, serious damage. This will ensure that serious cyber attacks carry <br>sentences that reflect the impact they can have. Where cyber attacks result in <br>loss of life or serious damage to national security, the maximum sentence will <br>be life imprisonment. Where an attack results in serious economic or <br>environmental damage, the maximum sentence will be 14 years’ imprisonment.<br><br>Furthermore, the Department for Business, Innovation and Skills has delivered a <br>range of measures to help protect businesses against cyber crime, including <br>producing best practice guidance, providing innovation vouchers to help <br>businesses boost their cyber defences, and delivering a campaign of <br>awareness-raising and behaviour change activities.</p><p> </p><p> </p><p> </p>

This includes the establishment of the National Cyber Crime Unit in the <br>National Crime Agency (NCA), and cyber teams within each of the Regional <br>Organised Crime Units across England and Wales. <br><br>Almost every cyber crime investigation has an international element and as a <br>result the NCA has prioritised building partnerships with key international <br>partners to better tackle this common cyber threat. To this end, and as a <br>result of NCSP investment, the NCA has deployed a number of International <br>Liaison Officers overseas. The NCA, EU and other international partners (US, <br>New Zealand, Australia and Canada) have agreed common threats and goals which <br>are informing the development of a model for proactive global joint cyber <br>investigations. An example of this approach is the recent US-led investigation <br>into a serious malware threat which saw the UK, under Project TOVAR, play a key <br>role in the disruption of criminal infrastructure and prevention messaging to <br>UK to businesses and the public. Project DISPUTED is an NCA-led investigation <br>which targets the Shylock malware variant, a sophisticated system employed by <br>criminals to steal online banking credentials, targeting the UK banking sector <br>in particular. This is the first project of its kind for a UK law enforcement <br>agency and involves the NCA bringing together partners from across law <br>enforcementand the private sector, including the FBI, Europol and others.</p><p> </p><p> </p><p> </p>

unstar this property answer text <p>This Government has taken firm and far reaching action to reform the use of stop and search powers. In April, the Government announced reforms to the police’s use of stop and search to ensure that this measure is used fairly, effectively and with the support of local communities. When stop and search is misused, it is a waste of police time and undermines police and community relations, making the job of policing more difficult. The voluntary Best Use of Stop and Search Scheme, and other measures announced, are designed to reduce the number of stop and searches and promote the proper and effective use of this power. In addition, we are working to explore the possibility of quick and efficient stop and search data recording through the Emergency Services Mobile Communications Network, which will replace the national Airwave system from 2017. <br><br>This is in addition to action the Government took in 2011 to scrap bureaucratic recording of all stop and accounts and to reduce the number of items recorded from 12 to 7.</p><p> </p><p> </p><p> </p>

unstar this property answer text <p>There are currently no plans to enable third parties to have access to redacted project licence applications made under the Animals (Scientific Procedures) Act 1986 prior to approval. <br><br>The Government only authorises procedures on animals after rigorous checks. Under the 1986 Act there is a statutory requirement for scrutiny by, in the first instance, the Animal Welfare Ethical Review Body at the Establishment where the work will be performed, and then an assessment is made by the Home Office Inspectorate. The Animals in Science Committee may also be asked for advice on specific applications.<br><br>The Inspector’s assessment of an application will include a rigorous harm / benefit analysis which requires access to all of the information in an <br>application. This will take into consideration discussions held with the applicant and knowledge of the establishment where the work will take place. <br>Inspectors use criteria such as the proposed scientific methodology, the resources available to the applicant and their track record with regard to <br>publications and animal use, to determine how likely the benefits are to be delivered. This would form part of the information which may subsequently be redacted. <br><br>Inspectors may also seek further information either from the applicant, from the scientific literature or from specialist knowledge within the Inspectorate to understand the context and the value of those benefits.<br><br>As a consequence the Inspectorate and, when appropriate, the Animals in Science Committee are the only bodies who can advise the Secretary of State on whether, and on what terms, the work should be authorised. <br><br>In the interests of openness and transparency, and to aid public understanding the Home Office publicly committed to publish details of the investigation and outcome of substantial investigations into compliance with the Animals (Scientific Procedures) Act 1986. The first three reports were published on 2 October 2014, and further reports will be published as set out in our publications policy. This decision took effect on 1 December 2014 and on that date the United Kingdom <br>opted out of more than 100 EU police and criminal justice powers.<br><br>On 20 November 2014, following votes in both Houses of Parliament endorsing the Government’s package, the Prime Minister wrote notifying the President of the Council of Ministers of the United Kingdom’s wish to rejoin the 35 vital police <br>and criminal justice measures set out in Command Paper 8897: Decision pursuant to Article 10(5) of Protocol 36 to The Treaty on the Functioning of the European Union.
