star this property answer text <p> </p><p> </p><p>The Coalition Government’s Ending Gang and Youth Violence programme is the <br>first such programme to tackle the issue of gang-affected women and girls. <br><br>Women and girls who come into contact with street gangs are at greater risk of <br>violence, particularly sexual violence. The Home Office has provided £1.2 <br>million funding for 13 Young People’s Advocates over three years (April 2012 – <br>March 2015). The Advocates provide direct support to young women who have been <br>victims, or are at risk of, sexual violence by gangs.<br><br>Action to protect girls from becoming involved in gang-related crime is set out <br>in the ‘Ending Gang and Youth Violence: One Year On’ (November 2012) and <br>‘Ending Gang and Youth Violence Annual Report 2013’ (December 2013) documents.<br><br>The reports are available on the GOV.UK website.<br><br>In addition, I have undertaken targeted visits to identify good practice on the <br>ground.</p><p> </p><p> </p><p> </p> more like this

star this property answer text <p /> <p>In 2012-13, the most recent year for which we have this information, there were 838,026 incidents of domestic abuse, which covers both physical and <br>non-physical abuse, recorded by the police. Data for incidents in which the police took no further action are not collected by the Home Office. <br><br>The latest data from the Crown Prosecution Service show that the volume of domestic violence referrals from the police rose to 103,569 in 2013-14 from 2012-13 which is the highest level since CPS recording began. 72,905 (70.4% of these referrals) were charged, the highest volumes and proportions since CPS recording began in 2007-8. The volume of prosecutions completed in 2013-14 rose to 78,071 - a rise of 7,369 prosecutions(10.4%) from 2012-13. The volume of convictions reached 58,276 - a rise of 5,727 convictions (10.9%) since 2012-13. <br><br>In September 2013, the Home Secretary commissioned Her Majesty’s Inspectorate of Constabulary to undertake a comprehensive review on how the police deal with domestic violence and abuse because she was concerned that the response is inadequate.<br><br>Their report, published in March 2013, exposed significant failings, including unacceptable variations in charging perpetrators of domestic abuse with <br>criminal offences. In response to that report, the Home Secretary established a National Oversight Group, which she is chairing, to drive delivery against HMIC’s recommendations. The Home Secretary also wrote to chief constables making it clear that every police force must have a domestic abuse action plan in place by September 2014.</p><p />

star this property answer text <p> </p><p>As stated in my answer to the Honourable Member of 7 April 2014, Official <br>Report, column 112W, on 12 December 2013 I announced a review by an expert panel to look <br>at how the UK's response to new psychoactive substances, sometimes inaccurately <br>called ‘legal highs', can be enhanced beyond the existing measures. The expert panel includes <br>a senior policy adviser from the Local Government Association to inform the <br>work of the panel from a local government perspective, including whether <br>existing by-laws may be used to tackle this damaging trade. This work is <br>ongoing, and the panel is due to report its recommendations by the end of <br>spring 2014.<br><br>To support local authorities, the Home Office published guidance in December <br>2013 setting out the range of legislative tools local authorities can use to <br>tackle the 'head shops' where these substances are often sold. This was developed in <br>collaboration with the Department for Communities and Local Government, the <br>Local Government Association and the Trading Standards Institute and can be <br>found here: <br>https://www.gov.uk/government/publications/action-against-head-shops<br><br>The guidance covers offences head shops may be committing under the Misuse of <br>Drugs Act 1971, the Intoxicating Substances (Supply) Act 1985, and various <br>consumer protection regulations. <br><br>The Home Office has also provided targeted support to local authorities with <br>testing of new psychoactive substances through the Forensic Early Warning <br>System, to help them take action against the sale of these products by <br>identifying the contents.</p><p> </p>

star this property answer text <p> </p><p>In December 2013 the Home Office published guidance for local authorities which sets out the range of legislative tools they can use to tackle the 'head shops' <br>where legal highs are often sold. This was developed in collaboration with the Department for Communities and Local Government, the Local Government Association and the Trading Standards Institute. The guidance covers offences head shops may be committing under the Misuse of Drugs Act 1971, the Intoxicating Substances (Supply) Act 1985, and various consumer protection regulations.<br><br>The Home Office also provides local authorities and their trading standards officers with technical and financial support with drug testing through the Forensic Early Warning System. This supports local authorities in their action against the sale of legal highs by helping them to identify the contents of legal high products. To date, we have brought well over 250 substances under control through the use of ‘generic' legislation and temporary class drug orders. We also work closely with law enforcement to tackle this reckless trade. Concerted action, started in November 2013, has so far resulted in over 40 arrests and seizures of new psychoactive substances, including 9 kilograms by Kent Police. <br><br>Last summer we also ran a targeted communications campaign to raise awareness of the risks in taking new psychoactive substances amongst young people; providing information on these substances through our FRANK online service. <br><br>However, we accept that more can be done, hence my announcement on 12 December 2013 of a review by an expert panel to look at how the UK's response to new psychoactive substances can be enhanced beyond the existing measures. The expert panel includes a senior policy advisor from the Local Government Association to inform the work of the panel from a local government perspective. The panel is due to report its recommendations by the end of spring 2014.</p><p> </p>

star this property answer text <p> </p><p>Tackling all forms of hate crime, including that motivated by hatred of a person's sexual orientation or transgender identity is an issue the coalition Government takes very seriously. <br><br>On 1 May 2014 we published 'Challenge it, Report it, Stop it - Delivering the Government's Hate Crime Action Plan'. This progress report provides an overview of our achievements since the action plan was first published in March 2012 and sets out our key priorities for the remainder of this Parliament. A specific action in the plan includes tackling homophobia and transphobia in sports.<br><br>We are meeting the coalition commitment to improve the recording of hate crimes motivated by sexual orientation and transgender identity and are working with the police and other partners to encourage more victims to come forward. We have supported voluntary sector organisations to develop third party reporting services for LGBT victims.</p><p> </p> more like this

star this property answer text <p> </p><p>The report by Her Majesty's Inspectorate of Constabulary (HMIC) on the police <br>response to domestic abuse, published in March 2014, clearly set out the <br>importance of using new technology to help protect victims of domestic abuse. <br>Whilst it is an operational matter for chief constables on procuring <br>technology, we are aware that the TecSOS system is used by 16 police <br>forces across England and Wales.<br><br>Through the National Oversight Group, set-up and chaired by the Home Secretary <br>to drive delivery against the HMIC recommendations, the Government is ensuring <br>that best practice on the use of new technology, like TecSOS, is identified and <br>shared so that the policing of domestic abuse is robust.<br><br>As part of its commitment to support high risk victims of domestic abuse, the <br>Government part-funds 144 Independent Domestic Violence Advisors and 54 <br>Multi-Agency Risk Assessment Conference co-ordinator posts. This funding <br>amounts to £3.4 million per year.</p><p> </p>
