The UK condemns the Iranian authorities’ crackdown on protestors, journalists and internet freedom. The use of violence in response to the expression of fundamental rights, by women or any other members of Iranian society, is wholly unjustifiable.</p><p>On the 10<sup>th</sup> October, the Foreign, Commonwealth and Development Office announced sanctions on senior security and political figures in Iran and the Morality Police. The Morality Police has been sanctioned in its entirety, as well as both its chief, Mohammed Rostami Cheshmeh Gachi and the Head of the Tehran Division Haj Ahmed Mirzaei. The situation is very complex and presents significant challenges, including how those who are eligible for resettlement in the UK can leave Afghanistan. This includes the eligible family members of those being resettled under the ACRS. Where relevant, all Government departments include climate change impact as part of their policy development and analysis.</p><p>Initial analysis suggests that climate extremes and environmental degradation are often amplifiers of other principal migration drivers.</p><p>Climate change is not covered in the Refugee Convention as grounds for a well-founded fear of persecution and we do not have any plans to broaden this definition. We recognise however, that climate change will increasingly become a significant factor in driving migration. For those who do not qualify for refugee status, we consider whether they are at risk of serious harm and are in need of protection on humanitarian grounds. This ensures that we do not remove anyone who faces persecution or serious harm on return to their country of origin. 	answer	answer is ministerial correction date of answer 27/05/2021 answer text <p>The Government is using every possible channel to encourage everyone who is eligible for the EU Settlement Scheme (EUSS) to apply.</p><p>The Home Office is currently working with HMRC and DWP to encourage EU, EEA and Swiss citizens who receive benefits to apply to the EUSS if they have yet to do so. Letters are being sent out to encourage recipients to apply to the EUSS to protect their existing rights in the UK before the deadline of 30 June 2021.</p><p>In trying to reach as many people as possible, there may be a small number of instances where these letters are sent to recipients who are naturalised as a British citizen. The letter may also be received by a small number of individuals who have already applied to the EUSS, for example because they applied after the initial exercise with DWP or HMRC was completed, but before the letter was sent out. The letter makes clear anyone who is a British citizen or already has EUSS status does not need to take any action.</p><p>As of 30 April 2021, 4.9m grants of EUSS status have been made. The Modern Slavery Act 2015 gives law enforcement agencies the tools to tackle modern slavery, including potential maximum sentences of life imprisonment for perpetrators and specific support and protection for victims, including children. £17.8 million of dedicated funding has been provided to the police since 2016, helping to improve the police’s ability to identify victims and to investigate and prosecute the perpetrators and we are investing up to £145 million over three years to tackle drugs supply and county lines activity. The Prevention Programme in England and Wales also delivers tailored interventions, based on police intelligence, to improve multi-agency collaboration in prevention of all exploitation types and help identify hot spot locations, priority areas and specific threats in each region.</p><p> </p><p>The identification of a child who is a potential victim of modern slavery, or is at risk of being a victim, should always trigger the agreed local child protection procedures to ensure the child’s safety and welfare, and to enable the police to gather evidence about abusers and coercers. 	answer	answer is ministerial correction date of answer 29/04/2019 answer text <p>The Government recognises the valuable contribution that international workers make to our important NHS and to the social care sector and we are determined to ensure that the future immigration system is efficient and able to respond to needs.</p><p><br>In December 2018, we set out our proposals for the future immigration system in “the UK’s future Skills-based Immigration System” White Paper. The White Paper proposals include a new route for skilled workers which will be open to anyone at RQF level 3 (A-Level and equivalent) and above, irrespective of where they are applying from. This route will not be capped and employers will not be required to carry out a Resident Labour Market Test for higher skilled roles.</p><p><br>The White Paper also includes, as a transitional measure, a route for temporary workers which will be open to anyone from qualifying countries, at any skill level, for up to 12 months. We do not intend to impose a cap on the number of people wishing to use this route.</p><p><br>The White Paper is the start of a new national conversation and we have launched a year-long engagement programme over 2019 to take the views of a range of stakeholders across the UK, including the health and social care sector. 	answer	answer is ministerial correction date of answer 10/01/2023 answer text <p>The Disclosure and Barring Service (DBS) operates to published service standards of completing 80% of Basic checks within 2 days, 80% of Standard checks within 14 days, and 80% of Enhanced checks within 14 days.</p><p> </p><p>DBS’ year-to-date performance up to 31 October 2022 has been positive, providing 88% of Basic checks within 2 days, 95.2% of Standard checks within 14 days, and 79.5% of Enhanced checks within 14 days. These attainments apply to applications across all employment sectors, including the care sector. Furthermore, DBS is working closely with police forces to improve turnaround times for Enhanced checks.</p><p> </p><p>In addition, DBS provides an Update Service which allows:</p><ul><li>individuals to subscribe so they can keep their standard or enhanced certificates up-to-date; and</li><li>employers to check that person’s certificate online.</li></ul><p> </p><p>This service may reduce the need to apply for multiple certificates when individuals move from one job to another in the same workforce, or when a re-check is required, as employers can carry out a quick online status check to see if an individual’s certificate is still up-to-date. This service may be of significant benefit for individuals that work within the social care sector.</p><p>DBS also provides an ‘adult first check’ service to employing organisations in the care sector. Employers can request the result of a check of DBS’ list of barred adults, ahead of the completion of an Enhanced application. Depending on the result, a person can be permitted to start work with vulnerable adults, under supervision, before the result of an Enhanced DBS check.</p><p>Although DBS does not provide automatic progress updates during the processing of applications. Currently, in total, there are eight paramedical/medical trained staff on site by day, in a fully equipped medical centre. In addition, there are three Emergency Department Consultant doctors providing clinical cover at the site; and a Consultant is on site during the day between 0800-2000hrs, with on-call cover provided overnight.</p><p><strong> </strong></p><p><strong>b)</strong></p><p>All immigration removal centres (IRC) have dedicated health facilities run by doctors and nurses which are managed by the NHS or appropriate providers. All receptions into IRCs receive an assessment within two hours by a nurse and are offered a doctor’s appointment within 24 hours. In addition to published guidance, staff at all centres are also given training and support to proactively identify and act upon indicators of vulnerability at the earliest opportunity. Welfare teams are onsite at every IRC to assist detained individuals in accessing support specific to their needs.</p><p><strong>c)</strong></p><p>Asylum seekers have full access to NHS health service upon arrival in the UK. The Home Office and its accommodation providers work closely with partners across public health. We have worked closely with NHS to ensure that service users are signposted to register with GP’s as quickly as possible and that access to Health Screenings offered by individual practices are signposted to service users new to contingency hotels in boroughs.</p><p> </p><p>All Home Office staff and contractors engaging with asylum seekers are trained to adopt a risk-based approach towards potential indications of vulnerability and to refer relevant cases onto the Safeguarding Hub, a dedicated resource assigned to identifying and safeguarding vulnerable asylum seekers. The Safeguarding Hub works closely with the statutory agencies to signpost vulnerable customers for support with their health and social care needs.</p><p> </p><p>On 25 June we and DHSC set up a National Asylum Seeker Steering Group (NASHSG) and associated subgroups. 	answer	answer is ministerial correction date of answer 14/07/2022 answer text <p>Taking rape and sexual violence is a key priority for this Government.</p><p>Through the Rape Review, we took a hard and honest look at how the entire criminal justice system deals with rape and in too many instances it simply has not been good enough. Our accompanying Action Plan set out a robust programme of work to drive the necessary improvements in the criminal justice system’s handling of adult rape cases.</p><p>Our action includes investing £6.65 million in Operation Soteria (2021-23) which will inform the development of a national operating model for the investigation of rape by the police which will be available to all forces in June 2023. This includes work to raise the quality of police case files. For example, enhanced scrutiny panels with representatives from both the police and Crown Prosecution Service (CPS) have been in established in Operation Soteria areas to scrutinise casework and check whether quality decisions on individual cases are being made. The CPS will over the next 6 months be developing a file quality metric which will measure the quality of file cases and will provide insight on where issues need to be addressed.</p><p>The most recent figures show that police recorded offences of rape increased by 21% across the whole year ending December 2021 and now stands as the highest ever recorded annual figure to date (67,125 offences). The Statutory Guidance, which sets out clearly the stringent checks that the police need to undertake when assessing the suitability of firearms licence applicants, was refreshed on 14 February following a review after its first year in operation.</p><p>Those who are licensed to possess firearms must not pose a danger to themselves or others and the Statutory Guidance sets out the additional checks the police must carry out in relation to domestic abuse where there is information that this is relevant. Depending on the individual case, these checks should include interviews with partners, relatives or friends or others living at the address, as well as interviews with previous partners and checks with the force domestic abuse unit and Multi-Agency Safeguarding Hubs. Cracking down on anti-social behaviour works in tandem with this government’s priorities to prevent more murders, drive down violent crime, including against women and girls, and burglaries.</p><p>This plan is backed by £160m of funding. This includes up to £60m to fund an increased police and other uniformed presence to clamp down on anti-social behaviour, targeting hotspots. Initially we will work with 10 police force areas, but from 2024 will support a hotspot approach across every police force area in England and Wales, which will see thousands of additional patrols taking place in places blighted by anti-social behaviour. It will be for the relevant Police and Crime Commissioners to determine the allocation of spending within their areas,.</p><p>The areas have been chosen to ensure that those areas with the greatest need when it came to tackling anti-social behaviour were able to benefit from pilot funding while ensuring there was sufficient geographical spread to allow the pilots to provide evidence for its likely impact across all of England and Wales.<strong><br> </strong></p><p>There will be up to £5m to boost investment in green spaces in areas most in need, restoring parks and green spaces, giving more people access and improving pride in place.</p><p>We are on target to recruit 20,000 additional police officers by the end of March 2023. However, tackling anti-social behaviour is not just a police matter. It requires a strong and effective partnership response from all agencies working together to drive down anti-social behaviour. The measures we have outlined in the plan ensure the police, local authorities and other agencies have a wide range of powers and tools to deal with every situation of anti-social behaviour that may arise.</p><p>One of the commitments outlined in the Beating Crime Plan was to establish the principles required for a strong and effective partnership response to anti-social behaviour, working with PCCs, local authorities and other partners to help set expectations for local agencies, so that they work together to address ASB issues, including dealing with persistent offenders. This was published in July 2022.</p><p>We provided the police, local authorities and other local agencies with a range of flexible tools and powers that they can use to respond quickly and effectively to ASB through the Anti-social Behaviour, Crime and Policing Act 2014 including closure orders if there are reasonable grounds that the use of a particular premises has resulted or is likely to result in nuisance to members of the public and the notice is necessary to prevent the nuisance or disorder from continuing, recurring or occurring.</p><p>We have an ambitious programme of activity underway to tackle alcohol-related crime and work with police and licensing stakeholders to ensure thriving and safe night-time economies. We are piloting a training programme to help frontline practitioners identify where alcohol misuse and domestic abuse are co-occurring and to facilitate greater join-up with GPs and police.</p><p>In March 2022, we published the cross-Government Tackling Domestic Abuse Plan. The Plan will seek to transform the whole of society’s response in order to prevent offending, support victims and pursue perpetrators, as well as to strengthen the systems processes in place needed to deliver these goals.</p><p>The Plan invests over £230 million of cross-Government funding into tackling this heinous crime. This includes over £140 million for supporting victims and over £81 million for tackling perpetrators.</p><p>Some of the commitments we have delivered to date includes:</p><ul><li>Publishing a set of tools to measure the effectiveness of interventions that support children of domestic abuse.</li><li>Doubling the funding for the National Domestic Abuse Helpline, and increasing funding for all the national helplines.</li><li>Published the Women’s Health Strategy.</li><li>Introduced commissioning standards across all victim support services through the Victims Funding Strategy.</li></ul><p>We have published research reports alongside the ASB Action Plan. The findings from the research highlight evidence and best practice examples. We know the serious impact that persistent ASB can have on both individuals and the wider community.</p><p>On 27 March we published the ASB Action Plan. The ASB Action Plan commits to tackling ASB across five key themes: stronger punishment, making communities safer, building local pride, prevention and early intervention, improving data, reporting and accountability for action. Cracking down on anti-social behaviour works in tandem with this government’s priorities to prevent more murders, drive down violent crime, including against women and girls, and burglaries.</p><p>This plan is backed by £160m of funding. This includes up to £60m to fund an increased police and other uniformed presence to clamp down on anti-social behaviour, targeting hotspots. Initially we will work with 10 police force areas, but from 2024 will support a hotspot approach across every police force area in England and Wales, which will see thousands of additional patrols taking place in places blighted by anti-social behaviour. It will be for the relevant Police and Crime Commissioners to determine the allocation of spending within their areas,.</p><p>The areas have been chosen to ensure that those areas with the greatest need when it came to tackling anti-social behaviour were able to benefit from pilot funding while ensuring there was sufficient geographical spread to allow the pilots to provide evidence for its likely impact across all of England and Wales.<strong><br> </strong></p><p>There will be up to £5m to boost investment in green spaces in areas most in need, restoring parks and green spaces, giving more people access and improving pride in place.</p><p>We are on target to recruit 20,000 additional police officers by the end of March 2023. However, tackling anti-social behaviour is not just a police matter. It requires a strong and effective partnership response from all agencies working together to drive down anti-social behaviour. The measures we have outlined in the plan ensure the police, local authorities and other agencies have a wide range of powers and tools to deal with every situation of anti-social behaviour that may arise.</p><p>One of the commitments outlined in the Beating Crime Plan was to establish the principles required for a strong and effective partnership response to anti-social behaviour, working with PCCs, local authorities and other partners to help set expectations for local agencies, so that they work together to address ASB issues, including dealing with persistent offenders. This was published in July 2022.</p><p>We provided the police, local authorities and other local agencies with a range of flexible tools and powers that they can use to respond quickly and effectively to ASB through the Anti-social Behaviour, Crime and Policing Act 2014 including closure orders if there are reasonable grounds that the use of a particular premises has resulted or is likely to result in nuisance to members of the public and the notice is necessary to prevent the nuisance or disorder from continuing, recurring or occurring.</p><p>We have an ambitious programme of activity underway to tackle alcohol-related crime and work with police and licensing stakeholders to ensure thriving and safe night-time economies. We are piloting a training programme to help frontline practitioners identify where alcohol misuse and domestic abuse are co-occurring and to facilitate greater join-up with GPs and police.</p><p>In March 2022, we published the cross-Government Tackling Domestic Abuse Plan. The Plan will seek to transform the whole of society’s response in order to prevent offending, support victims and pursue perpetrators, as well as to strengthen the systems processes in place needed to deliver these goals.</p><p>The Plan invests over £230 million of cross-Government funding into tackling this heinous crime. This includes over £140 million for supporting victims and over £81 million for tackling perpetrators.</p><p>Some of the commitments we have delivered to date includes:</p><ul><li>Publishing a set of tools to measure the effectiveness of interventions that support children of domestic abuse.</li><li>Doubling the funding for the National Domestic Abuse Helpline, and increasing funding for all the national helplines.</li><li>Published the Women’s Health Strategy.</li><li>Introduced commissioning standards across all victim support services through the Victims Funding Strategy.</li></ul><p>We have published research reports alongside the ASB Action Plan. The findings from the research highlight evidence and best practice examples. We expect local partners to work together to deliver a multi-agency approach to tackling anti-social behaviour and delivering the proposals set out in this plan. 	answer	answer is ministerial correction date of answer 18/10/2023 answer text <p>On 28 August, the Home Secretary announced that police forces across England and Wales have committed to pursuing all leads where there is a reasonable chance it could result in catching a perpetrator and solving a crime. This commitment applies to all crime types, meaning all material and potential evidence should be considered when there is information to suggest the offender could be identified. New guidelines and updated authorised professional practice on investigation from the College of Policing provide clear direction on applying a consistent standard of service to have the greatest chance of securing a positive outcome for a victim.</p><p>His Majesty’s Inspectorate of Constabulary and Fire &amp; Rescue Services will use their existing inspections framework to assess how thoroughly forces are investigating crime, including whether they follow all reasonable lines of enquiry. We will closely monitor their findings and engage closely with the NPCC on implementation of the new College of Policing guidelines and updated authorised professional practice.</p><p>Operational decisions are a matter for individual police chiefs and their force, and each incident is looked at on a case-by-case basis on the evidence available and in proportion to the crime.
