Team structures and deployment of officers within police forces are rightly decisions for Chief Constables, working with their democratically accountable Police and Crime Commissioners.</p><p>We recognise the need for police forces to be properly equipped to deal with the changing nature of crime. 	answer	answer is ministerial correction date of answer 14/09/2018 answer text <p>Following the judgment in PK(Ghana) officials were instructed to temporarily defer most decisions on whether to grant discretionary leave to remain to trafficking victims. This was to enable new guidance to be prepared that would take account of the findings of the Court.</p><p>Grants of discretionary leave continued to be made if it was found that a grant was necessary to enable a trafficking victim to seek compensation through the courts or to assist the police with a criminal investigation or prosecution. Victims also continued to be granted leave if they qualified for refugee status or under other provisions in the Immigration Rules.</p><p>The new guidance was published on 8 August 2018 and normal decision making has therefore resumed. Due to the potential to harm on-going criminal investigations or future prosecutions and the confidentiality attached to mutual legal assistance, it would not be appropriate to share further information.</p><p>I reiterate the statement by the Minister of State for Security on 23 July (Official Record 23 July column 725) who sought to reassure the House that our long-standing position on the use of the death penalty has not changed. The UK has a long-standing policy of opposing the death penalty as a matter of principle regardless of nationality. We made forced marriage a criminal offence in 2014 to better protect victims and send a clear message that this abhorrent practice is totally unacceptable and will not be tolerated in the UK.</p><p>The joint Foreign &amp; Commonwealth Office and Home Office Forced Marriage Unit (FMU) operates a public helpline to provide advice and support to victims, those at risk, and professionals.
