star this property answer text <p>Cyber security, including cyber crime, is a top priority threat to national security.<strong> </strong>This is why the National Cyber Security Strategy 2016-2021 is supported by £1.9billion of transformational investment. We have boosted the capabilities of the National Crime Agency’s National Cyber Crime Unit by increasing their ability to investigate the most serious cyber crime, and we are continuing to invest in the cyber teams within each of the Regional Organised Crime Units across England and Wales.</p><p>We have also established the National Cyber Security Centre which manages national cyber security incidents, carries out real-time threat analysis and provides tailored sectoral advice. We have invested in regional cyber crime prevention coordinators, who engage with SME’s and the public to provide bespoke cyber security advice based on the latest technical understanding from the National Cyber Security Centre.</p><p>Driving up cyber knowledge and expertise at the local policing level is also extremely important. The College of Policing provides a range of courses for police officers and staff on cyber crime. The College are also working on behalf of the Home Office to create the Cyber Digital Career Pathways project. This project will create a Cyber Digital Investigation Profession across all of law enforcement, providing a career pathway and professional certification for Cyber Digital Investigation Professionals.</p><p>The Home Office delivers the Government’s Cyber Aware campaign which encourages the public and small businesses to adopt simple behaviours which will help protect them against the majority of cyber threats. Most recent activity to educate the public on the cyber threat and how they can protect themselves includes the #OneReset campaign to encourage greater use of a strong and separate password for primary email accounts, and, launching on 1 March 2018, a new research report entitled “<em>A Call to Action: The Cyber Aware Perception Gap”</em>, which outlines the need for, and benefit of, a collaborative effort to increase the adoption of cyber secure behaviour.</p>

star this property answer text <p>Between April 2015 and March 2018 there were 21,042 referrals to Prevent in England and Wales, of which 3,039 related to right wing extremism. These referrals come from frontline practitioners, police and the public.</p><p>In 2015/16, 759 (10%) of the 7,631 referrals related to right wing extremism. In 2016/17 968 (16%) of the 6,093 referrals related to right wing extremism. In 2017/18 1312 (18%) of the 7,318 referrals related to right wing extremism. This reflects a 73% increase in the number of referrals relating to right wing extremism over the previous three years.</p><p>It is also worth noting the breakdown of individuals who later go on to receive support on Channel in England and Wales. In 2015/16, 26% of those that received support on Channel related to right wing extremism. This increased to 44% in 2017/18, marking a significant increase in the proportion of right wing extremist Prevent referrals going on to receive support on Channel.</p><p>Prevent explicitly addresses all forms of terrorism, including when it is inspired by the ideologies of right wing extremism. The Home Office will continue to allocate resource against the areas of highest risk.</p>

star this property answer text <p>Where there is evidence that crimes have been committed, foreign fighters should be brought to justice in accordance with due legal process. The UK takes extra-territorial jurisdiction for most terrorism offences, so that we are able to prosecute people in the UK for terrorism activity undertaken overseas if this is appropriate.</p><p> </p><p>There are also other criminal offences, including murder, for which the UK takes extra-territorial jurisdiction. Criminal investigations and decisions to prosecute depend on the circumstances of each individual case and are a matter for the police and CPS.</p><p> </p><p>There will be occasions where evidence against suspects means that the most appropriate jurisdiction to prosecute is not the UK in which case UK law enforcement will assist when required, subject to a range of safeguards.</p> more like this

We are reviewing our entire approach to counter-terrorism and will publish a new counter-terrorism strategy. star this property answer text <p>Prevent does not target a specific faith or ethnic group. The Prevent Programme is fundamentally about safeguarding and supporting vulnerable individuals to stop them from becoming terrorists or supporting terrorism. Prevent is implemented in a proportionate manner that takes into account the level of risk in any given area or institution.</p><p>The introduction of the Prevent Duty has embedded consideration of the risk of radicalisation in the day-to-day work of frontline statutory partners. We are equipping frontline professionals through Prevent training with the skills and knowledge to help them understand better the role that they can play in countering radicalisation and refer individuals they are concerned about.</p> more like this

star this property answer text <p>The UK Government has a robust legislative framework which gives operational partners the powers they need to take appropriate action. Most recently the UK’s capacity for undertaking terrorist offences was extended by the Counter-Terrorism and Border Security Act which gained Royal Assent in February this year. The Act strengthened sections 12 (inviting support) of the Terrorism Act 2000 (TACT) by making it an offence to recklessly express support for a proscribed organisation. It also strengthened section 13 (wearing or displaying an item) of TACT to include publishing an image of an item.</p><p>There are also a number of other offences available to the police which may be relevant in disrupting individuals from disseminating material from proscribed terror groups, including: encouragement of terrorism, contrary to section 1 Terrorism Act 2006; and disseminating terrorist publications, contrary to section 2 Terrorism Act 2006</p><p>It would be for the police and CPS to investigate and charge any offences, as appropriate.</p>

The Duty requires all local authorities, including Havering, to stop people becoming terrorists or supporting terrorism.</p><p>A Home Office peer review of Havering’s delivery of the Prevent duty in January 2019 found that Havering had a strong approach to delivering the Prevent programme, which aims to prevent vulnerable individuals being drawn into terrorism. The Borough has a wide training and engagement programme for schools, colleges, childcare providers and children’s services. Those deemed most at risk of radicalisation are supported through Havering’s Channel Panel, with holistic needs addressed through the Multi-Agency Safeguarding Hub (MASH).</p> more like this

star this property answer text <p>The Home Secretary has met with representatives of social media companies both bilaterally at meetings in Silicon Valley and at multi lateral fora, such as the Global Internet Forum to Counter Terrorism summit, where he has continued to press companies to do more to respond to the threat of terrorism online.</p><p>The Security Minister has also met with industry representatives at the G7 Interior Ministers meeting in Toronto in 2018.</p><p>This Government has been clear there should be no safe spaces online for terrorists and extremists to operate. The UK has been at the forefront of the online battle against the threat of terrorist and extremist content. My officials work closely with industry to encourage them to do more to proactively respond, and to develop innovative solutions to tackle this problem.</p><p>But there is still more to do. A White Paper will be published shortly, setting out measures to tackle online harms, including terrorist content.</p> more like this
