answer text <p>The Department provides loans to National Health Service trusts and foundation trusts for both capital investment and to support revenue expenditure.</p><p> </p><p>Interim revenue loans are provided to NHS providers to help protect the continuity of patient services and to ensure those organisations in financial deficit or distress have time and space to develop plans for return to a sustainable financial path.</p><p> </p><p>Interest rates on loans vary based on the purpose of the loan and provider’s circumstances. The same interest rates are applied to NHS trusts and foundation trusts irrespective of region.</p><p> </p><p>National Loan Fund rates are applied to normal course of business loans which includes capital investment. For those that are in receipt of interim financial support, the interest rates charged on loans are either 1.5%, 3.5% or 6%. The 6% rate is reserved for those trusts in Financial Special Measures (FSM). However, those that deliver three months of NHS Improvement benchmarked performance while in FSM are reduced to 3.5% on further loans. answer text <p>The Department has not made an assessment of this recommendation. The Government announced its long term financial settlement for the National Health Service in June. This will represent an increase of £20.5 billion in real terms by 2023/24. The Government has asked the NHS to develop a long-term plan which will set out a vision for the health service and ensure every penny is well spent. Government has been clear that better access to mental health services, to help achieve the government’s commitment to parity of esteem between mental and physical health, is one of the principles which must underpin the plan.</p><p> </p><p>The 2018 Budget set out some of aspects of what the long-term plan will contain, and further details will follow when the plan is published in due course.</p> more like this

answer text <p>The Department and entities within its accounting boundary report on the basis of European Union Adopted International Financial Reporting Standards as interpreted and adapted for the public sector by HM Treasury’s Financial Reporting Manual.</p><p> </p><p>Debt is not a specific classification of liability that is reported by entities including National Health Service foundation trusts.</p><p> </p><p>To provide a total liability amount for NHS foundation trusts, either current and payable within 12 months or non-current and due to be settled beyond 12 months from the end of the financial year, would therefore include items which the Department would not expect to be viewed as debt.</p><p> </p><p>For this reason, the Department has interpreted the term ‘debt’ to refer to outstanding balances on loans both with the Department and with Other Entities. The attached table identifies the total level of loans outstanding for NHS foundation trusts as at 31 March 2018, on a current and non-current basis.</p><p> </p><p>Loans held with the Department are eliminated on consolidation to arrive at the Group’s Consolidated Statement of Financial Position. As part of presenting a consolidated set of accounts, all intra group activity (including income, expenditure, assets and liabilities generated by intra group trading) is eliminated, so as to not overstate the Group position. For individual NHS foundation trusts these loans with the Department represent a debt, but this is not the case in regards to the Group position presented in the Department’s Annual Report and Accounts as balances held and transactions related to the loans held are eliminated.</p>

answer text <p>The Department has reviewed the cost to the National Health Service in England of treating those who pay the surcharge, and estimates that the NHS spends on average £470, per surcharge payer, per annum.</p><p> </p><p>The Department looked at actual data on surcharge-payers who use the NHS and their length of stay in the United Kingdom between April 2015 and December 2017 inclusive, and estimated the NHS costs of treating the average surcharge payer.</p><p> </p><p>The estimated average primary and secondary care cost across all surcharge payers including those who did not access health services was around £470 per person per annum.</p> more like this

answer text <p>Where a local National Health Service children and young people’s mental health service rejects a referral, the young person or their carers should be signposted to appropriate support elsewhere, as not all referrals are appropriate for NHS specialist help. We are increasing access to NHS services and aim for an additional 70,000 children and young people a year to receive access to specialist mental health treatment by 2020/21, and we have put the first waiting time standards in place for children and young people’s mental health.</p> more like this
