answer	answer is ministerial correction date of answer 27/11/2018 answer text <p>The Department provides loans to National Health Service trusts and foundation trusts for both capital investment and to support revenue expenditure.</p><p> </p><p>Interim revenue loans are provided to NHS providers to help protect the continuity of patient services and to ensure those organisations in financial deficit or distress have time and space to develop plans for return to a sustainable financial path.</p><p> </p><p>Interest rates on loans vary based on the purpose of the loan and provider’s circumstances. The same interest rates are applied to NHS trusts and foundation trusts irrespective of region.</p><p> </p><p>National Loan Fund rates are applied to normal course of business loans which includes capital investment. For those that are in receipt of interim financial support, the interest rates charged on loans are either 1.5%, 3.5% or 6%. The 6% rate is reserved for those trusts in Financial Special Measures (FSM). However, those that deliver three months of NHS Improvement benchmarked performance while in FSM are reduced to 3.5% on further loans. The Government announced its long term financial settlement for the National Health Service in June. This will represent an increase of £20.5 billion in real terms by 2023/24. The Government has asked the NHS to develop a long-term plan which will set out a vision for the health service and ensure every penny is well spent. answer	answer is ministerial correction date of answer 14/11/2018 answer text <p>The Department and entities within its accounting boundary report on the basis of European Union Adopted International Financial Reporting Standards as interpreted and adapted for the public sector by HM Treasury’s Financial Reporting Manual.</p><p> </p><p>Debt is not a specific classification of liability that is reported by entities including National Health Service foundation trusts.</p><p> </p><p>To provide a total liability amount for NHS foundation trusts, either current and payable within 12 months or non-current and due to be settled beyond 12 months from the end of the financial year, would therefore include items which the Department would not expect to be viewed as debt.</p><p> </p><p>For this reason, the Department has interpreted the term ‘debt’ to refer to outstanding balances on loans both with the Department and with Other Entities. The attached table identifies the total level of loans outstanding for NHS foundation trusts as at 31 March 2018, on a current and non-current basis.</p><p> </p><p>Loans held with the Department are eliminated on consolidation to arrive at the Group’s Consolidated Statement of Financial Position. As part of presenting a consolidated set of accounts, all intra group activity (including income, expenditure, assets and liabilities generated by intra group trading) is eliminated, so as to not overstate the Group position.
