answer	answer is ministerial correction date of answer 12/03/2018 answer text <p>NHS England undertook a study into how the proposals in the consultation <em>Conditions for which over the counter items should not routinely be prescribed in primary care: A Consultation on guidance for CCGs </em>might affect at-risk groups by accompanying the consultation with a full Equality and Health Inequalities Impact Assessment. The Impact Assessment, <em>Equality and Health Inequalities – Full Analysis Form – Conditions for which over the counter items should not routinely be prescribed in primary care</em> sets out how the proposals may affect groups protected by the Equality Act 2010 and those people on low income and ethnic minorities, including those at-risk groups, as set out in National Institute for Health and Care Excellence guidelines. Copies of the consultation and Impact Assessment are attached.</p><p>In the summer months most people should be able to get all the vitamin D they need from sunlight on the skin. It is also found in some foods – oily fish, red meat, liver, egg yolks and fortified foods – such as most fat spreads and some breakfast cereals.</p><p>The Advisory Committee on Borderline Substances states that vitamins and minerals should be prescribed only in the management of actual or potential vitamin or mineral deficiency, and are not to be prescribed as dietary supplements. We understand that NHS England’s current consultation is in line with this. Ultimately it is for clinical commissioning groups (CCGs), who are primarily responsible for commissioning diabetes services, to meet the requirements of their population. In doing so, CCGs need to ensure that the services they provide are fit for purpose, reflect the needs of the local population and are based on the available evidence and take into account national guidelines.</p><p>Reducing variation in the management and care of people with diabetes by 2020 is an objective included in the NHS England mandate. The NHS RightCare diabetes pathway shows the core components of an optimal diabetes service, as well as evidence of the opportunity to reduce variation. The current National Framework, published in November 2012, will continue to be in place until that time.</p><p> </p><p>This revised 2018 National Framework follows an extensive period of external engagement with stakeholders, across the NHS, local authorities, and patient representative groups. The 2018 National Framework has been collaboratively written by the Department, NHS England and local authorities.</p><p> </p><p>The update incorporates a new structure that is intended to provide clarity, reflect legislative changes such as the Care Act 2014, and includes minor clarifications on policy areas.
