The University of York is carrying out a comprehensive evaluation funded by the National Institute of Healthcare Research.</p><p> </p><p>The Health Foundation’s Improvement Analytics Unit has also conducted a quantitative assessment of the impact of surgical hubs, with the results to be published later this month. However, as many of the hubs have only recently introduced the data codes, NHS England have limited data available for the last 12 months, and much of this new data submission is still being validated. The product information for gabapentin, approved by the Medicines and Healthcare products Regulatory Agency (MHRA), provides information to support the prescribing of the medication including recommendations for dose, duration of use, as well as gradual reduction when stopping. The Department promotes this through online platforms such as the NHS.UK website, and the Talk to FRANK online resource. Local authorities promote these guidelines as part of their public health duties.</p><p>The Department for Education’s statutory guidance, Relationships education, relationships and sex education and health education, became mandatory in September 2020. The 2016 Public Health England publication, The public health burden of alcohol: evidence review, reviewed effective policies for reducing alcohol harms in countries who are members of the Organisation for Economic Co-operation and Development. Officials in the Department frequently engage with international colleagues, and those in the devolved administrations, to exchange ideas, experience, and evidence when developing new policies.</p><p>The Government was involved in the work by the World Health Organization (WHO) to develop an action plan to strengthen the implementation of the Global Strategy to Reduce the Harmful Use of Alcohol. We were pleased that the action plan was adopted at the 75th World Health Assembly in May 2022. answer	answer is ministerial correction date of answer 07/05/2024 answer text <p>We have a range of metrics which we monitor to assess the success of our work to reduce alcohol harm, including the Health Survey for England. The Government takes a wide-ranging approach to addressing alcohol-related harms, including promoting the United Kingdom’s Chief Medical Officer’s low risk drinking guidance. Approximately 80% of adults drink within the guidelines of 14 units of alcohol a week.</p><p>Population level alcohol consumption has remained stable over recent years. Among children aged 11 to 15 years old, alcohol consumption has decreased significantly in the last 20 years. However, while we are seeing an increasing number of people drinking at lower levels or abstaining, we have also seen more people drinking at higher-risk levels. As a result, some indicators of harm have increased, and we are committed to addressing these, including through the establishment of alcohol care teams in the 25% acute hospitals in England with the greatest need, through the NHS Long Term Plan.</p><p>Community treatment for alcohol dependence is highly effective. In 2020/21, 62% of people in alcohol-only treatment completed treatment free of dependence, the highest completion rate for any substance misuse group. Several aspects of the Department's work to address alcohol related harms already follows a harm reduction approach. These include the UK Chief Medical Officers’ low-risk drinking guidelines, which recommend that people moderate their drinking to 14 units a week, and guidance from England’s Chief Medical Officer for healthcare professionals, on the consumption of alcohol by young people. The National Health Service’s Better Heath campaign aims to motivate people to take steps to improve their health, including in relation to alcohol use, and the NHS Health Check provides an opportunity for general practitioners to offer advice to reduce alcohol use, if appropriate.</p><p>In relation to treatment, the Department is committed to promoting access to alcohol services through our drug strategy. The upcoming UK clinical guidelines for alcohol treatment will include a chapter on taking a harm reduction approach within alcohol treatment, which outlines a flexible service approach.
