	answer	answer is ministerial correction date of answer 28/10/2014 answer text <p>The Government holds the National Health Service to account for achieving parity of esteem as required by the Health and Social Care Act 2012, through setting objectives in the NHS England Mandate for 2013-15 and the refreshed Mandate for 2014-15. In addition to measuring progress on specific objectives in the Mandate, outcomes for mental health patients are monitored through the NHS Outcomes Framework, which forms an essential part of the way in which the Secretary of State holds NHS England to account.</p><p> </p><p> </p><p> </p><p>Our recently published five-year plan,<em> Achieving Better Access to Mental Health Services by 2020,</em> sets out action the Government is taking to provide better access to mental health services within the next year, including the first ever national waiting time standards for mental health services. There is anecdotal evidence of increasing waiting times in some areas. Data has been published for 2010-11, 2011-12 and 2012-13 and the number of people aged 12 years and above who lost their eye sight from diabetes is shown in the following table.</p><p> </p><p> </p><p> </p><p>A sight loss indicator per 100,000 people for England for each of the three years is also included. 	answer	answer is ministerial correction date of answer 28/10/2014 answer text <p>The Government is working to improve perinatal mental health services, collaborating closely with partner organisations including NHS England, Health Education England and the Institute of Health Visiting.</p><p> </p><p> </p><p> </p><p>Specialised Perinatal Mental Health Services (Mother and Baby Units) are a part of a wider network of services that provide care for this patient group and the commissioning of the ‘specialist’ (local) and ‘specialised’ (national) pathway is a responsibility shared between NHS England, clinical commissioning groups and local authorities.</p><p> </p><p> </p><p> </p><p>Health Education England is working with partners to ensure that pre and post registration training in perinatal mental health is available to enable specialist staff to be available to every birthing unit by 2017.</p><p> </p><p> </p><p> </p><p>The Department has funded the Institute of Health Visitors to train a network of 375 perinatal mental health visitor champions. 	answer	answer is ministerial correction date of answer 28/10/2014 answer text <p>In January 2009, the National Institute for Health and Care Excellence (NICE) issued supplementary advice to its appraisal committees on appraising treatments which may be life-extending for patients, with short life expectancy, and which are licensed for indications affecting small numbers of patients with incurable illnesses.</p><p> </p><p> </p><p> </p><p>This sets out the following three criteria that must all be satisfied for this supplementary advice to be applied:</p><p> </p><p>- the treatment is indicated for patients with a short life expectancy, normally less than 24 months;</p><p> </p><p>- there is sufficient evidence to indicate that the treatment offers an extension to life, normally of at least an additional three months, compared to current NHS treatment; and</p><p> </p><p>- the treatment is licensed or otherwise indicated, for small patient populations.</p><p> </p><p> </p><p> </p><p>These criteria were developed following public consultation and set out the circumstances when NICE considers it is appropriate for its appraisal committees to apply greater flexibility in their appraisal of these treatments.</p><p> </p><p> </p><p> </p><p>The advice has now been incorporated chapter 6 of <em>Guide to the methods of technology appraisal 2013 </em>which can be found at:</p><p> </p><p> </p><p> </p><p><a href="http://www.nice.org.uk/article/pmg9/chapter/6-the-appraisal-of-the-evidence-and-structured-decision-making" target="_blank">www.nice.org.uk/article/pmg9/chapter/6-the-appraisal-of-the-evidence-and-structured-decision-making</a></p><p> </p><p> </p><p> </p> answering member constituency Mid Norfolk answering member printed George Freeman question first answered 28/10/2014 14:27:08 answering member 4020 label Biography information for George Freeman
