The Government’s analysis of estimated costs and benefits is contained in the Impact Assessment that was laid in Parliament, together with the Draft Human Fertilisation and Embryology (Mitochondrial Donation) Regulations 2015, on 17 December 2014. The cost over 10 years was estimated at £11.1 million with the monetised benefit estimated at £329.2 million.
