However, such information as is available is shown in the table below and is from reference costs, which are the average unit cost to National Health Service trusts and foundation trusts of providing defined services in a given financial year. Reference costs are published annually, with most recently available data being for 2014-15.</p><p> </p><p>Reference costs for acute care are published by healthcare resource group (HRG), which are standard groupings of similar treatments that use similar resources. answer text <p>Funding is not allocated to renal patients on dialysis in the way that the question seems to suggest. The National Tariff Payment System, which is the responsibility of Monitor and NHS England, does however include prices for renal dialysis that are payable to providers.</p><p> </p><p> </p><p> </p><p>Draft prices for 2015/16, based on the costs of providing treatment as reported by National Health Service providers, were published in July 2014. Feedback from this engagement exercise, which ended on 15 August, was carefully considered and further discussions about the draft prices for renal dialysis took place with stakeholders, including the National Kidney Federation, British Kidney Patient Association, Renal Association, Kidney Research UK.</p><p> </p><p> </p><p> </p><p>A meeting was held on 1 October at which the concerns raised by the renal community in relation to the draft prices published in July were discussed. As a result of that discussion, it was agreed that the 2014/15 haemodialysis best practice tariff prices would be rolled forward for 2015/16 (subject to the adjustment for efficiency and costs), subject to the outcome of the statutory consultation on the 2015/16 National Tariff.</p><p> </p><p> </p><p> </p><p>As an interim measure, Monitor and NHS England offered providers a choice between an Enhanced Tariff Option (based on 2015/16 prices and revised proposals) or to default, staying with 2014/15 prices. The roll-over of 2014/15 haemodialysis best practice tariff prices is included in the Enhanced tariff Option offer.</p><p> </p><p> </p><p> </p>

answer text <p>Ministers have obtained advice from the Prescribed Specialised Services Advisory Group (PSSAG), a Department of Health expert committee, on the proposal to transfer commissioning responsibility for renal dialysis services. Ministers have also consulted with NHS England. The Department ran a six week public consultation on the timing and logistics of the proposed transfer, which received responses from a wide range of individuals and organisations, including patients, clinical commissioning groups, clinicians, National Health Service trusts, charities, and trade organisations.</p><p> </p><p> </p><p> </p><p>Ministers have now referred the proposal back to PSSAG for reconsideration taking account of corrected evidence.</p><p> </p> more like this

answer text <p>Significant work has been undertaken by NHS England to analyse current specialised commissioning expenditure patterns at clinical commissioning group (CCG) level. This CCG level monitoring will continue in 2015/16 with the aim of improving commissioning decisions.</p><p> </p><p> </p><p> </p><p>There is no planned transfer of renal dialysis budgets from NHS England to CCGs in either the current financial year or during 2015-16. It is for Ministers to decide, with independent advice, the conditions that should be on the specialised commissioning list.</p><p> </p><p> </p><p> </p><p>Neither NHS England specialised commissioners nor CCGs have control over capital funding for dialysis facilities and maintenance. Capital funding for renewal of dialysis facilities and equipment remains with the incumbent providers. Ensuring that these facilities are of appropriate quality is achieved through the application of detailed service specifications which form part of the contract with providers.</p><p> </p><p> </p><p> </p>

answer text <p>Ministers make the final decision about services that should be included on the specialised services list in legislation. This includes deciding whether or not to transfer commissioning responsibility for renal dialysis services from NHS England to clinical commissioning groups. No ministerial decision has yet been made.</p><p> </p><p> </p><p> </p><p>Ministers make provision in a statutory instrument for those services which should be included on the prescribed specialised services list. This is laid before Parliament and subject to annulment in pursuance of a resolution of either House of Parliament.</p><p> </p> more like this
