answer text <p>The National Institute for Health and Care Excellence (NICE) has issued draft guidance on the use of mepolizumab (Nucala) for treating severe refractory eosinophilic asthma. This recommends that adults with severe asthma symptoms, including those who suffer many asthma attacks or those taking regular oral steroids, should have access to the drug. Final guidance is expected to be published in January 2017.</p><p> </p><p>In the absence of NICE guidance, funding decisions for individual treatments should be made by the relevant National Health Service commissioner, based on an assessment of the available evidence.</p> more like this

answer text <p>Services for people with severe asthma are commissioned by NHS England in line with a national specification to ensure patient numbers are sufficient to support safe services. NHS England has no plans to change the way it commissions these services in south west England.</p><p> </p><p>Nationally, there are 27 trusts that have identified themselves as providing severe asthma services. NHS England is revising the national service specification to assist local teams in verifying and redefining the local service model to confirm the severe asthma services within each region.</p> more like this

answer text <p>The Five Year Forward View makes clear that supporting people living with long term conditions, such as asthma, is core business for the National Health Service and that this requires a partnership with patients over the long term, rather than providing single, unconnected episodes of care.</p><p> </p><p>In order to achieve this, the NHS is focusing on empowering patients and communities. The 2016/17 NHS Shared Planning Guidance requires local areas to produce five year sustainability and transformation plans (STPs). In developing their STP, local areas are asked to consider how they will:</p><p> </p><p>― achieve a step-change in patient activation and self-care;</p><p>― embed the six principles of engagement and involvement of patients, carers, and communities developed to help deliver the Five Year Forward View; and</p><p>― make real the aspiration to design person-centred coordinated care, including plans to ensure patients have access to named, responsible consultants.</p><p> </p><p>Vanguard sites for the new care models programme, one of the first steps towards delivering the <a href="https://www.england.nhs.uk/ourwork/futurenhs/" target="_blank">Five Year Forward View</a>, are focusing on developing new ways of working to improve the care provided to patients and local people. The vanguards will consider the provision of asthma care at a local level as they develop and implement their plans.</p><p><br> More generally, NHS England continues to work with Asthma UK and professional groups in both primary and secondary care to improve outcomes for all those with asthma by, for example, underlining the importance of the National Institute for Health and Care Excellence’s asthma quality standard in commissioning and delivering good quality asthma care.</p><p> </p>

However, the Government’s mandate to NHS England for 2015/16 says that everyone with a long term condition, including asthma, should be offered a personalised care plan.</p><p> </p><p> </p><p> </p><p>NHS England is working with stakeholders to help ensure that people with long term conditions have a personalised care and support plan, developed collaboratively with healthcare professionals. It has produced a set of handbooks for commissioners and care practitioners to help them in implementing personalised care and support planning, and further support and resources will be developed in conjunction with partners, including support for patients and carers.</p><p> </p> more like this
