answer text <p>NHS England advises that the North East and North Cumbria Urgent and Emergency Care Network, working on behalf of local clinical commissioning groups , has produced a winter surge management campaign to help reduce pressure on accident and emergency (A&amp;E) services in the region. The campaign launched on 13 November during the national self-care week, and the winter activity will last until the end of March 2018.</p><p> </p><p>South Tyneside NHS Foundation Trust has robust winter plans in place to ensure the proactive management of patient flow, facilitation of safe and timely discharge and the efficient use of inpatient capacity during the winter period. These plans are operational from November 2017 to May 2018 and were submitted as part of the local A&amp;E delivery board plans and in line with the North East region’s urgent and emergency care network. The Trust planned extra bed capacity for the winter period, with up to 24 additional acute inpatient beds available as needed.</p><p> </p><p>Nationally, the National Health Service planned earlier than ever before to cope with this winter, supported by an additional £437 million which includes funding to make sure people going to A&amp;E get directed to the right service for their needs, and an extra £1 billion of funding to be spent on meeting adult social care needs, supporting the social care market and reducing pressure on the NHS this year.</p>

answer text <p>The National Health Service waiting times standard in England is that 95% of patients should be admitted, transferred or discharged within four hours of their arrival at accident and emergency (A&amp;E) departments. The Government’s mandate to NHS England for 2017/18 sets out that performance in England should meet this standard within 2018.</p><p> </p><p>We already set more challenging targets compared to other countries, including Sweden (whose target is to achieve 80% of patients within four hours), New Zealand (six hours), and Canada (up to eight hours if the patient is being admitted). The Government remains committed to maintaining the four-hour standard as a top priority, and there are no plans to change it.</p><p> </p><p>On average, in 2016/17 patients left A&amp;E just two hours and 49 minutes after arriving.</p> more like this

answer text <p>My Rt. hon. Friend the Secretary of State and his Ministers meet with a variety of stakeholders on a regular basis, as do staff in the Department.</p><p> </p><p>The Operational Pressures Escalation Level framework is a useful tool that may be used locally to monitor operational pressures. NHS England, however, uses a wider and more in depth number of data sources through winter to help monitor performance and ensure appropriate responses to specific pressures. These include information on bed availability and occupancy, cancelled operations, accident and emergency waits, ambulance performance and delayed transfers of care. In addition, winter daily situation reports are also collected from acute trusts across the country each weekday and indicate where there are any winter pressures. answer text <p>Winter preparedness planning including maximising uptake of flu immunisation is key to reducing the number of accident and emergency department admissions for all respiratory conditions.</p><p> </p><p>Seasonal influenza surveillance arrangements are in place to monitor influenza throughout the year. These systems look to determine the level of influenza-like illness in the community and provide this information to relevant organisations and government departments. This information informs public health recommendations to clinicians, such as the use of antivirals in primary care and the management of seasonal influenza on respiratory health.</p><p> </p><p>Regarding chronic obstructive pulmonary disease (COPD), NHS England is launching a COPD Pathway for clinical commissioning groups in December with a specific focus on improving anticipatory care in order to reduce the need for hospital admissions.</p> more like this
