This is sometimes referred to as “the wellbeing principle” because it is a guiding principle that puts wellbeing at the heart of care and support. The definition of wellbeing includes physical and mental health and emotional wellbeing.</p><p> </p><p> </p><p> </p><p>Assessments under the Care Act will identify the person’s needs and how these impact on their wellbeing. Care Plans must detail the needs to be met and how the needs will be met, and will link back to the outcomes that the adult wishes to achieve in day-to-day life as identified in the assessment process and to the wellbeing principle in the Act.</p><p> </p><p> </p><p> </p><p>The Government has recognised the importance of doing more to consider the mental wellbeing of people in care homes and asked the National Institute for Health and Care Excellence (NICE) to prioritise this area for one of its first Quality Standards for adult social care which were published in December 2013. Regulation 9 – person centred care, makes clear that; “Providers must make every reasonable effort to provide opportunities to involve people in making decisions about their care and treatment, and support them to do this. The Department expects trusts to have a strong grip on their finances, and manage their contract and agency staffing spend (including use of locums) responsibly through effective and efficient workforce planning and management and to minimise temporary staffing costs in future years.</p><p> </p><p><strong> </strong></p><p> </p><p>The Government is clear that the current rate of spending is unsustainable. The Secretary of State has announced a comprehensive package of measures to address the problem including:</p><p> </p><p>- setting a maximum hourly rate for doctors and nurses;</p><p> </p><p>- banning the use of agencies that are not approved;</p><p> </p><p>- putting a cap on total agency staff spending for each NHS trust in financial difficulty; and</p><p> </p><p>- requiring specific approval for any expensive consultancy contracts over £50,000.</p><p> </p><p> </p><p> </p><p><sup>1</sup> The 2014/15 figures reflect data collected from NHS trusts and foundation trusts as part of the Q4 data collection which is unpublished and unaudited. Whilst this data would not ordinarily be provided as part of a Parliamentary Question contribution, it has been included within this response as both Monitor and NHS Trust Development Authority have separately released data relating to temporary agency staff spend. It should be noted that their figures vary slightly from those included above. These figures may also be subject to revision as part of the 2014/15 final audited accounts production, and should therefore not be used once the final published Department of Health Annual Report and Accounts.</p><p> </p><p> </p><p> </p><p><sup>2</sup> For the first time, the Department collected unaudited financial data from NHS trusts for 2013/14 on Contract and Agency staffing costs and income to give a net expenditure figure. NHS staff now receive Total Reward Statements which show the value of other benefits, for example, the NHS occupational pension scheme which includes Life Assurance, child care voucher schemes, health and wellbeing benefits. NHS England is working with the local GP Federation to promote Herefordshire to GP trainees.</p><p> </p><p> </p><p> </p><p>Nationally, there has been an increase of 1,677 full-time equivalent GPs (including Registrars and Retainers) since September 2010. At 30 September 2014 the total number of GPs was 36,920, which represents a real increase in capacity.</p><p> </p><p> </p><p> </p><p>In addition this Government is committed to making 5,000 more GPs available by 2020. We will increase the number of GP trainees from 40% to 50% of all trainee doctors and expect Health Education England to ensure this happens. The prior year figures included in Table C12 of the published accounts have not been included in the answer, as they were compiled on a different basis to the 2013/14 figures. The figures published for 2012/13 for NHS trusts are based on non-permanently employed staff which is defined as “others engaged on the objectives of the organisation and will include staff on inward secondment or loan from other organisations, bank/agency/temporary staff and contract staff.” This reconciles to the figures for those organisations in note 3 (Staff Costs 2012/13), whereas the 2013/14 figures are compiled for the first time under a stricter definition of contingent labour.</p><p> </p><p> </p><p> </p><p>5. The figure for 2013/14 Contract and Agency spend staff for all NHS trusts reported in the published accounts under the heading “Temporary/Agency” (Table C12 page 197) is £1.184 billion. In the guidance that accompanied the data collection, the definition of Contract / Agency staff is: “Agency” employee payments for the employment of staff where the staff remain employees of the agency and “Contract staff” where the NHS trust has control over numbers and qualifications of staff (in contrast to a service obtained under contract) .</p><p> </p><p> </p><p> </p><p>7. 	answer	answer is ministerial correction date of answer 15/06/2015 answer text <p>We made a clear commitment, through the Armed Forces Covenant, which we enshrined in legislation in 2011, to support members of the Armed Forces Community, which includes both serving personnel and veterans.</p><p> </p><p> </p><p> </p><p>Social care has never been free and people, including veterans, have always been asked to make a contribution based on what they can afford. Veterans injured before 6 April 2005 receive payments under the War Pensions Scheme, which predates the welfare state. Veterans injured from 6 April 2005 receive payments under the Armed Forces Compensation Scheme. The two schemes reflect the time in which they were developed and as a result they operate differently and are, currently, treated differently in the financial assessment of what people can afford for social care.</p><p> </p><p> </p><p> </p><p>Officials in the Department of Health have been working closely with the Royal British Legion to assess how the two schemes might be treated under the social care charging rules in future and the impact of any change on local authority finances. We are grateful for the time the Royal British Legion has taken to work with the officials. 	answer	answer is ministerial correction date of answer 16/06/2015 answer text <p>Promoting good mental health is a key strategic objective of Public Health England’s (PHE) public mental health programme, alongside preventing mental illness and improving the lives of those living with mental illness. PHE’s ambition is that everyone has the ability to achieve good mental health, which includes those who are deaf or have hearing loss.</p><p> </p><p> </p><p> </p><p>During 2015, PHE has published a framework for building workforce skills in order to promote good mental health; a guide to evidence-based approaches for developing mentally healthy communities; and established the What Works Centre for Wellbeing, an independent centre dedicated to making policies and services work for wellbeing, all of which underpin PHE’s ambitions in this area.</p><p> </p><p> </p><p> </p><p>At a local level, health and wellbeing boards are responsible for developing an analysis of the current and future health and care needs of the local population through their Joint Strategic Needs Assessments (JSNA). Health and wellbeing boards, and the JSNA process that they oversee, offer valuable opportunities to drive improvements in meeting the needs of local people who are deaf or have a hearing impairment.</p><p> </p><p> </p><p> </p><p>An increasing number of councils are seeing investment in public health as an investment in both physical and mental health. This includes ensuring that all major public health programmes consider and assess the impact on mental health.</p><p> </p><p><strong> </strong></p><p> </p><p>Department of Health officials have begun identifying and taking forward actions on how we can provide therapeutic support to Deaf people. Therefore we are not able to supply the data for 2011-12 and 2012-13 as requested, as this would not be comparable with the data recorded from 2013-14 onwards.</p><p> </p><p> </p><p> </p><p>Decisions on health spending are also a devolved matter, so we are able to provide data for England, but not for the United Kingdom as a whole.</p><p> </p><p> </p><p> </p><p>Local authorities (LAs) in England took over public health responsibilities from April 2013, data prior to this is not available.
