	answer	answer is ministerial correction date of answer 03/02/2016 answer text <p>Public Health England (PHE) and the National Travel Health Network and Centre (NaTHNaC) have been carefully monitoring the Zika virus outbreak in the Americas since it was first reported in Brazil during May 2015. PHE has reviewed evidence on the transmission of Zika virus and PHE mosquito experts have provided advice to Government and the public that neither the main vector of Zika virus <em>Aedes aegypti</em>, nor other species of <em>Aedes</em> mosquitoes, including <em>Aedes albopictus</em>, that may have the potential to transmit this virus, are established in the United Kingdom.</p><p> </p><p>The risk to the UK population is related to travel to countries where Zika virus outbreaks are currently ongoing, and NaTHNaC and PHE have published updated advice for travellers to South and Central America and the Caribbean, including specific advice for pregnant women. The risk of onward spread within the UK is very low and PHE has again provided this advice to government, and the public.</p><p> </p><p>PHE has also been working with appropriate professional groups to develop information and guidance on Zika for clinicians. This advice can be accessed through the PHE website and has been cascaded by organisations such as the Royal College of Obstetricians and Gynaecologists.</p><p> </p><p>Together with the Royal College of General Practitioners PHE has developed guidance specifically targeted at primary care which will be available shortly. When the Brazilian Ministry of Health announced a potential link between maternal Zika virus infection and microcephaly in December 2015, PHE and NaTHNaC published updated advice for travellers to South and Central America and the Caribbean, including specific advice for pregnant women. This advice continues to be updated regularly as more information becomes available.</p><br /><p>PHE has been and continues to liaise with the Royal College of Obstetricians and Gynaecologists, Association of British Neurologists and the Association of British Travel Agents who have published updates on their respective websites. The Secretary of State has been briefed about all such discussions.</p><p>PHE and the National Travel Health Network and Centre have been carefully monitoring the Zika virus outbreak in the Americas since it was first reported in Brazil during May 2015. PHE and the Department attended a European Union Health Security Committee teleconference and PHE has shared a recent European Centre for Disease Prevention and Control (ECDC) risk assessment on Zika virus with colleagues in England, the Devolved Administrations and Overseas Territories and Crown Dependencies. PHE will provide guidance and information specifically targeted at primary care and this will be available shortly. PHE has also produced regular briefing notes for local health protection teams who have been asked to share this with local NHS.</p><p><strong> </strong></p><p>PHE has raised awareness about Zika virus among public health and clinical colleagues within PHE by circulating a briefing note to all staff. This will support clinicians to identify, investigate and manage cases that may present in clinical practice. The briefing note included information about the outbreak in the Americas and the unusual increase in microcephaly cases in Brazil. 	answer	answer is ministerial correction date of answer 26/11/2014 answer text <p>Health assessments are undertaken during an individual’s reception into prison or a youth offender institution. This includes a mental health assessment, which identifies any treatment and support needed. Information on the proportion of people with mental health difficulties entering prison or a youth offender institution is not available centrally.</p><p> </p><p> </p><p> </p><p>The Government is rolling out liaison and diversion services in police stations and courts across England, commissioned by NHS England and with full coverage by 2017. Funding for these services in 2014-15 is £25 million. These services identify offenders with vulnerabilities, including mental health problems, in order to facilitate referral into relevant treatment services as soon as possible.</p><p> </p><p> </p><p> </p><p>Since April 2013, NHS England has commissioned health services within prisons and young offender institutions. As in the community, prison mental health services are provided through a combination of primary care and specialist teams and most prisoners’ needs can be met by primary care. Care for prisoners’ more serious mental health conditions is usually provided by specialist in-reach teams, but if prisoners’ need psychiatric inpatient care they can be transferred to a secure mental health hospital if they meet the criteria to be detained under the Mental Health Act 1983.</p><p> </p><p> </p><p> </p><p>For offenders leaving custody, National Health Service guidance sets an expectation that prisoners are either registered with a general practitioner (GP) practice before they leave or are provided with the necessary information to register with a GP on release and, where possible, provided with support in doing so. This will help facilitate continuity of care on release.</p><p> </p><p> </p><p> </p><p>Released prisoners can access the full range of mental health services available in the community. Offenders with identified mental health problems, who need secondary mental health services, are subject to the Care Programme Approach (CPA) during their stay in prison and on release. CPA enables the planning of treatment and continuity of mental health care for the individual. NHS England has worked closely with the Royal Colleges of Paediatrics and Child Health; General Practitioners; Nursing; Psychiatrists and Forensic Medicine and has used their standards for children and young people in secure settings as a basis for national service specifications for the health services commissioned in YOIs.</p><p> </p><p> </p><p> </p><p>A key component of this is that the service should deliver child and adolescent mental health services (CAMHS) which meet the emotional and mental health needs of children and young people accommodated within the secure setting, based on clinical need.
