The Department of Health, with the Home Office, has led the Mental Health Crisis Care Concordat, which brings together both nationally, and in each locality in England, the services and agencies involved in the care and support of people in crisis. These partnerships have worked to reduce the use of police cells for detentions under section 136 of the Mental Health Act. Members indicated that they would want to initiate a Parliamentary event on cervical screening and the Human Papilloma Virus (HPV) vaccination, I would be happy to support it. Although, to date, I have received no specific representations from any hon. or Rt. hon. Members, I remain happy to support such an event.</p><p> </p><p> </p><p> </p><p>In April 2012 the UK National Screening Committee (UKNSC) gave its support for a pilot to assess the value of using HPV testing as primary screening (HPV TaPS) for cervical disease, rather than the currently used cytology test. The pilot is establishing the feasibility of using HPV testing as the primary screen for cervical disease in order to achieve better outcomes for women, while minimising over-treatment and anxiety, and whether it is practical to roll out nationally. The UK NSC will open a public consultation shortly on whether HPV TaPS for cervical disease should replace the currently used cytology test.</p><p> </p><p> </p><p> </p><p>Public Health England (PHE) continues to work with NHS England via the Public Health Section 7A agreement to develop a system of performance improvement through the use of performance floors, and strengthened governance for screening. The aims of the performance floors are:</p><p> </p><p><br> - Improving performance and equity of service over time by reducing the range of variation at a local level.</p><p> </p><p>- Enabling easy identification of poor performance and the setting of objectives and plans for local action, to reduce variation and improve performance.</p><p> </p><p> </p><p> </p><p>PHE will look at research provided by the STRATEGIC study (Strategies to increase cervical screening uptake at first invitation) to identify methods to help increase uptake among women. A total of 102 plans are expected to be submitted by 16 October representing the remaining 155 CCGs.</p><br /><p>CCGs were given two opportunities to submit plans – on the 18 September and 16 October 2015. The first submission date is in recognition that some CCGs were advanced in their plans for local improvement and already had a Children and Adult Mental Health strategy and plan in place. 	answer	answer is ministerial correction date of answer 20/10/2015 answer text <p>There has never been a specific reference to psychological therapies in the NHS Constitution.</p><br /><p>For the most recent update, we did consult on whether to include a right to psychological therapies, as part of the wider right to drugs and treatments that have been recommended by the National Institute for Health and Care Excellence (NICE). However, the right to drugs and treatments reflects the legal funding requirement that applies to interventions recommended by NICE technology appraisal guidance. NICE has not been asked to undertake a technical appraisal of psychological therapies, so we decided that the most sensible outcome was to not include the phrase “psychological therapies” in the Constitution as it would otherwise risk confusion.</p><br /><p>There have been no specific discussions with NICE on parity of mental and physical health interventions. The majority of new drugs and significant license extensions, including for mental health conditions, are referred to NICE for the development of technology appraisal guidance. 	answer	answer is ministerial correction date of answer 19/10/2015 answer text <p>Employers across the National Health Service are responsible for the mental health and wellbeing of their staff.</p><br /><p>The Department commissions NHS Employers to help trusts improve staff mental health and wellbeing through advice, guidance and good practice[1].</p><br /><p>In addition, trusts have access to local data from the NHS Staff Survey, the staff Friends and Family test as well as local information to help them develop and implement local improvement plans.</p><p>The recent launch of the <em>How are you feeling NHS?<strong>[2]</strong> </em>Toolkit by NHS Employers is aimed at enabling staff to talk more openly about their emotional health, improving the assessment of the impact emotional wellbeing has on staff and patients and enabling action planning to improve staff emotional health and wellbeing.
