Deliveries of LAIV are occurring slightly later this season, compared to previous seasons. Available stocks are being managed closely and Public Health England is working with Astra Zeneca and NHS England and NHS Improvement to ensure that all eligible children get their flu vaccine as soon as possible. Vaccination of these children started later this year because of a delay in availability of the nasal spray vaccine.</p><p> </p><p>As a consequence of this delay, the latest provisional data indicates that just under 1% of all eligible pre-school children have received the nasal spray vaccine. We anticipate that the uptake will increase in line with previous years as vaccine becomes available.</p><p> </p><p>Data on flu vaccine uptake in school-aged children is collected monthly. The Department has also had discussions with the supplier of the adjuvanted trivalent influenza vaccine (aTIV), which is one of the vaccines available for people aged 65 years and older.</p><p>The aTIV is locally procured by general practitioners (GP) and pharmacists who are responsible for ordering supplies of the vaccine they require for their population group. This involves making any reasonable adjustments necessary or making alternative arrangements such as referral to a specialist screening provider or undertaking the procedures in another setting that is more suitable given any limitations to a patient’s mobility. Where a patient requires specialist equipment, clinical staff will ensure that patients have access to its use in a safe environment.</p><p>As part of the NHS Long Term Plan, NHS England asked Sir Mike Richards to lead a review of the current cancer screening programmes. The review will be finalised in autumn 2019 and will make recommendations to further improve the delivery of the screening programmes, including the cervical screening. 	answer	answer is ministerial correction date of answer 09/05/2019 answer text <p>The Department has provided more than £26 million to NHS Blood and Transplant and Anthony Nolan for stem cell donation since 2011. The funding has specific targets about the proportion of young donors, specifically young male donors, due to research identifying that younger donors offer the potential for better patient outcomes and a greater chance of survival. The Anthony Nolan and NHS Stem Cell Registry which was supported by the Department funding has over 1.4 million registered donors. 69% of new donors recruited to the registry in 2017 were under the age of 30.</p><p>Raising awareness about the importance of stem cell donation is everyone's business. The government fully supports and recognises the important work charities do to encourage registration and donation for the benefit of patients. The draft guidance includes the teaching of the science relating to blood, organ and stem cell donation. Within the prevention vision, the value of the advice and wide range of lifestyle and public health interventions being delivered by more than 9,500 community pharmacies already accredited as healthy living pharmacies was recognised. In line with this, the NHS Long Term Plan outlines an aim for voluntary sector partners, community pharmacists and general practitioner practices to work together to facilitate opportunities for the public to check on their health, through tests for high blood pressure and other high-risk conditions.</p><p>The Department is now developing a Green Paper to further work up this ambition and plans for delivering it. This will be published later this year.</p><p>Alongside this, the Department, with NHS England, has now begun negotiations to determine the Community Pharmacy Contractual Framework for 2019/20 and beyond. As a responsible Government, we are continuing to prepare for a ‘no deal’ scenario. In a ‘no deal’ scenario, the Government has committed to fund all successful UK bids to Horizon 2020 submitted before the end of 2020 and for the lifetime of projects. This guarantee will enable UK researchers and businesses to continue to access funding required to participate in Horizon 2020 and will support ongoing world-leading collaboration, including in cancer research.</p><p> </p><p>Looking beyond Horizon 2020, in any scenario we want to continue to back the UK research and innovation community by supporting the provision of opportunities for world-class collaborative research. We are continuing to seek a relationship with the European Union on science and innovation including the option of future association to excellence-based EU research and innovation funding programmes.</p><p> </p><p>National Institute for Health Research cancer research expenditure has risen from £101 million in 2010/11 to £136 million in 2017/18. This constitutes the largest investment in a disease area. However, as a responsible Government we must plan for every possible outcome including ‘no deal’. The Department has published guidance to industry and the health and care system to allow them to make informed plans and preparations. This is available on GOV.UK.</p><p> </p><p>The Government has been working closely with industry to ensure the supply of medicines, including medical radioisotopes to diagnose and treat breast cancer, can continue uninterrupted in the event of a ‘no deal’ EU exit.</p><p> </p><p>For any products that require air freight, such as medical radioisotopes, we are continuing to work with all suppliers to ensure this occurs. 	answer	answer is ministerial correction date of answer 14/03/2019 answer text <p>In addition to mainstream mental health services, NHS England commissions two bespoke services for veterans experiencing mental health difficulties.</p><p> </p><p>The first is the Transition, Intervention and Liaison Service (TILS) which supports serving personnel who need additional support as they are leaving the armed forces and veterans who have mental health issues. The TILS is also the entry point to the Complex Treatment Service (CTS), the second service commissioned by NHS England. The CTS is able to provide a range of more intensive care and treatment for veterans with military related complex mental health difficulties, many of whom will have experienced trauma. The provider of the TILS in the North is Northumberland, Tyne and Wear NHS Foundation Trust in partnership with Tees, Esk and Wear Valleys, Hull and East Riding and Pennine Care NHS Foundation Trusts. As a result of these measures, funding available for adult social care is increasing by 9% in real terms from 2015-16 to 2019-20.</p><p> </p><p>The 2018 Autumn Budget also announced a further £410 million to improve social care for older people, people with disabilities and children is also available in 2019-20.</p><p> </p><p>Under the Care Act 2014, local authorities are required to shape their whole local markets to ensure that they are sustainable, diverse and offer high quality care and support for people in their local area. 	answer	answer is ministerial correction date of answer 25/02/2019 answer text <p>Local authorities will receive over £3 billion in 2019/20, ring-fenced exclusively for use on public health. It is for local authorities themselves to determine how best to use these resources based on their assessment of local need and with regard to their statutory duties.</p><p>Over the five years of the current spending review period we are making over £16 billion of grant funding available to local authorities in England exclusively for use on improving health.</p><p>As part of the Drug Strategy we are supporting programmes which have a positive impact on young people and adults, giving them the confidence, resilience and risk management skills to resist drug use. This includes supporting schools and educators to take action to prevent substance misuse, including by expanding the Alcohol and Drugs Education and Prevention Information Service, which provides practical advice and tools, and developing the ‘Rise Above’ digital hub. This uses interactive and engaging content to help build young people’s (11-16 years old) resilience and empower them to make positive choices for their health.</p><p>Public Health England has issued advice on providing naloxone, the opioid overdose antidote, and published updated clinical guidelines for drug treatment.
