	answer	answer is ministerial correction date of answer 09/01/2019 answer text <p>The International Agency for Research on Cancer has assessed ultraviolet radiation (UV) emitting tanning devices as “carcinogenic to humans” based on consistent evidence of a positive association between their use and incidence of melanoma.</p><p> </p><p>In the United Kingdom the Committee on Medical Aspects of Radiation in the Environment have published advice to the Government on the health effects and risks from UV sunbeds. Their report concluded that there is evidence to suggest an increased risk of skin cancer among those who use sunbeds before the age of 35. Jeremy Hunt MP) announced in October 2017 that the Department would introduce state-backed indemnity for general practice. The state-backed scheme is being designed to meet the needs of current and future professionals in general practice, offer affordable cover for these professionals, and offer value for money for taxpayers. We are working towards implementing the scheme from April 2019.</p><p> </p><p>We are, and have throughout the development of the proposals for general practitioner (GP) state indemnity been, working closely with key stakeholders including GP representatives and medical defence organisations as the scheme develops. There are currently inequalities in the use of health services with the most deprived parts of the population having more avoidable hospital admissions and greater use of accident and emergency services. This is why the Department’s prevention vision puts prevention at the heart of the nation’s health, shifting the focus from treatment of individual conditions to improving long term health for all and putting more resource into primary and community care.</p><p> </p><p>The NHS Long Term Plan sets out how the National Health Service will develop over the coming years and take stronger action surrounding health inequalities. NHS England has committed to ensuring a higher share of funding goes towards geographies with high health inequalities. This year, NHS England’s independent advisory committee, the Advisory Committee on Resource Allocation, recommended a new approach to health inequalities which was reflected in the CCG allocations published on 10 January 2019. The 2019/20 component of the increase for areas with high health inequalities, which is already included in the aforementioned CCG allocations, will be available from the start of the financial year.</p><p>The core allocations formula for primary medical care accounts for greater needs for healthcare in more deprived parts of England, and a further adjustment reflects NHS England’s objectives to tackle health inequalities and address unmet need for health services. This adjustment, which targets 15% of the total primary medical care allocation, is based on data on premature mortality at a small area level, aggregated up to CCG level, and thus takes account of inequalities within as well as between CCGs.</p><p>In addition, the new five-year framework for general practitioner contract reform sets out the requirements for a Directed Enhanced Service (DES) for Primary Care Networks, which includes addressing Inequalities as one of seven national service specifications. The timetable for introducing the Network Contract DES is set out in section 4.15 of the five-year framework. Details specifically relating to the Inequalities service specification can be found in section 6.32 and 6.33. 	answer	answer is ministerial correction date of answer 26/02/2019 answer text <p>In 2009 the Committee on Medical Aspects of Radiation in the Environment (COMARE) provided advice on the health effects from ultraviolet (UV) radiation in their 13th report. This related to the effects form sunbed use because of the evidence accumulating about the particular associations with artificial tanning devices. The committee has not produced any additional advice or recommendations on the general risks of UV exposure since their statement in 1992 about the general impacts of UV exposure. As a result, the Sunbeds Regulation Act 2010 was implemented to prohibit under-18s from using sunbeds. Local authorities are responsible for enforcing the regulations and carry out inspections. The Department and the Health and Safety Executive have published guidance to support the enforcement and safe use of sunbeds, and Public Health England (PHE) continues to monitor the evidence on the impacts of the use of sunbeds.</p><p> </p><p>PHE discourages the use of sunbeds for cosmetic tanning and provides information to increase awareness of the health risks of excessive exposure to UV radiation and advice for people to protect themselves. 	answer	answer is ministerial correction date of answer 27/02/2019 answer text <p>The attached table shows counts of referrals received, entering treatment and finishing a course of treatment of patients who recorded as being an ex-British Armed Forces member for Quarter 4 2017/18, Quarter 1 2018/19 and Quarter 2 2018/9, England level from the Improving Access to Psychological Therapies (IAPT) dataset.</p><p> </p><p>The number of Ex-British Armed Forces veterans in contact with mental health services and the number of Ex-British Armed Forces veterans in hospital at the end of November 2018 from the Mental Health Services Dataset (MHSDS) is also attached.</p><p> </p><p>The IAPT dataset has collected information on veterans accessing this service since 2012. IAPT is run by the National Health Service in England and offers National Institute for Health and Care Excellence-approved therapies for treating people with anxiety and depression.</p><p> </p><p>The IAPT dataset records whether a referral is for a patient who has been a member of the British Armed Forces. Extensive arrangements are already in place to help people access National Health Service prescriptions. These include a broad range of NHS prescription charge exemptions.</p><p>To support those with the greatest need who do not qualify for an exemption, the cost of prescription pre-payment certificates has been frozen for another year.
