unstar this property answer text <p>Following on from our mental health and wellbeing call for evidence in 2022, we decided to develop a Major Conditions Strategy. This strategy will be joined up rather than standalone and will ensure that mental health is considered alongside other physical health conditions, meaning the interactions between the two are reflected in any resulting commitments.</p><p> </p><p>The Major Conditions Strategy’s case for change and strategic framework was published on 21 August 2023 and sets out a number of commitments to drive further improvements to support better mental health. The final Major Conditions Strategy is expected to be published later in 2024.</p> more like this

unstar this property answer text <p>The Department works closely with a number of agencies both inside and outside of the Government to support the mental health of children and young people. This includes working with the voluntary, community and social enterprise sector to deliver and evaluate innovative, community-based mental health and wellbeing support for young people. This includes 10 early support hubs across England, backed by £4.92 million of new funding until the end of 2024/25. These hubs are open to those aged between 11 and 25 years old, who may not meet the threshold to receive National Health Service support.</p><p>Our flagship joint programme is the children and young people green paper programme, working across the Department for Education and NHS England. We are ahead of target on delivery of mental health support in schools and colleges and the Department for Education has committed to offer all state schools and colleges a grant to train a senior mental health lead by 2025, with over 14,000 schools and colleges having taken up the offer so far.</p>

unstar this property answer text <p>NHS England continually assess the adequacy of children and young people’s Tier 4 mental health services, including in the Humber and North Yorkshire Integrated Care Board area. The National Health Service is working to reduce reliance on inpatient beds and to have fewer young people being detained under the Mental Health Act. To support this, the model of inpatient care is being reviewed and re-designed to support the move to a community-based provision of care, where children and young people are able to access appropriate support in a timely, effective, and patient-centred way, close to home and in the least restrictive environment.</p><p>NHS England is committed to developing a national Tier 4 admission protocol for children and young people with multi-agency partners, which will seek to address the need for improvement and consistency in practice when identifying the clinical suitability of admission to hospital, the checks and balances required prior to making referral for a Mental Health Act assessment and promotion of the least restrictive practice principle across services. The national protocol is due to be completed by summer 2023.</p>

unstar this property answer text <p>Children’s and young people’s mental health interventions can take place in many contexts and will depend on the clinical needs of the child as to whether interventions are delivered in the community, whilst the child is in a placement, or in an inpatient setting. We are working with Department for Education and NHS England, to ensure that the needs of children in different settings are met fairly and equitably.</p><p>Our strategy is to reduce reliance on mental health inpatient beds and to have fewer young people being detained under the Mental Health Act. To support this, the model of inpatient care is being re-designed to enable the move to a more community-based provision of care, where children and young people can access appropriate mental health support in a timely, effective, and person-centred way, at home or close to home and in the least restrictive environment. We also recognise that for some children and young people, admission to hospital will not be the most appropriate way to meet their needs. This has been a focus of the transformation of children and young people’s mental health and continues to be a priority in the NHS Long Term Plan.</p><p>We are also working with key stakeholders including the Association of Directors of Children’s Services and the Local Government Association, to consider how we can better work together to deliver children’s social care and health services for children with the most complex needs.</p><p>A Task and Finish Group is examining the barriers to commissioning and providing joint care and health provision, and how we can support the sector to better deliver this in future through implementing the recommendations in Stable Homes Built on Love, the Government’s strategy for transforming children’s social care, and building on other ongoing programmes, such as the NHS Long Term Plan.</p>

unstar this property answer text <p>Our overall strategy is to reduce reliance on inpatient mental health beds for children and young people with a severe mental illness and to have fewer young people being detained under the Mental Health Act. To support this the model of provision of National Health Service-funded inpatient treatment is being reviewed and re-designed to support the move to community-based provision, where children and young people are able to access appropriate support in a timely, effective, and patient-centred way, close to home and in the least restrictive environment.</p><p>We recognise that for some young people, admission to hospital will not be the most appropriate way to meet their needs. This has been a focus of the transformation of children and young people’s mental health services and continues to be a priority in the NHS Long Term Plan. This transition is being supported by the introduction of provider collaboratives to support place-based commissioning and to develop local services that meet the needs of their communities. Options may include increased day provision and the new model would see a change to how inpatient environments are best utilised.</p><p>NHS England’s new Quality Transformation Programme is currently undertaking a review of children and young people’s inpatient services. The purpose is to support development of a new model of inpatient care for specialist services that can support localised treatment in the least restrictive environment but also to ensure inpatient care is part of a seamless pathway that delivers quality care.</p>

unstar this property answer text <p>We are supporting the expansion and transformation of mental health services for children and young people through the NHS Long Term Plan. As part of the accompanying investment of at least an extra £2.3 billion a year by March 2024, an additional 345,000 children and young people will be able to get the mental health support they need.</p><p> </p><p>We also provided an additional £79 million for 2021/22 to allow around 22,500 more children and young people to access community mental health services and around 2,000 more to access eating disorder services.</p><p> </p><p>We continue to roll out mental health support teams in schools and colleges across the country, offering early support to children experiencing anxiety, depression, and other common mental health issues. As of spring 2022, there were 287 in place in over 4,700 schools and colleges in England with over 500 planned to be up and running by 2024.</p><p /><p>NHS England has consulted on the potential to introduce five new waiting time standards as part of its clinically-led review of National Health Service access standards, including that children, young people and their families presenting to community-based mental health services should start to receive care within four weeks from referral. As a first step, NHS England has shared and promoted guidance with its local system partners to consistently report waiting times to support the development of a baseline position.</p>

unstar this property answer text <p>Through the NHS Long Term Plan, we are investing an additional £2.3 billion a year by 2023/24 to expand National Health Service mental health services, including community and school-based services to ensure that more children and young people receive support without requiring an inpatient admission. In 2021/22, we also invested £79 million in children’s mental health services, including enabling approximately 22,500 additional children and young people to access community health services and a further 2,000 to access eating disorder services.</p><p> </p><p>There are currently 287 mental health support teams in approximately 4,700 schools and colleges offering support to children experiencing anxiety, depression and other common mental health issues and there are plans for 500 teams to be operational by 2024. All NHS mental health providers have 24 hours a day, seven days a week all-age urgent mental health helplines available and crisis resolution and intensive home treatment teams.</p>

unstar this property answer text <p>In 2021, approximately 17.4% of children aged between six and 16 years old and young people aged 17 to 19 years old had a probable mental health disorder.</p><p>The impact assessment for ‘Transforming children and young people’s mental health provision: a green paper’ published in December 2017, considered the need to increase support to children and young people with mild to moderate mental health conditions and the options for intervention considered.
