	answer	answer is ministerial correction date of answer 08/05/2019 answer text <p>The World Health Organization Framework Convention on Tobacco Control (WHO FCTC) is delivering the FCTC 2030 project, including supporting fifteen low and middle-income countries to accelerate the implementation of the WHO FCTC. Implementation of the Protocol to Eliminate Illicit Trade in Tobacco Products, including tobacco track and trace systems, is not a specific area of focus for the FCTC 2030 project. However, several FCTC 2030 countries have joined the Protocol. 	answer	answer is ministerial correction date of answer 30/05/2019 answer text <p>The National Institute for Health and Care Excellence (NICE) is in the process of scoping the review of the methods for technology appraisal and highly specialised technologies evaluations. Scoping will involve patient organisations and other relevant stakeholders, including industry. The Voluntary Scheme for Branded Medicines Pricing and Access sets out the Department’s expectation that that any future changes to NICE methods and processes would support faster adoption of the most clinically and cost effective medicines. 	answer	answer is ministerial correction date of answer 18/06/2019 answer text <p>NHS England and NHS Improvement, together with the National Institute for Health and Care Excellence, is developing a ’commercial framework’ setting out the parameters for the commercial approach for medicines in the health service in England.</p><p>The commercial framework will support a single, transparent, robust and integrated pricing and market access process, and is being tested with and informed through consultation with stakeholders including the Association of the British Pharmaceutical Industry.</p><p>In preparation for public consultation in the coming months, NHS England is actively engaging with industry trade bodies and health system partners, in the first instance, to outline progress on the development of the commercial framework. This includes consideration of change in expenditure on different types of care in ‘2019/20 National Tariff Payment System – A consultation notice: Impact assessment’. While this provides an overall assessment of impact, detailed feedback on proposed prices for individual Healthcare Resource Groups (units of healthcare) is sought from clinical Expert Working Groups (EWGs). EWGs are managed by the NHS Digital National Casemix Office and comprise clinicians representing specific specialities. This advice is reflected in the United Kingdom’s national food model, the Eatwell Guide at the following link:</p><p><a href="https://www.gov.uk/government/publications/the-eatwell-guide" target="_blank">https://www.gov.uk/government/publications/the-eatwell-guide</a></p><p>Start4Life and Change4Life, Public Health England’s social marketing programmes, promote consumption of vegetables, including green vegetables, as part of 5 A Day fruit and vegetable messaging through: the Food Scanner app, Change4Life and Start4Life websites, the fruit and vegetables boost email programme, regular update emails to the Change4Life database of 340,000 families and a public information radio advert.</p><p>The school food standards for England state that one or more portions of vegetables or salad must be served every day. 	answer	answer is ministerial correction date of answer 24/04/2019 answer text <p>The United Kingdom national action plan on antimicrobial resistance (AMR), published on 24 January 2019, contains the commitment to continue to support research into new and alternative treatments, vaccines and diagnostic tests.</p><p>The Government has invested over £350 million in AMR research and development since 2014, including research funding calls with vaccination in scope, most recently the £32 million capital funding call lead by the National Institute for Health Research (NIHR), and the Small Business Research Initiative competition which announced its awards in January 2019. We would expect to consider the role of vaccines for AMR in future programmatic funding.</p><p>The UK supports the development of vaccines through UK Aid programmes such as the Global AMR Innovation Fund (GAMRIF) and the UK Vaccine Network. GAMRIF is a £50 million fund to support innovative research and development for AMR, for the benefit of people in low- and middle-income countries, and invests £30 million into preventative measures in human and animal health, including vaccines for AMR not including tuberculosis (TB). The fund includes a £1 million work package with the Bacterial Vaccinology Network which supports early stage research and development around the world to drive the development and uptake of vaccines for AMR in humans and animals.</p><p>The UK supports TB vaccine research through the Medical Research Council (MRC), with support to the European and Developing Countries Clinical Trials Partnership, and through the Joint Global Health Clinical Trials programme represented by the Department for International Development (DFID), MRC, NIHR and Wellcome.
